CITY COUNCIL BUDGET COMMITTEE – SEPTEMBER 25, 2014
CALL TO ORDER
The Council Budget Committee of September 25, 2014, was convened at 5:30 P.M. by
Councilman Ralph Bray, Finance Committee Chairman.
ROLL CALL
The following Budget Committee Members were present for the roll call:
Present: Bray, Costales, Graham, Henry, Hussey, Mihalevich, Scrivner, and
Ward
Absent: Branch and Prather
A quorum was declared present.
STAFF / DEPARTMENT BUDGET PRESENTATIONS
PLANNING AND PROTECTIVE SERVICES DEPARTMENT:
Planning and Protective Services (PPS) Director Janice McMillan presented the PPS
budget and answered several questions asked by the Council.
Motion #1
Councilman Scrivner made a motion, seconded by Councilman Costales, to restore the
MPO funding to $177,033.17 from the proposed amount in the Mayor’s budget of
$175,923.14.
Following an explanation by Mr. Betts regarding his recommended method to correct
this technical error in the budget, Councilman Scrivner withdrew his motion, and
Councilman Costales withdrew his second.
Councilman Scrivner then moved to correct the technical error by increasing the
revenue for Metropolitan Planning Organization (MPO) by $943.28 and increasing
expenses for MPO by $1,109.73, which would result in an increase in expenses by
$166.45. The motion was approved unanimously by the following roll-call vote:

Motion #2
Councilman Ward made a motion, seconded by Councilman Mihalevich, to place
$15,000 to fund the City’s 40% grant match for a reconnaissance survey of 262
properties in and around the West Main Street area. The motion was approved
unanimously by the following roll-call vote:
Aye: Bray, Costales, Graham, Henry, Hussey, Mihalevich, Scrivner, and
Ward
Nay: None
COUNCIL AND MAYOR & ADMINISTRATION DEPARTMENTS:
City Administrator Steve Crowell briefly presented the budgets for the Council & Mayor
and for Administration.
CITY CLERK
Bill Betts presented the City Clerk’s budget. Councilman Scrivner requested that Mr.
Betts calculate the savings to the City by the conversion from paper to electronic
records.
LAW & MUNICIPAL COURT
City Counselor Drew Hilpert presented the Law Department’s budget and Municipal
Court’s budget.
Motion #3
Councilman Hussey made a motion, seconded by Councilman Scrivner, to add an
additional $8,000 chargeback to the general fund from the parking fund to cover a n
additional part-time clerk for Municipal Court. The motion was approved unanimously
by the following roll-call vote:

HUMAN RESOURCES
Gail Strope presented the Human Resources budget and answered questions the
Council had about the budget.
Motion #4
Councilman Mihalevich made a motion, seconded by Councilwoman Ward, to place
$27,558.40 onto the parking lot to reinstate the City’s internship program. The motion
was approved by the following roll-call vote:
Aye: Bray, Costales, Graham, Hussey, Mihalevich, and Ward
Nay: Henry, Scrivner
Motion #5
Councilman Graham made a motion, seconded by Councilman Costales, to place
$48,615.06 onto the parking lot to fund the Administrative Assistant position in Human
Resources. The motion was approved by the following roll-call vote:
Aye: Bray, Costales, Graham, Henry, Hussey, Scrivner, and Ward
Nay: Mihalevich
FINANCE
Bill Betts presented the Finance Department budget.
NON-DEPARTMENTAL
Bill Betts presented the non-departmental portion of the budget, followed by discussion.
INFORMATION TECHNOLOGY SERVICES (ITS)
Bill Betts present the ITS Department budget.
Motion #6:
Councilman Costales made a motion, seconded by Councilman Scrivner, to add to the
parking lot the removal of $1,500 from the Mayor and City Council budget for security

during City Council meetings. The motion was approved unanimously by the following
roll-call vote:
Aye: Bray, Costales, Graham, Henry, Hussey, Mihalevich, Scrivner, and
Ward
Nay: None
Motion #7
Councilman Costales made a motion, seconded by Councilman Scrivner, to add to the
parking lot the removal of $1,400 from Training and Education in the Mayor and City
Council budget. The motion passed by the following roll-call vote:
Aye: Costales, Graham, Henry, Mihalevich, Scrivner, and Ward
Nay: Bray, Hussey
OTHER BUSINESS
Councilman Graham requested the total amount of tuition reimbursement per
department. Mr. Betts stated he would send that information to the Council.
Next Budget Committee Meeting:
Chairman Bray announced that at the next meeting of the Committee is scheduled for
Monday, September 29, at which time the Committee will hear presentations on Parks
and Recreation, Special Revenue Funds, Payroll & Benefits and the five-year plan.
ADJOURNMENT
A motion for adjournment was made by Councilman Rick Mihalevich, seconded by
Councilman Carlos Graham, and approved unanimously at 7:47 P.M.
