Call to order, roll call, and determination of a quorum Ms. McMillan called the meeting to order at 10:02 a.m. A quorum of 9 voting members or their designee was present. 2. Public comment None received. 3. Adoption of the agenda as printed or amended Mr. Benz moved and Mr. Bange seconded to adopt the agenda as printed. The motion passed unanimously. 4. Approval of the minutes from the meeting of August 7, 2014 Mr. Benz moved and Mr. Crane seconded to approve the minutes Brom the meeting of August 7, 2014 as printed. New Business Mr. Morasch arrived at 10:04 a.m. A. Transportation Alternatives Program Grant Announcement Mr. Engelbrecht announced that MoDOT is accepting applications for the Transportation Alternatives Program Grant. He stated that the application deadline is November 14, 2014. Ms. Jenni Jones, MoDOT, explained that $3.26 million will be available for Fiscal Years 2014, 2015 and 2016 for the Central District. She stated that the project cost should range from a minimum of $50,000 to a maximum of $500,000. Ms. Jones explained that there is an 80 percent federal and 20 percent local match. She stated that eligible projects must be able to begin construction on or before Spring 2016. Ms. Jones explained that applicants are required to go through the Local Program Administrator's (LPA) certification/renewal process. She stated that LPA training will be held at the Central District Office on October 21, 2014 from 8:00 a.m. to 12:00 p.m. Mr. Landwehr arrived at 10:05 a.m. Mr. Craft arrived at 10:06 a.m. Mr. Lockwood arrived at 10:08 a.m. B. Trac Engineering Assistance Program (TEAP) Mr. Engelbrecht announced that there will be a call for Traffic Engineering Assistance Program projects on September 17, 2014. He stated that the application deadline is November 14, 2014. Mr. Engelbrecht explained that $90,000 in program funds will be available statewide. C. Draft Memorandum of Understanding (MOU) Mr. Sanders explained that the Board of Directors has charged the Technical Committee with developing a draft MOU. He stated that notable changes include: (1) adding Wardsville and Taos as members throughout the document; and (2) changing the percentages to reflect Cole County's and Jefferson City's contributions since Callaway County withdrew financial support. Ms. McMillan suggested leaving the local funding percentages out of the MOU and defining that in the Bylaws or through the administrative agreement between MoDOT and the grant administrator. Mr. Crane commented that if you take it out of the MOU and put it in the Bylaws each jurisdiction would have to support or oppose changing the amounts. Ms. McMillan commented that if it will stay in the MOU word it in such a way to anticipate changes in the membership jurisdictions. She explained that including it in the MOU is problematic because the program administrator has to come up with the local match for Callaway County. Mr. Crane suggested including language that adjustments to those amounts have to be agreed upon by the member jurisdictions as well. Mr. Latuszek explained that when member jurisdictions sign the MOU they are agreeing to every point in that document including the distribution of funding. He stated that you do not have that anymore if you move it to the Bylaws. Ms. McMillan requested that MoDOT or the Federal Highway Administration suggest a best practice on how other MPO's are handling this type of situation. She suggested that if it stays in the MOU do not tie it to a specific percentage, tie it to a formula so that it remains flexible over time. Mr. Crane suggested adding "Provide representation on both the Board of Directors and the Technical Committee" to the Local Government Responsibilities section. Ms. McMillan requested to provide comments to Mr. Sanders by September 25, 2014. Minutes/Capital Area Metropolitan Planning Organization September 4, 2014 Technical Committee Page 3 7. Other Business A. Status of current work tasks: 1. Wayfinding Plan Mr. Rotenberry explained that a Stakeholders Meeting was held on July 17, 2014. He stated that an open house will be held on September 10, 2014 from 4:00 p.m. to 6:00 p.m. in the Upper Level Conference Room. B. Draft Public Participation Plan Mr. Sanders announced that the Draft Public Participation Plan is out for public comment until October 15, 2014. C. Mr. Engelbrecht announced that bids will be taken for the Lafayette Street Interchange project on September 19, 2014. D. Mr. Latuszek announced that the Planning Process Review will be scheduled for early 2015. E. Mr. Crane announced that the City of Holts Summit was awarded a trail grant for the Holts Summit Trail Connection Project, Phase 11. He explained that a Transportation Improvement Program (TIP) amendment application has been submitted. S. Next Meeting Date - Thursday, October 2, 2014 at 10:00 a.m. in the Boone/Bancroft Room. 9.
