HomeMy Public PortalAbout067-1986 - ORDINANCE TO APPROPRIATE WITHIN THE FEDERAL REVENUE SHAING TRUST FUNDAPPROPRIATION ORDINANCE NO. 67-1986 AN ORDINANCE TO APPROPRIATE WITHIN THE FEDERAL REVENUE SHARING TRUST FUND WHEREAS, The State and Local Fiscal Assistance Act of 1972, Title 1 of Public Law 95-512 was approved October 20, 1972. WHEREAS, Section 51.04 of Part 51, Chapter 1, Subtitle B, Title B, Title 31 of the Code of Federal Regulations provides as follows: (c) Provide for the expenditure of entitlement funds in accordance with the laws and procedures applicable to the expenditure of its own revenues. WHEREAS, it has been determined that it is now necesssary to appropriate more money than was appropriated in the annual budget: NOW THEREFORE BE IT ORDAINED BY THE COMMON COUNCIL OF THE CITY OF RICHMOND, WAYNE COUNTY, INDIANA: SECTION 1. That for the expenses of said municipal corporation the following additional sums of money are hereby appropriated and ordered set apart out of the Federal Revenue Sharing Trust Fund for certain ordinary and/or necessary maintenance and operating and certain ordinary and/or necessary capital expenditures, said sum being subject to all laws governing the same. AMOUNT AMOUNT REQUESTED APPROPRIATED FEDERAL REVENUE SHARING TRUST FUND $224,150. $224,150. These funds are to be appropriated for the following: AMOUNT AMOUNT REQUESTED APPROPRIATED BOARD OF WORKS 3000-Other Services & Charges $180,000. $180,000. PUBLIC TRANSIT 1000-Personal Services 44,150. 44,150. Total $224,150. $224.150. SECTION 3. This Ordinance shall be in full force and effect from and after its passage and approval by the Mayor and is subject to the laws of the State of Indiana governing emergency appropriations. Form B36sM 3a6 EXCERPTS OF THE MEETING OF THE COMMON COUNCIL OF THE CITY OF RICHMOND, INDIANA The Common Council of the City of Richmond, Indiana, met in regular session in the Council Chambers in the Muncipal Building of said City on September 2, 1986 at the hour of 7:30 P.M. ' Councilperson Bodiker presided with the following members present: Councilpersons Elstro Williams Brookbank Hankinson Whitese1 Parker , Hutton , Morris Absent: none , The following business was had, to -wit: (OTHER BUSINESS HAD) The Clerk presented proof of publication of Notice to Taxpayers printed in the Richmond Palladium Item, a newspaper of general circulation in the City of Richmond, Indiana on the date of August 22, 1986 Said notice stated that a public hearing would be held on the 2nd day of September , 19 86, by the Common Council to consider additional appropriations as provided for in Ordinance No. 67-1986 , within the City of Richmond, Indiana. The proof of publication was examined and found to be in order. Councilperson _ Parker moved the proof of publication be received and filed, seconded by Councilperson Whitesell and on unanimous voice vote the motion was carried. The Clerk read on second reading Ordinance No. 67-1986 President BOdiker announced Ordinance No. 67-1986 was on public hearing. This amount is the 16% local match to the Section 18 Operating Grant under which Public Transit is funded. If you will recall, when Council approved our budget last year and passed a resolution authorizing the City to apply for funding, it was stated at that time that the estimated local match would be $44,150. In order to uphold the City's obligation according to the Grant agreement, this money must be appropriated. If the City should fail to appropriate the local match, we would then be faced with termination of the grant contract, and the ultimate responsibility of repaying all federal and state monies received during the 1986 calendar year.
