HomeMy Public PortalAbout2022.282 (10-18-22)RESOLUTION NO. 2022.282 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD AWARDING A CONTRACT TO SEQUEL CONTRACTORS, INC. AS THE LOWEST RESPONSIBLE BIDDER, IN THE AMOUNT OF $1,148,725.80 FOR THE CIP PRIORITY 2 STREET IMPROVEMENT PROJECT (PHASE 2A) FY 2022-2023 PROJECT; AUTHORIZING THE MAYOR TO EXECUTE THE AGREEMENT. WHEREAS, on July 20, 2021, the City Council adopted the City's Biennial Budget for Fiscal Year 2021-22 (FY22) and Fiscal Year 2022-23 (FY23) which included a Capital Improvement Program (CIP) Budget for two years. For the Fiscal Year (FY) 2022, the City Council approved the use of HIP revenues for the Priority 2 Streets Project (CIP 4011.68.104) (Project).; and WHEREAS, on August 23, 2022, Metro provided the City with an agreement entitled "Exchange Agreement and Assignment of Federal Surface Transportation Program -Local and Highway Infrastructure Program Funds" for our execution which identifies the use of HIP revenues for the Priority 2 Streets (CIP 4011.68.104). Metro also informed the City that it can use its STPL Fund Balance to also fund the Priority 2 Streets under the same arrangement as the STPL Exchange Program.; and WHEREAS, on September 20, 2022, the city adopted a resolution authorizing the city manager to approve the exchange agreement and assignment of federal surface transportation program -local and highway infrastructure program funds and approved an appropriation of HP Revenues in the amount of $327,645.36 and STPL balance in the amount of $806,853.60 to the Priority 2 Street (CIP No. 4011.68.106) and approving the reduction of SB1 appropriation by $162,489.96 from the Priority 2 Street.; and WHEREAS, the street segments of 1.) Alma Avenue from Ruth Avenue to Mallison Avenue; 2.) Alma Avenue from Mallison Avenue. to Otis Street; 3.) Los Flores Boulevard from Atlantic Avenue to Virginia Avenue; 4.) Los Flores Boulevard from Virginia Avenue to Pope Avenue.; 5.) Los Flores Boulevard. from Pope Avenue to Duncan Avenue; 6.) Los Flores Boulevard from Santa Fe Avenue to Penn Street; 7.) Los Flores Boulevard from Penn Street to Franklin Street; 8.) Los Flores Boulevard from Franklin Street to Bellinger Street; 9.) Los Flores Boulevard from Long Beach Boulevard to California Avenue; 10.) Los Flores Boulevard from California Avenue to Imperial Highway; 11.) San Luis Avenue from Abbott Road to Alma Avenue; 12.) San Luis Avenue from Alma Avenue to Norton Avenue; 13.) San Miguel Avenue from Abbott Road to Norton Avenue. and WHEREAS, the CIP Priority 2 Street Improvement Project (Phase 2A) FY 2022- 2023 ("Project") consists of the construction of new ADA compliant curb ramps where needed and will rehabilitate, gutters, sidewalks, driveway approaches and pavement for the city streets that are in need of repairs. Striping will also be rehabilitated to enhance vehicular and pedestrian safety where needed. New signage will be installed and utility covers adjusted. Outdated curbs at the intersections will be updated to handicapped ramps; and 1 WHEREAS, on August 26, 2022, the Notice Inviting Bids for the Projectwas advertised on the City's web site (PlanetBids); and WHEREAS, the bid opening took place in the PlanetBids Platform on September 22, 2022 at 10:00 A.M. (Pacific Time); and WHEREAS, staff received six (6) bid proposals; and WHEREAS, Sequel Contractors, Inc. is the lowest responsible bidder; and WHEREAS, to move forward with this Project, no appropriation is needed. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF LYNWOOD DOES HEREBY FIND, PROCLAIM, ORDER, AND RESOLVE AS FOLLOWS: Section 1. The City Council of the City of Lynwood hereby finds and declares that the foregoing recitals are true and correct, and incorporates them herein as findings and as a substantive part of this Resolution. Section 2. The City Council of the City of Lynwood authorizes the Mayor to execute the agreement between the City of Lynwood and Sequel Contractors, Inc for the CIP Priority 2 Street Improvement Project (Phase 2A) FY 2022-2023 ("Project") in the amount of $1,148,725.80. Section 3. The City Council approves the following budget: Resources: SB-1 $408,501.04 HIP Revenue $327,645.36 STPL Balanced (Non -federalized) $806,853.60 FY23 Approved Budget $1,543,000.00 Section 4. The City Council of the City of Lynwood authorizes the City Manager under LMC 6-3.15(d) to exceed the specific dollar amounts or percentage limitations under LMC 6-3.15(a) and authorizes the City Manager to approve consultant, vendor agreements, modifications, change orders or agreement amendments related to the Project up to the available Project Budget. Section 5. Authorize the Mayor to execute the Resolution for and on behalf of the City of Lynwood. Section 6. This Resolution shall take full force and effect immediately upon adoption by the City Council. 2 Section 7. The City Clerk shall certify as to the adoption of this City Council Resolution.
