HomeMy Public PortalAbout19761103SCMeeting (2)1 Savannah Beach, Georgia November 3, 1976 A Special Called Meeting of the City Council was held this afternoon in the Councilroom at City Hall in accordance with Article VI, Section B, of the Savannah Beach Zoning Ordinance on the Application of Diversified Developments, Inc. for the following purposes: To amend Article V, Section A, Paragraph II of the Zoning Ordinance inorder to correct a typigraphical error and to change the required multi - family lot area. City Attorney Lance Smith read the notification of the hearing that appeared in several issues of the Savannah News/ Press. Mr. John Allgood, Secretary of the Savannah Beach Planning Commission appeared in the place of Mr. Bert Barrett, Chairman, in order to present the recommendations of the Planning Commission. The recommendations were as follows: 1. The square footage requirements be changed for a more dense use of multi -unit housing, particularly in oceanfront areas. 2. A variance for a nine foot extension into the dune protection line be given for the main structure and an additional eight foot intrusion for the open decks of the proposed condominiums. He explained that the Planning Commission made these recommendations based on Mr. Bill Greer's indication that he would landscape the area to provide the type of protection intended by the dune protection line and to provide berms in that area. He added that they also made it clear in their recommen- dations that this variance idea is on a case by case basis. Councilman Fleetwood stated he did not approve of the 2,000 foot per unit limitation. He feels it could create ghettos situation. Councilman Deborde asked whether there would be any infringement on the sand dunes. The Clerk stated that she 19 -2- 20 had received a call from Mr. Steve Pressman of the Department of Natural Resources in which he stated the state had no jur- isdiction nor did they want any jurisdiction. This responsibility was placed on the City of Savannah Beach with the adoption of the Sand Dune Ordinance. Councilman Deborde stated he felt the State should at least take a look at the plans for this project. Mr. Greer answered that he had offered to send the plan to the State for inspection but was told it was not necessary. Councilman Alexander questioned Mr. Greer on how he proposed to construct dunes which he had spoken of earlier. Mr. Greer answered he would do this by putting in dirt for stabilization with sand and vegetation, such as sea oats, on top of that. Councilman Fleetwood continued to state his disapproval of the reduction in square footage saying he did not feel the ordinance should be changed just for this plan. He made a motion that the variances be approved but the change in the square footage requirements for multi - family dwellings be denied. Councilman Fahey asked whether the condominiums could be built if the footage was not changed to which Attorney Smith answered no. Mr. John Allgood of the Planning Commission explained to Council that the members of the Planning Commission arrived at their recommendations for the reduction of footage by looking at Tybee overall, not just at this particular project. They used the Savannah Beach Masterplan for Development. The motion made by Councilman Fleetwood died due to the lack of a second. Councilman Alexander moved that the entire plan, the variances and change in the Ordinance, be approved. The motion was seconded by Councilman Fahey. A question was placed by Councilman Fleetwood on whether there should be two readings of the Ordinance approving this. The City Attorney stated he felt one reading would be sufficient but it was up to the Council. Councilman Fahey said he felt there should be two readings, which was agreed by all. At this time the Ordinance was read for the first time by the City Attorney. After the reading, Councilman Alexander withdrew his original motion and moved that the Tybee Lights Condominiums be approved for construction as recommended by the Planning Commission. The -3- 21 motion was seconded by Councilman Deborde and carried with vote of five to zero with Councilman Fleetwood abstaining. At this time the recommendations of the Planning Commission were adopted as part of this hearing on a vote of five to zero with Councilman Fleetwood abstaining. There being no further business, the meeting was adjourned to the next regular or special called meeting. Mayor City Clerk
