A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD
AUTHORIZING THE SECOND AMENDMENT TO THE AGREEMENT
WITH MV CHENG & ASSOCIATES TO PROVIDE TEMPORARY
STAFFING SERVICES AND AUTHORIZING THE MAYOR TO EXECUTE
THE AGREEMENT
WHEREAS, in March 2022, the City entered into an agreement with MV Cheng &
Associates under the City Manager's Purchasing Authority ($25,000), to provide
temporary staffing services to the Finance & Administration Department; and
WHEREAS, in April 2022, the agreement was amended with MV Cheng &
Associates to utilize an additional $100,000 in budgeted funds to cover costs for services;
and
WHEREAS, staff is seeking Council's approval to amend the agreement to extend
the terms of the agreement through June 30, 2024 and to increase the compensation by
$50,000, for a not to exceed amount of $175,000, to cover costs for the current and
anticipated services for the remainder of the fiscal year Costs for FY 2023-24 services will
be included in the proposed FY 2023-25 two-year budget for approval; and
WHEREAS, due to MV Cheng & Associates' extensive knowledge and experience
working with the City and its experience providing temporary staffing services to the
Finance & Administration Department, City staff requests the City Council to make the
necessary findings to exercise its authority to procure services for the City pursuant to
Section 6-3.13 (a)(3) of the Lynwood Municipal Code.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF LYNWOOD DOES
HEREBY RESOLVE AND DETERMINE AS FOLLOWS:
Section 1. The City Council of the City of Lynwood hereby finds and declares that
the foregoing recitals are true and correct, and incorporates them herein as findings and
as a substantive part of this Resolution.
Section 2. Per Section 6-3.13.3 of the Lynwood Municipal Code, the Lynwood
City Council finds, by this Resolution adopted by not less than four -fifths (4/5) of its
members, that the acquisition of MV Cheng & Associates' services may be more
economically and efficiently effected through the use of an alternate procedure due to MV
Cheng & Associates' extensive knowledge and experience providing temporary staffing
services to the Finance & Administration Department.
Section 3. The City Council authorizes the Mayor execute the Second
Amendment to the Agreement with MV Cheng & Associates to extend the terms of the
agreement through June 30, 2024 and to increase the compensation by $50,000, based
on the continued need for temporary staff services to enable the department to stay on

task with the preparation of the audits currently underway. The Second Amendment to
the Agreement shall be in a form approved by the City Attorney.
Section 4. The City Council authorizes the Mayor to execute this Resolution.
Section 5. This Resolution shall become effective immediately upon its
adoption.

The City Clerk shall certify as to the adoption of this City Council
PASSED, APPROVED AND ADOPTED this 18th day of October, 2022.
