Public Comment: None received. Annette Spickard attended. Approve Minutes for March S, 2023, Meeting: Minutes approved and passed. Eric's Report: Spread black sand on all greens last week. Conference with Landscapes unlimited has a new man hired to coordinate the rebuild of new tees on Birch. Will blow off the Birch tees so the LU can get started soonish, weather permitting. LU requested to start Aspen tees in September -October. Need to find funding for early rebuild of Aspen tees. Started bringing in seasonal staff. One person hired from out of Utah. He will trailer camp and has lots of experience. May even be able to step into assistant over time. Another seasonal from Grangeville will work for the summer. No experience necessary, we train, just hope to get them back. Starting pay is $1.7per hour. Went to bid for the front ramp. Recent bid is too high, we'll wait on that for a bit Need to clean all the duct work, could be as high as 9K. Cart Paths, working with Crestline on a bid and hoping to get the grinding of the paths completed before repaving. Asphalt zipper that attaches to the front of a loader may be available. Still optimistic about opening Aspen and Birch by Labor Day weekend. Concerned about snow mold due to prolonged snow cover and expired effects of fungicide. No ice present -thankfully. Lift station will need to be replaced. Three leaks have been patched. The plan is to replace it next year. David's Report: 52 new carts arrived today; next load will likely be delivered around the first of May. Staffing is going well, about 33 people will be hired as of Tuesday the 25th. One of the positions will be the first tee host (starter), scheduled 7AM to 7PM. Assistant Pro not yet hired. The lack of free market housing is a huge hinderance. Probably go through this season without an assistant. Lynne Edwards has been invaluable organizing all the tournaments, lucky to have her as the tournament director. Ron Ptacheck will be teaching again this year, also Rich Stanwood. Need a robust junior program. Aspen Cedar will become the main 18 hole play until Birch tees are completed. Tee sheets are getting ready, need to be completed May 14th, two weeks prior to opening. A lot of new merchandise has arrived and in process of getting tagged and displayed. Monthly Topic: Review Development of physical facilities; enclosing under the deck and mobile scoreboard has gotten bid between $4666 and $4201 plus 2 after two golf passes. Waiting funds from men's association. Annette will check in to an exchange of passes from the city for labor. Permanent improvements to the Golf Course; We have submitted the paperwork to rezone the course from residential to civic. The reason is because we are currently working under a conditional use permit. Rezoning to civic will not require having to go through so much bureaucracy to get improvements done. Old Business: Ramp Bid: Review Project List: New Business: Audit of the city is completed. The golf course is operated under proprietary funds and is thus treated like a business, note that the $80,000 note has been forgiven. The golf course is currently worth nearly $3,950,854. The course is currently out of debt, but still dependent on the city for maintenance of the course. The goal is to end the substance on the city. The ending fund balance is around $1.3 million. These are capital funds that are available for projects in the next fiscal year, October 2023. We could potentially use these funds to pay for the Aspen tees, even though that project will start in September 2023. Construction will take place on Davis street from Thompson to Reedy.
