BE IT ORDAINED by the Common Council of the City of Richmond, Indiana that: Resolution No. 18-1986 (copy attached) of the board of Directors of the Richmond Sanitary District, as adopted by the Board on October 14, 1986, is hereby approved by the Common Council. Waltermann, Mayor of the City of Richmond, Indiana thisZ26Bay of 1986. /Mayor ATTEST: ,iiS t r �77'7i�<�iLaaC� City CIerk RESOLUTION NO. 18 WHEREAS, in the first week of October 1986, several residents of the City of Richmond were affected by the heavy rains causing sewer and storm water damage to their homes; and i WHEREAS, some of these residents were left without functioning furnaces or water heaters; and WHEREAS, some of these residents are without sufficient financial means to 'make needed repairs to these furnaces or water heaters; and WHEREAS, the Richmond Sanitary District desires to establish an emergen- cy relief assistance fund to make available some money to these residents to make the necessary repairs to prepare for the coming colder weather NOW, THEREFORE, BE IT RESOLVED by the Board of Commissioners for the Richmond Sanitary District that: 1. There shall be established in the Richmond Sanitary District an emergency relief assistance fund in the amount of $10,000.00. 2. This fund shall be used to make loans for emergency repairs to furnaces, water heaters, and other items necessary for sustaining life through the colder weather, such items having been damaged by sewer and water during the first week of October 1986. 3. Borrowers of these funds shall execute a promissory note agreeing to pay backithe loan within 36 months, on a monthly basis, with no interest. Loans in excess of $1,000.00 shall be secured by a mortgage. 4. This emergency relief assistance fund shall terminate when all loans are repaid. 5. This resolution shall be forwarded to the Common Council for adoption as an ordinance under its home rule powers, and a copy shall be provided to the State Board of Accounts.
