AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, ACCEPTING AND APPROVING THE
FINAL SUBDIVISION PLAT OF STROPE FARM RIDGE SUBDIVISION, A SUBDIVISION OF THE
CITY OF JEFFERSON, MISSOURI.
WHEREAS, Donald and Dorothy Strope, owners of the real estate hereinafter described, having
submitted to the City Council a plat of said real estate, being located in Jefferson City,
Cole County, Missouri, and described as: All of Tract 2 as described in Survey Record
Book A, page 999, Cole County Recorder's Office, said Tract 2 being part of U.S. Public
Survey 2680, in the City of Jefferson, Cole County, Missouri. Except that part of the
aforesaid Tract 2 that lies below the variable low water mark of the Moreau River, if
navigable, and the thread, if non-navigable. The above described Tract 2 being all of
and the same property as described per deed of record in Book 644, page 342, Cole
County Recorder's Office. Containing 30.27 acres; and
WHEREAS, it appearing that said plat has been fully and properly signed and accepted by the owner
of said subdivision, known and referred to as the Final Subdivision Plat of Strope Farm
Ridge Subdivision that all taxes have been paid, that in all respects the requirements of
Chapter 445, RSMo, entitled "Plats" have been fully complied with by the owner of said
subdivision, and that in all respects the requirements of the Planning and Zoning
Commission of the City of Jefferson, Missouri, relating to plats and subdivisions have
been complied with.
NOW, THEREFORE, BE IT ENACTED BY THE COUNCIL OF THE CITY OF JEFFERSON,
MISSOURI, AS FOLLOWS:
SECTION 1. That the Final Subdivision Plat of Strope Farm Ridge Subdivision, lying, being and
situated within the corporate limits of the City of Jefferson, Missouri, as shown by the said plat attached
hereto and made a part of this ordinance, is hereby approved and accepted by the City Council of the
City of Jefferson, Missouri.
SECTION 2. The Mayor and City Clerk are hereby authorized and directed to endorse
acceptance of said plat hereon and to certify the approval of said plat under the seal of the City of
Jefferson.
SECTION 3. This ordinance shall be in full force and effect from and after the date of its
passage and approval.

Case No. P14013-3136 Algoa Road, Rezoning from RU to RS-1. Application filed by Donald
and Dorothy Strope, property owners, for a rezoning of 2.62 acres from RU Rural to RS-1 Single
Family Residential for the purpose of platting two residential lots. The property is located on the
east side of Algoa Road 400 feet north of Travis Court and is described as part of Private survey
No. 2680 in Township 44 North, Range 11 West, Jefferson City, Missouri (Central Missouri
Professional Services, Consultant).

Subdivision. Application filed by Donald and Dorothy Strope, property owners, for a Final
Subdivision Plat of 30.27 acres consisting of two lots and one reserve tract. The property is
located on the east side of Algoa Road 400 feet north of Travis Court and is described as part of
Private survey No. 2680 in Township 44 North, Range 11 West, Jefferson City, Missouri (Central
Missouri Professional Services, Consultant).
Mr. Barron described the proposals and explained that the applicant owns approximately 80
acres of agricultural land between Algoa Road and the Moreau River. He stated that the applicant is
requesting to rezone 2.62 acres along the Algoa Road frontage for the purpose of platting two
residential lots. Mr. Barron explained that the rezoning request would continue the trend of
residential development along Algoa Road and would be in conformance with the Comprehensive
Plan. Mr. Barron also explained that the final plat proposes to create two single family residential
lots consisting of 2.62 acres with frontage along Algoa Road. He stated that the agricultural land to
the rear of the two proposed lots would remain agricultural and would be accessed through the
neighboring agricultural tract under the same ownership.
Mr. Mike Bates; Central Missouri Professional Services, 2500 E. McCarty Street, spoke regarding
this request. Mr. Bates distributed the following: (1) a visual depicting the existing zoning; and (2) a
visual of the subdivision plat depicting the areas to be rezoned. Mr. Bates explained that there is a
mixed use of multi-family residential and single family residential along Algoa Road.

Mr. Lester moved and Mr. Nunn seconded to recommend approval to rezone the property from
RU to RS-1 to the City Council. The motion passed 7-0 with the following votes:

Mr. Nunn moved and Mr. George seconded to recommend approval of the Final Subdivision Plat
of Strope Farm Ridge Subdivision subject to the finalization of the plat prior to introduction to the
City Council, to the City Council. The motion passed 7-0 with the following votes:

Individualy designed wastewater sanitaty sewer treatment systems will be needed for each of the
two proposed lots. Sanitaty sewer main access is not readily available; the closest sewer lines are
either across Algoa Road in the Scottania Subdivision or along the Moreau River, further than the
minimum distance required to provide main access to the lots.
Technical Comments
* No technical corrections to the plat remain. All items have been addressed on the latest review of
the plat.
