He stated that the issue is between private business and their employee association or union and that they should be able to hash out such matters within those parameters. Council Member Flores indicated that if the Council moves on something of this nature it would open the door for every other type of worker compensation out there. He additionally acknowledged that all of our workers in the community are super important and that he did not want to downplay any of the work that they all do, but rather if Council would agree to any salary increases it would start with our City employees first and that is not possible now. Council Member Flores offered to mediate an interchange of dialogue between both sides concurrently towards as to what could be worked out and hopes his comments are taken into consideration. Council Member Flores concluded his statements by inquiring if we have monies anywhere to obtain some working desks for our fine staff to use in the council chamber and noted that the first two rows of seats could be eliminated and drop in some working desks so that we would have something proper for our staff to come and do business here during our meetings. He noted that the current staff seating was donated by an old vintage school in Lynwood and that is why the seating was retained and suggested further consideration into a possible remedy. Council Member Santana highlighted the use of "Botts' Dots", which are most commonly used as lane markers, being installed at intersections in the City and that the dots are designed to make the road too bumpy for drivers to do "donuts" and "burn rubber" in an effort to stop street takeovers. She also commended staff for the work that they have been doing on the Commercial Facade Grant Program and stated the program will help our community's small businesses be able to apply for $12,000 grants from ARPA funds. She stated that if they qualify the grant will be reimbursed and help small businesses along our major corridors to improve the outside appearance of their businesses. She mentioned that after coming out of 2.5 years of the pandemic it will help give a boost and breathe of life back into our small business community. She expressed appreciation to her colleagues for their support of this program and acknowledged that the City received $50,000 from Supervisor Janice Hahn to infuse into the program which added five additional businesses. Council Member Santana acknowledged that the facilitators brought in for this Facade Grant Program are also communicating to major corporations to see how to infuse more money into program, not mentioning names until we actually have the green light from them the City may be looking at receiving more potential funding. She also noted that there is a meeting scheduled on Thursday, August 16th at the Senior Center at 5:30 p.m. in which City staff will be organizing a presentation simultaneously with the facilitators to provide an explanation to small business owners in the City of Lynwood with details about the program, how to qualify and to assist staff in determining how many of our local businesses may benefit from the program. Council Member Santana stated that as Lynwood schools begin a new school year tomorrow she wished well to all the students, our teachers and school personnel especially Rita and Gabby. She remarked that we all know the benefits of sending our kids back to school but mentioned it is hard when students have been home all summer long with parents trying to keep them safe away from Covid and now sending them back to school is a little scary so she extended prayers and emphasized attentiveness for all of our Lynwood parents. Council Member Santana welcomed the City's two new directors that came on board last week for Public Works Department and for Community Development Department and stated the Council is looking forward to all the great work that will be forthcoming from these new staff members for our City. Additionally, she thanked current staff for the outstanding work for the last eight months into the year and to her colleagues as she indicated she is really proud of the work that the Council has done in the last four years to raise the bar on how we do business in our community as it is exceptional and she acknowledged that Council supports staff to improve the way we do business and that is what people expect from Lynwood leadership to make a difference and to better business in Lynwood. Council Member Soto had no comments for today's meeting. Mayor Pro Tem Solache stated he wanted to publicly thank John Yonai for his position of Interim Director of Community Development and keeping the department alive and strong until we had a permanent director. He also expressed a welcome for the two new directors noting that as a member of the Council he joins Ms. Santana in welcoming both directors to Lynwood, as Lynwood is rich in a lot of history and just celebrated 100 years' anniversary. He asserted that if you have any questions about that, you could ask Ms. Santana, as we are now in the 101 year of the City's history under mayor leadership. He indicated the Council is starting a new century in the City and most of the council members, which actually is four, are graduates of our high school here in the community and another one is a 30 -year veteran of our school district, so we have roots in this community. He stated that the Council looks forward to the leadership of the new directors joining the City of Lynwood and mentioned that there is a lot of work to do in both departments and that the Council looks forward to the expertise they will provide. Mayor Pro Tem Solache remarked that he is hopeful that the new directors experience the good food that we have here in Lynwood and shared that the Council looks forward to both directors achieving a long, long stay with the City. He commented that the City has had so many changes throughout the years and voiced that we definitely look forward to a long term association with both directors joining the other directors that we have here and conveyed that Recreation and Community Services Director Mark Flores keeps saying when he will retire, but noted that he thinks Mark is waiting like another 10 years because he says he's still young and full of energy now, but that speaks volumes to his leadership as well. Mayor Pro Tem expressed his excitement in that Council depends on the director's good work and their team performance and stated that Council appreciates all our staff members and requested to please take care of all the staff members you manage in a way that you ensure to support them as well. Mayor Casanova announced that he will have to mention some of the restaurants and noted that he cannot forget to state