REGULAR MEETING OF THE COUNCIL OF THE VILLAGE OF MEDINA
MARCH 7,1961
Meeting called to order by Mayor Scott at 8:00 PM.
All lmembers of the council were present.
The minuetes of the Regular meeting of February 7,1961 were read.
Motion by Harold Winterhalter to accept minutes as read.Second
by Herbert Arens, Notion carried.
The minutes of the planning commission of February 20,1961 were read.
Roger Schmidt representing the Hamel Athletic club appeared to
discus the grant from the Village for maintaing the memorial
Athletic Field. A discusion on a recreation program for the
sake Independence area was held. Mr. Arnold Erdman was appointed
by the Mayor to report on a possible recreation program for the
Lake Independence area. Motion by Herbert Arens to defer Action
on the Hamel Athletic program grant until the next regular meeting
at which time the council will have the exact amount of the
recreation budget. Second by Arthur Gertz, motion carried.
Rienhart Glampes request for a permit to move a house trailer on
the Elwell Farm was presented to the council. Motion by Harold
Winterhalter to grant a temporary 6 month permit to be reviewed at
the end of that time. Second by Arthur Gertz, motion carried.
Vote on motion was as follows: Fertz,Scott, Winterhalter, Roehl
Yes. Arens No.
Larry Haeg from the Hennepin County Park Reserve District appeared
in regard the renewal of the police contract for the County Park.
Hourly rate for police was set at 0.00. Motion by Herbert Arens
to adopt resolution accepting park police contract. Second by
Harold Winterhalter, -motion carried.
Discussion on Executive Secretary fo Hennepin County League of
Towns and municipalities was tabled until next meeting.
Motion by Arthur Gertz to amend ordinance Number 101 to to section
3, Item E, To carry or present false identification papers for the
purpose of entering any place of business liscensed to sell Non -
intoxicating malt ligours or for the retail sale of alcholic
beverages or for the purpose k of consuming non -intoxicating
malt ligours or alcholic beverages. Second by Harold Winterhalter
Motion carried. Vote on motion,all yes.
Motion by Harold dinterhalter to refer James Adams petition for
rezoning lots 2 and 3, Block 3 of Hamel, from commericial to
residential to the planning commission. Second by Arthur Gertz,
motion carried.
Motion by Herbert Arens to raise pay for common labor to $1.50
per hour, Second by Harold Winterhalter, motion carried.
Motion by Arthur Gertz to set the following pay for equipment
rental. Truck W1.50 per hour, mower "il.t59 per hour, tractor
1.50 per hour, Second by Herb Arens, Motion carrieki.
Motion by Herb Arens to leave salary for clerk and Road overseer
the same as 1960, to be reviewed this fall, Second by Harold
Winterhalter, Motion carried.
Motion by Harold Winterhalter to send to the planning commission
for clarification the wording of the Zoning ordinance describing
zoning classifications RA-R1-R2 and RC. Second by Herb Arens,
Potion carried.
Motion by Herb Arens to table action on dog control ordinance
until next regular meeting, Second by Harold Winterhalter, motion
carried.
Motion by Harold Winterhalter to grant Northwestern Bell Telephone
Company permission to lay underground telephone cable along part
of Raskob Road and Lakewiew Lane., Second by Herbert Arens,
Motion Carried.
Motion by Harold Winterhalter to adopt resoulotion renewing contract
with Hennepin County Relief Board, Second by Herber Arens, Motion
Carried.
Road committee reported h.the purchase of 32 used road signs for
$1.60.
Motion by Harold Winterhalter to offer a 00.00 reward for
information leading to the arrest and conviction of anyone
destroyin road signs. Second by Arthur Gertz,Motion carried.

Police Report by Robert Scott, reported police car was almost ready
for service and that car will be garaged at homes of 1police officers
on alternate weeks. Cards and letters will be sent to citizens of
Medina explaing police service and methods of contactm$ng the
±olice department.
t was decieded g that Constable E,loyed Robinson would have no
use for a ticket book.
Bids from Medina Mileage and Yates Mobil for gasoline and service
for police car will be requested.
