HomeMy Public PortalAbout20140929special1 SPECIAL COUNCIL MEETING, SEPTEMBER 29, 2014 CALL TO ORDER The Special Council Meeting of September 29, 2014, was convened at 5:30 P.M. by Mayor Eric Struemph. ROLL CALL The following Council Members were present for the roll call: Present: Bray, Costales, Graham, Henry, Hussey, Mihalevich, Prather, Scrivner, and Ward Absent: *Branch A quorum was declared present. ADOPTION OF THE AGENDA Councilman Scrivner made a motion, seconded by Councilman Prather, to adopt the agenda with the amendment of the addition of Bill 2014-66 as a Bill Introduced which was previously distributed to the Council. The motion to adopt the agenda with the addition of Bill 2014-66 was then approved unanimously. APPOINTMENT OF BILL BETTS AS FINANCE / ITS DIRECTOR City Administrator Steve Crowell made a brief presentation regarding his recommendation of Bill Betts to the position of the combined departments of Finance and Information Technology Services. Following his comments, several members of the Council stated their agreement with this appointment and commended Mr. Betts for his work during his tenure as Interim Finance Director as well as his position as Director of Information Technology Services. At the conclusion of discussion, Councilman Scrivner made a motion, seconded by Councilman Henry, as follows: I move that the Council approve City Administrator’s recommendation of Bill Betts to serve as Finance Director and ITS Director with implementation of City Administrator recommended reclassifications and related salary adjustments. 2 SPECIAL COUNCIL MEETING, SEPTEMBER 29, 2014 (*Councilman Branch arrived at this point in the meeting [5:36 P.M.], and since his arrival was not noticed by the City Clerk, Councilman Branch was not included in subsequent roll-call votes). The motion was approved unanimously by the following roll-call vote: Aye: Bray, Costales, Graham, Henry, Hussey, Mihalevich, Prather, Scrivner, and Ward Nay: None BILLS INTRODUCED Bill 2014-66, sponsored by Councilman Scrivner, entitled: AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AMENDING THE 2013 - 2014 BUDGET OF THE CITY OF JEFFERSON, MISSOURI, BY PERSONNEL SCHEDULE CHANGES WITHIN FINANCE AND INFORMATION TECHNOLOGY DEPARTMENTS. Councilman Scrivner requested that the rules be suspended and Bill 2014-66 placed on third reading and final passage. There were no objections to the request for suspension of the rules. Bill 2014-66 was then read first and third times by title, placed on final passage, and passed by the following vote as Ordinance No. 15311: Aye: Bray, Costales, Graham, Henry, Hussey, Mihalevich, Prather, Scrivner, and Ward Nay: None ADJOURNMENT As no other business was brought before the Council, Councilman Bray moved for adjournment, seconded by Councilman Henry, and approved unanimously at 5:41 P.M.
