The Regular Meeting of the Personnel Board of the City of Lynwood was held on
Thursday, October 20, 2022 at 5:10 p.m. through teleconference via Zoom 1(669)900-

CALL TO ORDER
Chairperson Delgadillo called the meeting to order at 5:10 p.m. Patrick Matson, Human

CITY OF LYNWOOD
CIVIL ENGINEER
DEFINITION
Under general direction/supervision of the Director of Public Works, or his/her designee;
performs complex and professional civil engineering work pertaining to the design and
construction of assigned projects in support of the Director of Public Works, or his/her
designee; acts as project manager for assigned capital improvement projects; conducts
engineering analysis and reviews plans and specifications; coordinates assigned activities
of the Public Works Department and other City departments and outside agencies; and
performs other related work as assigned.
Plans, supervises and coordinates difficult, professional engineering work in support of a
wide range of complex Public Works projects; directs the work of subordinate professional
and technical engineering staff; assists in the administration and supervision of the
Engineering Division.
This position shall also be capable of reviewing and completing staff work to a high degree
of completion. Strong communication and writing skills are essential. The incumbent must
have strong interpersonal skills and be able to build consensus and convincingly represent
the City in a wide variety of concerns and interests. Incumbents work independently,
seeking assistance only as new or unusual situations arise.
EXAMPLE OF ESSENTIAL DUTIES
Essential duties include, but are not limited to, the following:
Performs a variety of professional/difficult civil engineering work; prepares designs of
Public Works projects according to general guidelines, objectives, and
specifications. Prepares and submits specifications and cost estimates for Public Works
and other projects, including traffic, streets, street lighting, water and sewer projects.
Administers construction contracts; performs some project inspections. Design and
prepare specifications, cost estimates and contract documents related to the construction
and maintenance of a variety of projects. Coordinate projects with contractors, utility
companies and other public agencies.
Assists in the preparation, coordination and control of the operating and capital
improvement budgets; assists in evaluating the need for and developing plans and
schedules for long-range Public Works projects. Assists in the development and
implementation of the Division budget and Capital Improvement Program.
Establishes design procedures and interprets the application of design criteria. Reviews
improvement plans, parcel maps, road and grading plans, drainage plans, related maps,
specifications, and other information for accuracy, format; may review for conformance to
established engineering practices, and compliance with state, county and city laws,

ordinances, and regulations. Assists in the compliance efforts related to the requirements
of the City's Municipal Separate Storm Sewer System (MS4) Permit and National Pollutant
Discharge Elimination System (NPDES) program.
Provides liaison to contractor representatives in coordinating contract projects; monitors
and inspects project construction activity; reviews and prepares environmental analysis
and determinations; prepares change orders as necessary to recommend alteration of
plans and specifications.
Coordinates projects with other departments, divisions, sections, or teams, consultants,
developers and/or property owners; gives presentations to elected and appointed officials;
responds to citizen inquiries and complaints, and takes appropriate action.
Supervises review of private development and/or subdivision plans for conformance to
standards. Participates in the development of capital improvement projects for compliance
with City specifications; resolves disputes between the City and developers, contractors,
engineers and the general public relative to City policies, specifications, regulations,
procedures and extra work.
Prepares complex engineering reports; prepares Public Works conditions of approval;
calculates and collects development fees, permit fees, deposits, bonds; processes
improvement plans.
Serves as a member of the Public Works Department's management team and
participates in the development and implementation of Division goals, policies and
procedures; administrative planning; and problem resolution.
QUALIFICATIONS GUIDELINES:
Knowledge, Skills, and Abilities:
Knowledge of: Civil engineering principles and practices as applied to public services;
related federal and state laws, ordinances, and regulations; methods and techniques
utilized in the preparation of Public Works projects, designs, and related plans,
specifications, and cost estimates; the principles, methods, and equipment utilized in
surveying and materials testing. Contract administration from start to finish; State and City
traffic laws and regulations pertaining to traffic control; equipment and techniques,
including operation of Auto CAD (Computer Aided Drafting) software; principles and
practices of GIS concepts and processes.
Ability to: perform professional engineering work; including project design; conduct
inspections and evaluate construction relative to approved plans and specifications;
coordinate the work of others involved in related activities; prepare and maintain records
and prepare reports; interpret and apply related laws, ordinances, and regulations;
communicate effectively both orally and in writing; establish and maintain cooperative
working relationships; work well with other governmental agencies in the processing of
cooperatively funded projects.

Education and/or Experience
Graduation from an accredited four-year college or university with a degree in civil
engineering or a closely related field.
A minimum of four (4) years of increasingly responsible professional civil engineering
experience performing duties including two (2) years experience as a project manager
with administrative and/or supervisory experience is strongly preferred.
Required Licenses and Certificates
Possession of an EIT Certificate and a California Driver License. Licensed as a Registered
Civil Engineer in the State of California is highly desirable.

