Section 4 : All ordinances or parts of ordinances inconsistent with the provisions of this
Ordinance are, to the extent of their inconsistency, repealed.
Section 5 : This Ordinance shall be in full force and effect after its passage, signature by
the Mayor and publication, as provided by law.
