CITY COUNCIL BUDGET COMMITTEE – SEPTEMBER 29, 2014
CALL TO ORDER
The Council Budget Committee of September 29, 2014, was convened at 5:45 P.M. by
Councilman Ralph Bray, Finance Committee Chairman.
ROLL CALL
The following Budget Committee Members were present for the roll call:
Present: Branch, Bray, Costales, Graham, Henry, Hussey, Mihalevich,
Prather, Scrivner, and Ward
Absent: None
A quorum was declared present.
STAFF / DEPARTMENT BUDGET PRESENTATIONS
PARKS, RECREATION & FORESTRY DEPARTMENT:
Bill Lockwood, Director of Parks, Recreation & Forestry, presented his department’s
budget. He introduced Parks and Recreation Commission members Steve Duncan and
Marty Miller who were present to answer any questions the Council might have for
them.
HUMAN RESOURCES:
Human Resources Director Gail Strope made a presentation regarding employee
insurances and benefits, and distributed information containing possible options. She
stated that discussions are still ongoing with some insurance providers and that the
Council will receive more information as insurance providers answer more questions
and more figures are obtained. Councilman Scrivner asked Ms. Strope for a spread
sheet showing a tabulation of the total value of employee salary increases including
health care insurance costs that the City will pick up as part of that total value. Ms.
Strope stated that the City does send out such a document annually to every employee
showing them a comprehensive breakdown of the benefits mentioned by Councilman
Scrivner, and the information he requested could be easily provided.

FUND BALANCE AND SALES TAX F:
Finance Director Bill Betts made a presentation on the Fund Balance and Sales Tax F .
Following the presentation, Councilman Scrivner made comments regarding the issue
of funding items such as police vehicles and GPS from Sales Tax revenues. He stated
he will be making a motion at some point in the near future to fund those items from the
General Fund rather than Sales Tax revenues.
MISCELLANEOUS DISCUSSION:
Councilman Costales referred to a handout he provided , and explained briefly some of
the items he is recommending as contained on the handout.
NEXT BUDGET COMMITTEE MEETING:
Chairman Bray announced that at the next meeting of the Committee is scheduled for
Thursday, October 2.
ADJOURNMENT
A motion for adjournment was made by Councilman Henry, seconded by Councilman
Costales, and approved unanimously at 7:12 P.M.
