A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD,
COUNTY OF LOS ANGELES, STATE OF CALIFORNIA AUTHORIZING
THE CITY MANAGER TO EXECUTE, IN A FORM SATISFACTORY TO
THE CITY ATTORNEY, A FIRST AMENDMENT TO THE
PROFESSIONAL SERVICES AGREEMENT WITH TIERRA WEST
ADVISORS TO PROVIDE CONTINUED ADVISORY AND
IMPLEMENTATION SERVICES AND ONGOING PROJECT
MANAGEMENT
WHEREAS, John Yonai has provided services to the City as the Interim Director
of Community Development position pursuant to a professional services agreement with
Tierra West Advisors, which was approved by the City Council on January 4, 2022; and
WHEREAS, Tierra West Advisors has been providing interim services to the City
to assist with the duties of that essential role during this time; and
WHEREAS, the Director of Community Development position is vital to the City's
overall operation; and
WHEREAS, the City desires to retain the expertise, knowledge, implementation
services, project management support, advisory support provided by Tierra West
Advisors to maintain a consistent role in supporting the projects and efforts of the City.
WHEREAS, Tierra West Advisors, will also continue to provide support services
and transition services to the person identified to fill the Director of Community
Development permanently; and
WHEREAS, Tierra West Advisors represents that it is fully qualified to perform
such services by virtue of its experience and the training, education and expertise of its
principals and employees.
NOW, THEREFORE THE CITY COUNCIL OF THE CITY OF LYNWOOD, CALIFORNIA
DOES HEREBY FIND, DETERMINE, ORDER AND RESOLVE AS FOLLOWS:
Section 1. The City Council of the City of Lynwood hereby finds and declares
that the foregoing recitals are true and correct, and incorporates them herein as findings
and as a substantive part of this Resolution.
Section 2. That the.Lynwood City Council authorizes the Mayor to execute a
First Amendment to the professional services agreement with Tierra West Advisors, in a
form approved by the City Attorney, to provide continued implementation services, project
management support and advisory support, as outlined in the attached updated Exhibit
A, as well provide assistance in supporting the anticipated transition of a permanent
Director of Community Development.

Section 3. There is no fiscal impact to the General Fund. The total contract
cost shall not exceed $200,000 annually which will be covered from the DTSC-
ECRG grant fund, Retail Cannabis generated revenue fees generated and
Developer's Deposits for other related projects, such as Northgate and Lynwood
Family Apartments.
Section 4. The Fiscal Year 2022-23 Budget is hereby amended by appropriating

Section 5. That the City Council authorizes the Mayor to execute the Resolution
for and on behalf of the City of Lynwood.
Section 6. This Resolution shall take full force and effect immediately upon
adoption by the City Council.
Section 7. The City Clerk shall certify as to the adoption of this City Council
Resolution.
