AN ORDINANCE TO APPROPRIATE WITHIN THE LOCAL ROAD AND STREET FUND
WHEREAS, certain extraordinary emergencies have developed since
the adoption of the existing annual budget so that it
is now necessary to appropriate more money for the
various function of the City Government than was
appropriated In the annual budget:
NOW THEREFORE BE IT ORDAINED by the Common Council of the City of
Richmond, Wayne Councy, Indiana:
SECTION 1. That for the existing expenses of City Government and
its institutions for the year ending December 31,
1986, the following amount of money is hereby
appropriated and set apart out of the fund named and
for the purpose specified. Said sum being subject to
the law governing the same. Such amount appropriated
shall be held to include all expenditures to be made
during the year unless expressly stipulated by law.
SECTION 2. That for the said fiscal period there is hereby
appropriated from Local Road and Street Fund the
following apeci.£ied amount to meet the extraordinary
emergency hereby declared to exist:

EXCERPTS OF THE MEETING OF THE COMMON
COUNCIL OF THE CITY OF RICHMOND, INDIANA
The Common Council of the City of Richmond, Indiana, met in regular session in the
Council Chambers in the Muncipal Building of said City on November 3, 1986 ,
at the hour of 7:30 P.M. -
Councilperson Bodiker presided with the following members present:
Councilpersons Elstro Willliams , Brookbank , Hankinson t
Parker , Hutton , Morris ,
Absent: Whitesell
The following business was had, to -wit:

The Clerk presented proof of publication of Notice to Taxpayers printed in the
Richmond Palladium Item, a newspaper of general circulation in the City of Richmond,
Indiana on the date of October 23, 1986 Said notice stated that a public
hearing would be held on the 3rd day of November , 19 86 , by the
Common Council to consider additional appropriations as provided for in Ordinance No.
79-1986 , within the City of Richmond, Indiana. The proof of publication was
examined and found to be in order. Councilperson _ Hankinson moved the
proof of publication be received and filed, seconded by Councilperson Brookbank
and on unanimous voice vote the motion was carried.
The Clerk read on second reading Ordinance No. 79-1986
President Bodiker announced Ordinance No. 79-1986 was on public hearing.
After hearing all persons present, Ordinance No. 79-1986''was placed on final
passage or rejection and on a call of the roll the following was recorded:
Ayes: Elstro , Williams , Brookbank Hankinson ,
Parker , Hutton Morris Bodiker ,
Noes: -none ,
Absent: Whitesell ,
The vote being 8 to 0 in favor of passage of Ordinance No. 79-1986

Dear Council Members:
This is a request to appropriate $30,000 for the traffic signals lo-
cated at the Eastern Industrial Parkway.
As you know, the new highway has been funded by the State Department
of Commerce for the expansion of our industrial base.
The new highway will not provide adequate access without traffic
signals, and the $30,000 is the amount for the installation, not
the signal equipment.
Our anticipated construction sequence requires the signals to be in-
stalled in approximately six weeks, and your earliest appropriation
will be just in time to avoid winter driving conditions.

PROPOSED ADDITIONAL APPROPRIATIONS[
Notice is hereby given the taxpayers of the City of
Richmond, Wayne County, Indiana, that the proper legal
officers of said Municipal Corporation at their regular
meeting place at 7:30 o'clock P.M. on the 3rd day of
November, 1986, will consider the following additional
appropriations in excess of the budget for the current
year.[

Taxpayers appearing at such meeting shall have a right to be
heard thereon. The additional appropriations as finally made

within fifteen days at the County Auditor's Office of said
County, or at such other place as may be designated. At such
hearing taxpayers objecting to any of such additional
appropriations may be heard. Interested taxpayers may
inquire of the County Auditor when and where such hearing
will be held.[
