A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD
AUTHORIZING THE EXECUTION OF AN AGREEMENT BETWEEN THE
CITY OF LYNWOOD AND GOOD GUARD SECURITY, INC. TO PROVIDE
SECURITY GUARD SERVICES FOR THE CITY OF LYNWOOD'S PARKS
AND PUBLIC FACILITIES
WHEREAS, the City is interested in obtaining a highly qualified professional
security firm to provide security guard services in City parks and public facilities; and
WHEREAS, the security service provider must effectively and efficiently serve the
City and citizens of Lynwood; and
WHEREAS, a competitive proposal solicitation was held; and
WHEREAS, the proposals were evaluated by a committee composed of a Sheriff
of Los Angeles County Century Station, a Public Safety Officer in the City of Lynwood
Development Department, the Senior Management Analyst in the City of Lynwood
Finance Department, and the Chief of Security of the Lynwood Unified School District;
and
WHEREAS, the criteria used to evaluate proposals addressed all of the issues
staff considered to be relevant to the provision of cost-effective high -quality security
service and is included this agenda report; and
WHEREAS, the evaluation panel rated the proposal submitted by Good Guard
Security, Inc. to be the best of the nine (9) proposals submitted; and
WHEREAS, staff recommends that based on the selection by the panel, and a
favorable review of qualifications, references, capabilities, and concluded that the
proposal of Good Guard Security, Inc. is the proposal that best meets the City's needs;
and
WHEREAS, funds for security services are available for fiscal year 2022/2023 in
the General Fund/Account 1011.60.701.62015.
NOW, THEREFORE, THE CITY OF LYNWOOD DOES HEREBY FIND, ORDER,
AND RESOLVE AS FOLLOWS:
Section 1. The City Council of the City of Lynwood hereby finds and declares
that the foregoing recitals are true and correct, and incorporates them herein as findings
and as a substantive part of this Resolution.
Section 2. That the City Council approves the selection of Good Guard Security,
Inc. to provide Security Guard Services for the City of Lynwood's Parks and facilities.

Section 3. That the City Council directed staff to negotiate an agreement with
Good Guard Security, Inc. with the terms and conditions included in the RFP, including
have the City Attorney review and approve as to form.
Section 4. That the City Manager is authorized to execute a one-year
agreement with Good Guard Security, Inc. from October 24, 2022 through October 24,
2023, with an option of three (3) one-year terms, in a form approved by the City Attorney.
Section 5. That the City Council authorizes the Mayor to sign the Agreement
and this Resolution on behalf of the City.
Section 6. This Resolution shall take full force and effect immediately upon
adoption by the City Council.
Section 7. The City Clerk shall certify as to the adoption of this City Council
Resolution.
