A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD
APPROVING AN AMENDMENT TO THE TERMS AND AN EXTENSION
TO THE AGREEMENT WITH AMN MANAGEMENT, INC. FOR A
PROPOSED RATE OF $155 PER HOUR FOR A ONE YEAR TERM WITH
AN OPTIONAL ONE YEAR EXTENSION FOR A NOT TO EXCEED FOUR
THOUSAND THREE HUNDRED FORTY DOLLARS ($4,340.00) PER
WEEK AND SHALL NOT EXCEED MAXIMUM COMPENSATION OF
TWO HUNDRED TWENTY-FIVE THOUSAND SIX HUNDRED EIGHTY
DOLLARS $225,680 PER FISCAL YEAR.
WHEREAS, On July 20, 2021, the City Council adopted the City's Biennial Budget
for Fiscal Year 2021-22 (FY21-22) and Fiscal Year 2022-23 (FY22-FY23) which included a
Capital Improvement Program (CIP) Budget for two years.; and
WHEREAS, The Adopted Five -Year CIP covers a five-year planning horizon and
AMN Management, Inc. has been managing and overseeing those projects since March of
this year; and
WHEREAS, the AMN agreement will terminate on December 31, 2022; and
WHEREAS, AMN Management, Inc. has decades of CIP experience in managing
variety of public improvement projects; and
WHEREAS, will report directly to Director of Public Works as the City's Public
Works/Engineering Department and Council AD -Hoc CIP Subcommittee to coordinate
efforts and receive direction; and
WHEREAS, continued support from AMN Management, Inc. is needed to manage
approved CIP projects until such time that the position and other recommended staffing
support proposed are recruited and filled; and
WHEREAS, due to AMN Management, Inc.'s extensive knowledge and experience
working with the City managing and overseeing ongoing CIP projects, City staff requests
the City Council to make the necessary findings to exercise its authority to procure services
for the City pursuant to Section 6-3.13 (a)(3) of the Lynwood Municipal Code
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF LYNWOOD DOES
HEREBY FIND, PROCLAIM, ORDER, AND RESOLVE AS FOLLOWS:
Section 1. The City Council of the City of Lynwood hereby finds and declares that
the foregoing recitals are true and correct, and incorporates them herein as findings and as
a substantive part of this Resolution.

Section 2. Per Section 6-3.13.3 of the Lynwood Municipal Code, the Lynwood City
Council finds, by this Resolution adopted by not less than four -fifths (4/5) of its members,
that the acquisition of AMN Management, Inc.'s services may be more economically and
efficiently effected through the use of an alternate procedure due to AMN Management,
Inc's extensive knowledge and experience working with the City managing and overseeing
ongoing CIP projects.
Section 3. That the City Council approves an amendment to the Agreement
between the City and AMN Management, Inc. in an amount not to exceed $225,680 per
fiscal year to provide management support until June 30, 2023 with an optional year
extension ending June 30, 2024.
Section 4. That the Mayor is hereby authorized to execute an amendment to the
current Agreement attached hereto as Exhibit A in a form approved by the City Attorney for
and on behalf of the City of Lynwood. The Mayor is also authorized to execute this
Resolution.
Section 5. This Resolution shall become effective immediately upon its adoption.
Section 6. The City Clerk shall certify as to the adoption of this City Council
Resolution.
PASSED, APPROVED and ADOPTED this 18th day of October, 2022.
