A Special Called Meeting of Savannah Beach City Council
was held on August 4, 1976 at 7:00 p.m. for the following
purposes:
1. Making the official call for a Special Election to
be held on September 13, 1976 to fill the vacancy on Council
created by the death of Mr. Kent.
To act on an appeal from Mr. William S. Lovell whose
vote in Savannah Beach Elections was denied by the
Registrars.
3. To get approval of City Council for the Lease
Purchase of new accounting machine provided cost is less
than that being paid for the present equipment and for other
purposes.
The meeting was presided over by Mayor M. J. Counihan and
a quorum consisting of the following Councilmen was present:
William C. Fleetwood, Edward J. Fahey, Fred de Borde, Jerome
Bettencourt and Karen Losey. City Attorney Lance Smith and
Mr. James Fabrikant, Chief Registrar were also present.
Following the opening of the meeting by Mayor Counihan,
the Clerk read the purpose for which the meeting was called.
City Attorney Lance Smith then read a Resolution for the
adoption of City Council calling for a Special Election for
the office of Councilman to fill the vacancy created by the
death of Councilman -elect S. R. "Robbie" Kent said election
to be held on September 13th, 1976 between the hours of 7:00
a.m. and 7:00 p.m. at Savannah Beach City Hall. Also setting
the time for qualifications naming the deadline for registering
to vote. The Resolution also requests the Chatham County Board
of Elections to act as Election Superintendant and names the
following to be poll workers:

Clerk - Kathrine J. Fabrikant

Upon motion made by Councilman Fleetwood and seconded by
Councilman Fred de Borde, the Resolution was unanimously
adopted.
The next item on the agenda was a ruling by council on
the appeal of Mr. William S. Lovell for a right to vote in
municipal elections. This item brought about a lengthy dis-
cussion with many questions by -councilmen being directed to
Mr. Fabrikant. Mr. Fabrikant answered all the questions and
explained the position of the Board of Registrars in disquali-
fying Mr. Lovell as an elector. At one point during the dis-
cussion Mr. Fleetwood made a motion to allow Mr. Lovell's
name to be placed on the list of qualified electors and it
was seconded by Councilman de Borde but there followed more
discussion and finally, with the consent of Mr. de Borde who
seconded the motion, Mr. Fleetwood withdrew his motion with
the request that the Board of Registrars explain to Mr. Lovell
the procedure he must follow in order to be a qualified voter
of Savannah Beach.
Councilman Fleetwood, Chairman of General Government,
summarized for council the negotiotions we have made with
the firms of NCR, Burroughs and Wang in regard to replacing
our accounting machines which is being leased from National
Cash Register Company and with which we were dissatisfied.
This dissatisfaction stems from the fact that in many instan-
ces NCR did not keep their part of the agreement insofar as
programming is concerned. He stated also that there were
other areas of disappointment with the equipment. Mr. Fleet-
wood continued stating that of all the equipment we had
looked at, the Wang machine seemed to fit our work the
best. Councilman de Borde felt a little bit apprehensive
that we might have to take too great a loss in getting rid
of NCR but was assured that because of their non - performance
we felt this loss could be held to a minimum. With this in
mind, the Finance Committee was given permission to pursue
their negotiotions with power to act if everything else was
in order and the cost was less than we are now paying.
There being no further business the meeting was adjourned
to the next regular or special called meeting.

is hereby appointed Absentee Ballot Clerk.

16, 1976, at 5:00 P.M.

election shall be the Chatham County Board of Elections, which
Board is hereby authorized to incur such expenses as they deem
necessary for the preparation and conduct of such Special
Election as authorized by the "State of Georgia Municipal Election
Code ", and by Section 24 of the Charter of the City of Savannah
Beach, Tybee Island, Georgia.
6. Furthermore, the City Clerk, E. M. Patterson,
shall be authorized to publish notice of such election as required
by law.
7. Furthermore, the governing body of said City does
hereby appoint the following poll officers to conduct and
assist the Municipal Election Superintendent in such Special
Election.
