A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
LYNWOOD AUTHORIZING THE MAYOR OR DESIGNEE TO
SIGN AGREEMENT WITH ECAM SECURE TO PURCHASE TWO
TRAILER MOUNTED POLE CAMERAS TO ENHANCE PUBLIC
SAFETY AND AUTHORIZE THE APPROPRIATION OF FUNDS
IN THE AMOUNT OF $52,000 FROM DEDICATED ARPA FUNDS
TO 1011.65.290.66015
WHEREAS, on April 19, 2022, The City Council directed staff to research
options for a trailer mounted pole camera system to enhance public safety and
Staff released a request for proposals (RFP) on June 6, 2022 and received bids
from six vendors; and
WHEREAS, the selection committee rated eCam Secure with the highest
marks based on features, price, and quality as they are the lowest bidder based
out of Long Beach with 30 years of experience; and
WHEREAS, ECamSecure was founded 30 years ago and specializes in
security products and the unit we received pricing for is a 4 -camera unit that
features energy -efficient components, solar panels, and video recording up to 30 -
days; and
WHEREAS, the City demoed this unit for one month in. July and found that
it worked reliably without needing to connect to an external power source for 30 -
days; and
WHEREAS, an appropriation of funds is requested in the amount of
$52,000 from dedicated ARPA funding to 1011.65.290.66015 and the purchase of
two trailer mounted security cameras from eCamSecure will not to exceed
$52,000.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF LYNWOOD
DOES HEREBY RESOLVE AND DETERMINE AS FOLLOWS:
Section 1. The City Council of the City of Lynwood hereby finds and
declares that the foregoing recitals are true and correct, and incorporates them
herein as findings and as a substantive part of this Resolution.
Section 2. That the City Council of the City of Lynwood approves and
authorizes the Mayor or designee sign an agreement with eCamSecure approved
as to form by the City Attorney, to purchase two trailer mounted pole cameras.
The City Council also authorizes the Mayor to execute the Resolution for and on
behalf of the City of Lynwood.

Section 3. That the City Council of the City of Lynwood authorizes an
appropriation of funds in the amount of $52,000 from dedicated ARPA funding to
1011.65.260.66015 to purchase said trailer cameras.
Section 4. This Resolution shall take full force and effect immediately
upon adoption by the City Council.
Section 5. The City Clerk shall certify as to the adoption of, this City
Council Resolution.
