ROLL CALL: Commissioners Minnis, Renzi, Heinen, Green, Womack and Chairman Kiefer were present. Commissioner Seggebruch was absent. Fire District was present. Library, Park and School Districts were absent. The Plan Commission minutes dated April 18, 2017 were approved as presented. PUBLIC COMMENTS: There was no response. DEVELOPMENT REPORT Mr. Proulx stated the Village President and Trustees Bonuchi, Larson and Newton were sworn in. OLD BUSINESS NEW BUSINESS Case No. 1762-051117.SPR The Farmhouse Plainfield Mr. Bogda stated the applicant is seeking approval of a site plan review for approximately 3acres at the southeast corner of 127th Street and Naperville Road commonly known as 12729 S. Naperville Road for a retail business. Mr. Bogda indicated the office of the retail will be on the second floor; the hours of operation will be 10am – 7pm Monday thru Saturday and llam-4pm on Sundays. Mr. Bogda reviewed the adjacent land uses and site plan as noted in the staff report dated May 12, 2017. Staff submits that the site plan is generally in compliance with the requirements of the Zoning Ordinance; and believes this retail business will be a welcome addition to the Village of Plainfield and will generally be of low impact to nearby properties. Staff is suggesting a favorable recommendation. Chairman Kiefer swore in Cynthia Payne and Glen Delarosa, partners. Ms. Payne indicated they own two businesses Farmhouse Construction and Farmhouse Reclaimed (the proposed retail store.) Ms. Payne indicated they dismantle barns and use the barn wood and repurposed metals to make custom furniture and accessories. Ms. Payne indicated they have been going to shows and selling their items; they also do wood walls and wood ceilings and also they are currently working on a pergola. Mr. Delarosa stated their products have been very well received in Plainfield and in neighboring towns; stated there will be something in the retail store for everyone. Chairman Kiefer asked for public comments. There was no response. Commissioner Minnis recused himself stating he shares a banking relationship with the applicant. 4 Plan Commission Minutes May 16, 2017 Page 2 of 3 Commissioner Green asked if the added new driveway would be right-in only; asked if the existing drive would be right-in and right out. Chairman Kiefer asked for clarification on the traffic pattern. Mr. Bogda described the main entrance will the south existing drive with traffic exiting to around the loop being the north existing drive and described how the cars from the proposed parking lot will enter and exit. Commissioner Green asked if there is only the one exit. Mr. Bogda stated the applicant will be adding directional signage. Commissioner Heinen asked who has jurisdiction of Naperville Road in this area. Mr. Proulx stated the south leg of Naperville Road (south of 127th Street) is under the village’s jurisdiction; the east leg of the intersection is under the Village of Bolingbrook’s jurisdiction; the north leg is under Will County’s jurisdiction and the west leg is under the Village of Plainfield’s jurisdiction. Mr. Proulx indicated the Village is working for a signal with Bolingbrook and Will County at this intersection potentially within the next 2 years. Commissioner Heinen asked about the sign installed on this property. Ms. Payne indicated that will be the sign for the business. Commissioner Renzi asked if the location of the sign is outside of the right-of- way for any possible improvements to the roadway. Mr. Proulx indicated it will not be in conflict with any improvements. Commissioner Heinen asked about the number of access points; asked about right-of-way dedications; mentioned the access is a little awkward. Ms. Payne stated they would be agreeable to any right-of-way dedications. Ms. Payne stated the additional access was not that important to them. Commissioner Renzi stated additional directional signage might be good. Commissioner Renzi mentioned the Comprehensive Plan indicated medium housing. Mr. Proulx mentioned the annexation agreement stipulated this would be B-3 Highway Business District and the agreement predates the Comprehensive Plan; stated the B-3 zoning would permit a wide variety of uses, the majority that would be incompatible in this area; and believes this retail use is a sensitive use in this area; further stated medium density is 2.1 to 3 single family units per acre. Commissioner Renzi asked if any other use that is appropriate to B-3 zoning would be allowed. Mr. Bogda mentioned any redevelopment of this property would require another site plan review. Commissioner Renzi asked if additional landscaping would be required. Mr. Bogda indicated the applicant has already added landscaping and any additional landscaping would alter the character of the farmstead. Mr. Bogda stated he would add language regarding the landscaping to the cover sheet that will be presented to the Village Board. Commissioner Renzi asked if the village engineer will be reviewing the four lights the applicant proposes to install. Mr. Bogda indicated he would like to see the information sheets regarding the lighting to make sure it meets with the standards of the zoning ordinance. Ms. Payne stated they have been working with the Building Department. Commissioner Renzi asked that the applicant furnish the lighting report to Staff. Commissioner Renzi asked about the trash enclosure and if a stipulation was needed to cover the materials to be used for said enclosure. Mr. Bogda stated they have not indicated a need for a trash enclosure. Ms. Payne stated they have not identified a location for the trash enclosure. Mr. Delarosa stated they will identify the location and materials to be used. 5 Plan Commission Minutes May 16, 2017 Page 3 of 3 Commissioner Renzi asked about the location of the accessible parking space and if said parking space was van accessible. Mr. Bogda indicated it was located right in front of the garage. Ms. Payne indicated it would be accessible to either a van or car. Commissioner Heinen asked about stormwater and if it was possible to add a retention pond or rain garden as there is flooding to the south. Commissioner Womack asked about the size of the signage. Mr. Proulx approved the structure that is currently in place; also the monument sign is consistent with the sign regulations for B-3 zoning district. Commissioner Womack asked if the products will be created at the site or merely displayed on site. Mr. Delarosa stated they have been constructing in the Plainfield area for several years. Ms. Payne said they have a fairly large workshop on Rhea Drive; they hope to find a way to move the operation. Ms. Payne stated 95% of their business happens in and around Plainfield. Ms. Payne stated they hope to preserve the original home and structures that were built around 1850 as much as possible and just spruce it up and refurbish it a little. Commissioner Heinen made a motion to recommend approval of the site plan review for The Farmhouse Plainfield at 12729 S. Naperville Road, subject to the following two (2) stipulations: 1. Compliance with the requirements of the Village Engineer; and 2. Compliance with the requirements of the Plainfield Fire Protection District. Seconded by Commissioner Green. Vote by roll call: Womack, yes; Renzi, yes; Green, yes; Heinen, yes; Kiefer, yes. Motion carried 5-0.