Physical Demands
Work is performed mostly in office settings. Some outdoor work is required in the
inspection of various land use developments, construction sites, or Public Works facilities.
Hand -eye coordination is necessary to operate drafting instruments, computers and
various pieces of office equipment.
While performing the duties of this job, the employee is occasionally required to stand;
walk; use hands to finger, handle, feel or operate objects, tools, or controls; and reach
with hands and arms. The employee is occasionally required to sit; climb or balance;
stoop, kneel, crouch, or crawl; talk or hear; and smell.
The employee must occasionally lift and/or move up to 25 pounds.
Specific vision abilities required by this job include close vision, distance vision, color
vision, peripheral vision, depth perception, and the ability to adjust focus.
Work Environment
While performing the duties of this job, the employee occasionally works in outside
weather conditions. The employee occasionally works near moving mechanical parts and
in high, precarious places and is occasionally exposed to wet and/or humid conditions,
fumes or airborne particles, toxic or caustic chemicals, risk of electrical shock, and
vibration.
The noise level in the work environment is usually quiet to moderate.

ASSISTANT ENGINEERPUBLIC WORKS ASSISTANT
DEFINITION
Under general direction, to perform responsible public works assignments of
average difficulty on assigned projects, including the planning and design of street, water,
sewer and other public works projects; to provide some training and work direction for
public works staff; and to do related work as required.
SUPERVISION RECEIVED AND EXERCISED
Receives direction from the Public Works Associate or Senior Public Works
Manager. May provide direction to assigned lower -level staff.
IMPORTANT & ESSENTIAL DUTIES:
Designs and develops designs, drawings, specifications and cost estimate in
connection with the construction and maintenance of a variety of public works projects,
including storm drains, sewers and water distribution systems; assists with the review and
evaluation of project proposals and engineering specifications submitted by private
engineering firms; conducts preliminary design studies and confers with supervisors
during preliminary and design phases of projects to discuss technical and policy
problems; coordinates design proposals with utility companies and other public agencies;
reviews and critiques subdivision and parcel maps for design, accuracy, completeness
and conformance with applicable ordinances; uses CAD or other automation systems as
appropriate; makes recommendations for revision and improvement of subdivision maps
and plans; prepares plan lay -outs and drawings; makes calculations; oversees and
assists with the preparation of reports, official maps, legal property descriptions and
deeds; inspects public work construction projects and private developments for
conformance to design standards, specifications, proper quality of construction and sound
engineering practices; coordinates assignments with other City departments; collects and
develops data for the formation of assessment and improvement districts; provides
training to nonprofessional staff; acts as a public works contact with the general public,
contractors and developers, explaining technical information, Public Works Department
policies and permit regulations.
SPECIAL REQUIREMENT
Possession of an appropriate California driver's license issued by the State
Department of Motor Vehicles.

DESIRABLE QUALIFICATIONS
Knowledge of:
Practices and methods applicable to planning, design and construction of a
variety of municipal public works projects;
Engineering computer applications;
Design principles, strengths of materials and stress analysis required in
planning and constructing public work projects;
Public Works office procedures;
Specification writing and estimate preparations;
Computer -aided design (CAD) principles;
Technical report writing;
Safe work practices, including safe driving techniques;
and
Ability to:
Prepare accurate plans, specifications, cost estimates and reports;
Make accurate engineering computations and drawings;
Prepare and review designs;
Review subdivision maps and plans for conformance with legal
requirements and design standards;
Perform construction and project inspection;
Perform technical field surveying work;
Perform professional design, drafting, and mapping with skill, both manually
and using CAD and other automation systems as appropriate;
Provide training to public works assistance staff;
Deal tactfully and courteously with the public, contractors and
representatives of other agencies in providing technical assistance
and information about Public Works Department policies and
projects;
Establish and maintain cooperative working relationships with co-workers,
other City employees, individuals from outside agencies and the
public.
TRAINING AND EXPERIENCE
Any combination of training and experience which would provide the required
knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities
would be:

Experience: One year of professional civil engineering work including
experience in the design and construction of municipal public
works projects. Experience or training with CAD applications is
highly desirable.
Education: Bachelor's Degree from an accredited college or university with
a degree in Civil Engineering or a closely related field.

The physical demands described below are representative of those that must be
met by an employee to successfully perform the essential functions of the job.

office environment with some exposure to the outdoors; ability to travel to other sites and

weather. Incumbents must be able to stand, sit, walk, climb stairs and ladders, balance,
stoop, twist, bend, squat, kneel, grasp, reach overhead, use both hand, legs and feet, lift,
carry, push and pull up to 25 pounds; speak clearly, hear, have depth perception and
color vision and have corrected vision sufficient for near and distance vision. Incumbent
must have the ability to work in a standard office environment and ability to travel to other
sites and locations when necessary.
