HomeMy Public PortalAbout083-1986 - ORDINANCE TO TRANSFER WITHIN THE MOTOR VEHICLE HIGHWAY FUNDTRANSFER ORDINANCE NO. 83-1986 AN ORDINANCE TO TRANSFER WITHIN THE MOTOR VEHICLE HIGHWAY FUND WHEREAS, It has been determined that it is now necessary to transfer money within the fund appropriated in the annual budget. NOW THEREFORE BE IT ORDAINED by the Common Council of the City of Richmond, Wayne County, Indiana; SECTION 1. That for the expenses of said municipal corporation the following additional sums of money are hereby appropriated and ordered set apart out of the several appropriations, herein named and for the purposes herein specified, subject to the laws governing the same: AMOUNT AMOUNT REQUESTED APPROPRIATED MVH FUND 4000-Capital Outlays $2,700.00 $2,700.00 SECTION 2. WHEREAS, it has been shown that certain existing appropriations now have unobligated balances which will not be needed for the purposes for which appropriated, it is further ordained that the following existing appropriations be reduced in the following amounts. AMOUNT AMOUNT REQUESTED REDUCED MVH FUND 2000-Supplies $2,700.00 $2,700.00 SECTION 3. This Ordinance shall be in full force and effect from and after its passage and approval by the Mayor and is subject to the laws of the State of Indiana. These transfers are for the joint purchase of a Lubrication System (See Attached Specifications). At the present time, the Street Dept. and Transit System have approximately eighteen (18) 55-gallon drums of motor oil, trans- mission fluid, hydraulic fluid, and anti -freeze, stored at the garage. Due to the lack of available storage space, the barrels are sitting on the floor. This presents a definite hazard to employees, who slip in spilled fluids or throw down cigarettes, matches, etc. in the vicinity of such flammable materials. The barrels also take up needed storage space for equipment. We will be receiving a written citation from OSHA, after their October inspections, during which time they found a violation of OSHA standards in regard to storage and control of flammable materials. When the Hazardous Communication Rules go into effect in 1987, we will not only need to be in compliance with these standards, but we will also need to monitor how much fluid is being used in terms of shipping and disposal of the waste. The installation of such a system will be cost effective in terms of both departments being able to share not only in the cost of the system, but in the costs of the lubricants as well. The system would help monitor use, potential theft of the lubricants , and cut down on possible accidents. Public Law 54 Ordinance No. 83-1986 (IIA) TRANSFER OF FUNDS CERTIFICATE I, the proper legal officer of the City of Richmond, Wayne County, Indiana, hereby certify to the Auditor of Wayne County that the Common Council Transferred $ 2,700.00 From 2000-Supplies (Major Budget Classification) To 4000-Capital Outlays (Major Budget Classification) Within Motor Vehicle Highway (Department or Office) and that such transfer does not necessitate expenditures of more money than was Set out in detail in the budget as finally approved by the State Board of Tax Commissioners. This transfer was made at a regular public meeting according to proper ordinance, a copy of which is attached to this certificate. EXCERPTS OF THE MEETING OF THE COMMON COUNCIL OF THE CITY OF RICHMOND, INDIANA The Common Council of the City of Richmond, Indiana, met in regular session in the Council Chambers in the Muncipal Building of said City on November 3, 1986 at the hour of 7:30 > Councilperson Bodiker presided with the following members present: Councilpersons Elstro Williams Parker Brookbank Hanlcinson Hutton , Morris , Bodiker Absent: Whitesell > The following business was had, to -wit: (OTHER BUSINESS HAD) The Clerk presented proof of publication of Notice to Taxpayers printed in the Richmond Palladium Item, a newspaper of general circulation in the City of Richmond, Indiana on the date of Public Law 54 Said notice stated that a public hearing would be held on the day of , 19 , by the Common Council to consider additional appropriations as provided for in Ordinance No. within the City of Richmond, Indiana. The proof of publication was examined and found to be in order. Councilperson _ moved the proof of publication be received and filed, seconded by Councilperson and on unanimous voice vote the motion was carried. The Clerk read on second reading Ordinance No. 83-1986 President BOdiker announced Ordinance No. 83-1986 was on public hearing.
