Introduction Chairman Ahlers welcomed all and requested attendees to sign in. 2. Acceptance of the July 9, 2014 meeting minutes Mr. Kross suggested a few changes to the minutes. With the amended changes made, Mr. Towner made a motion to approve the amended minutes, seconded by Mr. Kross. All were in favor, motion carried. 3. New Business a) Request to reduce speed limit from 40 mph to 30mph on south Country Club between Missouri Blvd and West Edgewood. (Requestor: Carol Bell) Tia Griffin presented the staff report and noted that Country Club is an arterial street marked with one lane in each direction and turn lanes at intersecting streets. APPROVED September 10, 2014 Traffic engineering standards would indicate the suggested speed and the existing roadway geometry support a 40 mph speed limit. Staff recommends against lowering the speed limit. There were many residents from the Georgetown subdivision present and voiced their concerns. They would like to see the speed limit lowered for safety and noise. After a lengthy discussion Mr. Hughes made a motion to reduce the speed limit on South Country Club Drive from 40 mph to 30 mph. Mr. Towner seconded the motion. Mr. Ahlers, Mr. Hughes, and Mr. Towner are all voted aye. Mr. Murray, Mr. Schwartze, Mr. Fitzwater, and Mr. Diemler all voted nay. Mr. Kross and Ms. Deetz abstained from voting. Motion fails b) Request to extend the no parking area on west side of Hobbs Road, from Canterbury Condos to the intersection of Hobbs Road. (Requestor: Diane Annen) Mr. Smith gave the staff report. He mentioned that current code suggests removal of parking from one side of the street, however many streets of this width do permit parking on both sides. Parking in this area was discussed at the July 2010 meeting of the commission. Staff is hesitant to recommend the removal without broad support from the neighborhood. Property owners in the area have been notified. The requestor was not present, but many residents from Canterbury Condos were present. They stated that they do not utilize street parking much, but want to keep it available for when they do need it. They use it when family comes to visit or when they have get functions. After a brief discussion, a motion was made by Mr. Schwartze to leave parking as is. The motion was seconded by Mr. Murray. All were in favor. The motion carries and they request fails. A letter will be sent to Ms. Annen letting her know that the request did not pass. c) Request to prohibit left turns from Franklin Street onto Lafayette Street. (Requestor: Paul Dodson) Mr. Smith gave the staff report. He mentioned to commission members that this is a “tee” intersection located just north of Jefferson City High School. A yellow caution light currently illuminates the intersection, drawing attention to its location. Based on staff field measurements, sight distance is good at the intersection except for the north leg of the intersection, which is limited by a hill. However, the distance of the north leg of the intersections meets industry avoidance standards. Reported intersection related incidents at this location do not suggest a problem. Based on these factors, staff recommends installation of an “intersection ahead” sign on southbound Lafayette Street prior to the intersection. APPROVED September 10, 2014 Mr. Dodson was not present, and commission members had a brief discussion. It was recommended that instead of the “intersection ahead” sign, we move the school zone further out so the speed limit is slower through the area. Mr. Smith said that the suggestion would have to go to the Public Works and Planning Committee. A motion was made by Mr. Towner to prohibit left turns from Franklin Street onto Lafayette Street. The motion was seconded by Mr. Kross. No one was in favor. The motion was denied and the request fails. 4. Old Business There was no old business to discuss. 5. Other Business There was no other business to discuss. 6. Adjourn A motion to adjourn the meeting was made by Ms. Deetz, and seconded by Mr. Schwartze.