the fact that one of our local restaurants which is truly a true gem in the south east L.A. area has actually won two awards. He continued by recommending the opportunity to visit La Pasta, as the food is amazing. He stated that he wanted to highlight La Pasta tonight along with his colleagues as the Los Angeles Times awarded La Pasta for best Italian food in the South Bay, Long Beach and South East Los Angeles area. He offered congratulations to La Pasta for their amazing Italian food with a Mexican flair. Mayor Casanova indicated that on behalf of the City he would like to recognize them, invite them in and present a proclamation to highlight them officially as this is a big achievement on their part and requested something for them at the next meeting would be great. He acknowledged that La Pasta brings quality food to the City and we need to recognize that fact as they could have easily gone anywhere and they chose Lynwood so the City really appreciates having them here in the community. Mayor Casanova also joined in welcoming the two new directors for Public Works Department and Community Development Department and mentioned that the Public Works Department has been in a rough patch with several directors in the past and it has been very difficult to get things done without stability in the department. He stated the need to kick off with a good start and moving forward eliminating a bottleneck situation and to get the projects up and running to be delivered to the community. Mayor Pro Tem Solache requested an additional comment and indicated that he forgot to mention that he wanted to thank the public for the personal privilege to run for Council and emphasized the requirement to be cautious in dialog and conscious of words as we cannot be electioneering from the dais. He also thanked the City Clerk's office for finalizing the process of the 2022 candidate filing process and to publicly wish everyone good luck. He noted that from a public perspective our community has been positive toward the City's municipal election activities and thanked Mayor Casanova for allowing him to add that to his comments for today. Mayor Casanova asked if it would be possible to get some direction to all departments regarding campaigning activities during this election time. He noted that individuals may come to a public facility and not be aware of campaign rules so if staff is provided with a memo outlining the do's and don'ts for City employees and others doing during the campaign season would be great. He concluded by thanking staff for all of their great work and looking forward to getting some more things done this year. STAFF ORAL COMMENTS City Manager Hernandez addressed the three different facets of our PPA and began with the grass issue stating that a landscape engineer is looking at Ham Park for utilizing reclaimed water so it can be set up for green grass year round along with a walking trail. He stated that Lynwood City Park is a much bigger process because of the heavy use and noted the solution is artificial grass for the soccer fields and that we have already completed engineering work and a formalized study on installation of charging stations for water charging of groundwater with improvements to the ball fields on top. He indicated that focus will be on Ham Park as it will be a beautiful facility for the community. City Manager Hernandez transitioned into an introduction of the two new directors and noted that part of the reason that these individuals were selected is they had that projected commitment and stated that they made him believe that they are truly going to be committed to the City of Lynwood as he knows all of us are. He provided background information on Mr. Julian Lee, the City's new Public Works Director in that Julian has a bachelor's degree from Cal -Berkeley in environmental engineering and a master's degree from USC in business and he most recently was 10 the Public Works Director for the City of Lawndale and his background as former engineer in general public works includes specialized background in water issues. City Manager Hernandez stated that Julian is also a licensed engineer. City Manager Hernandez next introduced Mr. Gabriel Linares, the City's new Community Development Director and stated that Gabriel attended Cal -Poly San Luis Obispo for civil engineering and is a licensed engineer and also a specialist in building. He indicated that Gabriel most recently served as the Deputy Director for the City of Brea and 100% agrees with addressing the issues that we have in the community with regards to code, compliance on parking issues and all of those little things that add up to quality of life in our community. City Manager Hernandez acknowledged that both these gentlemen will complement our current staff members in the ability to address the City's needs and expressed a warm welcome to both of them. City Manager Hernandez concluded his comments by confirming a meeting that Council Member Santana mentioned being scheduled on Thursday from 5:30 p.m. to 7:30 p.m. at the Senior Center for a workshop on the facade program and noted that the folks that are doing our outreach have gone out to the businesses and invited them to come in so they can get one big briefing on how to proceed. Mayor Casanova expressed gratitude to City Manager Hernandez during this challenging task of building a solid team and congratulated him for taking the time and making good choices to create a capable team to continue to deliver results for the residents of Lynwood. Mayor Casanova praised City Manager Hernandez for his leadership and the continuation of his outstanding work ethic. Mayor Casanova asked if there were any other comments. Mayor Pro Tem Solache asked if he may help adjourn today's meeting. Mayor Casanova responded absolutely. Mayor Pro Tem Solache stated he wanted to adjourn in memory of Carmen Ramirez, Vice President of SCAG the largest regional governance in Southern California. He voiced that unfortunately, on Friday while Ms. Ramirez conducted SCAG work in Ventura County she was run over by a vehicle and lost her life. He indicated that Carmen Ramirez was the current First Vice President of SCAG and would have been the next President of SCAG. He mentioned that Carmen Ramirez had two days of visits throughout SCAG in Ventura County and had been involved in staff meetings in Ventura when, as a pedestrian walking in Oxford and was fatally struck by a vehicle. Mayor Pro Tem Solache expressed that she was just a beautiful, genuine soul and the first Latina Woman Chair serving as Chair of the Ventura County Supervisors. He requested that in memory of Carmen Ramirez, second former Chair of the Ventura County Supervisors a moment of silence be observed. 11.
