A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
LYNWOOD AWARDING AN AGREEMENT TO CRAFTWATER
ENGINEERING, INC. TO PROVIDE DESIGN ENGINEERING
SERVICES IN AN AMOUNT NOT TO EXCEED $947,101 FOR THE
LYNWOOD CITY PARK STORMWATER CAPTURE PROJECT
(CIP NO. 4011.68.112) AND AUTHORIZING THE CITY MANAGER
TO APPROVE ADDITIONAL SERVICES UP TO 10 PERCENT OF
THE CONTRACT PRICE
WHEREAS, on September 15, 2021, the Los Angeles County Flood
Control District (County) Governing Body approved the recommended
Stormwater Investment Plans (SIPs) for Fiscal Year 2021-22 (FY22) for the
Safe Clean Water Program's Regional Program; and
WHEREAS, included in the Lower Los Angeles River Watershed SIP is
a project from the City of Lynwood entitled Lynwood City Park Stormwater
Capture Project (Project); and
WHEREAS, the Project is to develop a regional stormwater capture
infiltration system that will also install a new parking lot, soccer field and
ephemeral stream at the Lynwood City Park; and
WHEREAS, the Safe, Clean Water grant funding is $1,691,629 to fund
the environmental planning, permitting, design, and community outreach and
project management for the Project; and
WHEREAS, on June 23, 2022, staff issued a Request for Proposal (RFP)
inviting qualified firms to submit a proposal for engineering services for this Project;
WHEREAS, the City received proposals from the following firms: 1) SoCal
Stormwater Runoff Solution Services, Inc., 2) CWE, 3) Craftwater Engineering, 4)
Sherwood Design Engineers, 5) dSantana Arquitectura, and 6) IDS Group, Inc..;
and
WHEREAS, based on the written proposal and interview, the panelists made
up of Mir T. Fattahi, Acting City Engineer and Michelle Kim from John L. Hunter and
Associates, recommended Craftwater Engineering; and
WHEREAS, Craftwater Engineering team of professionals will ensure the
necessary depth and breadth of resources needed to deliver the engineering
services under the grant agreement with the Los Angeles County Flood Control
District.

NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF LYNWOOD
DOES HEREBY FIND, PROCLAIM, ORDER AND RESOLVE AS FOLLOWS:
Section 1. The City Council of the City of Lynwood hereby finds and
declares that the foregoing recitals are true and correct, and incorporates them
herein as findings and as a substantive part of this Resolution.
Section 2. That the City Council approves to award an agreement to
Craftwater Engineering, Inc. to provide engineering services including the
preparation of construction plans, geotechnical report, engineering survey, utility
research, environmental documents, cost estimation; development of an operations
and maintenance and post -construction monitoring plan; and implementation of a
public outreach for a not to exceed amount of $947,101 and authorizes the Mayor
to execute an Agreement attached hereto as Exhibit A in a form approved by the
City Attorney. The City Council also authorizes the Mayor to execute this
Resolution.
Section 3. That the City Council authorizes the City Manager to approve
additional services for a not to exceed amount of 10 percent of the contract price.
Section 4. This Resolution shall take full force and effect immediately
upon adoption by the City Council.
Section 5. The City Clerk shall certify as to the adoption of this City
Council Resolution.
