We, the undersigned, respectfully petition the Honorable Frank ilalterm-lntt,
i,?ayor of the City of Richmond, Indiana to VETO the Cat Ordinance passed by the
City Council on October 6, 1986. We believe the Ordinance governing the
annfinoment of cats severely restricts our freedom of pet choice by crejtjnfr
undue stress on cat owners who cannot retrain free cats to confinement or the
leash, forcing the owner to openly ignore the ordinance or to dispose Or the cat.,,
Cats,by nature, are free spirited prowlers that will kill certain prey. Council's
effort to confine all cats will, in effect, stop the cheapest, most effective
pest control method and, in consequence, adversely effect the health and well
being ofour community.
