McCarty Street Large Conference Room ATTENDEES- Committee members present –Larry Henry, Jim Branch, Rick Mihalevich, Ken Hussey, Glen Costales Staff:-Drew Hilpert, Steve Crowell, Gail Strope, Guests: Councilman Ralph Bray, Madeleine Leroux, Missy Bonnott Meeting came to order at 8:00 a.m, the minutes were approved with a motion by Costales and seconded by Hussey.Motion passed 5-0. SUGGESTION PROGRAM. The Committee had discussion on Councilman Costales’ proposal to create a program whereby staff or citizens could submit a suggestion as to how the City could save money and receive a monetary reward. The Committee discussed the program. Councilman Costales advised he would bring back a resolution for the program at the next meeting. ORDINANCE FOR CRIMINAL BACKGROUND SEARCH FOR COUNCIL CANDIDATES. Councilman Costales brought forth a suggestion for an ordinance that would require candidates for City Council to provide a criminal background search upon application for office. The Committee discussed the proposal but declined to make a motion to move the bill forward to the Council. RFP FOR ECONOMIC DEVELOPMENT SERVICES. Councilman Hussey discussed his resolution to direct the City Administrator to prepare an RFP for Economic Development services. He advised as to his purpose for the resolution, his desire to have a discussion on the topic, and the reasons he intended to withdraw the resolution. The Committee discussed the issue. At the conclusion of discussion Councilman Hussey then withdrew the resolution. APPOINTMENTS REVIEW: Presented by Gail Strope. The committee reviewed the recommendations by Mayor Struemph. A motion was made by Hussey to approve the following persons for recommendation to the full Council and was seconded by Branch, passed unanimously. AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI,CREATING AN EMPLOYEE SUGGESTION PROGRAM. BE IT ENACTED BY THE COUNCIL OF THE CITY OF JEFFERSON, MISSOURI, AS FOLLOWS: Section 1.Chapter 1 (General Provisions)is amended by a new Section 24 (Suggestion Program)as follows: Sec. 1-24.Suggestion Program. A.Policy. The City of Jefferson Public and Employee Suggestion Program (PESP) encourages employees and members of the public to develop suggestions that improve the performance and quality of work of the employees and to find cost savings while achieving the city’s objectives. Those suggestions that identify specific problems and propose suitable solutions to enhance the efficiency and effectiveness through increased productivity, reduced costs, improved and safer working conditions, conservation of resources and improved public services are considered. B.Program Administrator.The City Administrator shall assign the management of the PESP to appropriate City staff,such person shall be identified as the Program Administrator.The Program Administrator receive suggestions, oversee the evaluation process to ensure fair and appropriate evaluations and approving the issuance of awards. C.Eligible Suggestions. Any suggestion that is cost saving, practical, constructive and benefiting the City of Jefferson will be eligible for review as long as it identifies a problem area, recommends a solution or action, and is consistent with program criteria and is submitted following proper procedure. D.Procedures. 1.Any person with suggestions must complete the Employee Suggestion form,which shall be promulgated by the Program Administrator, and submitted to the Program Administrator. 2.The suggestion shall be reviewed for eligibility by Program Administrator, logged and forwarded to the appropriate department for evaluation. 3.The appropriate department shall evaluate the suggestions and advise the Program Administrator as whether they will implement the program. 4.If the program is adopted by the Department and implemented the department shall track the actual savings resulting from suggestion for the first full year after implementation,to the best of their ability.In order to receive an award the savings must be substantial and measureable. 5.After the cost savings are determined the Program Administrator may make an award. E.Exclusions. Suggestions that cannot be considered include the following: 1.Suggestions that would normally be expected in the performance of the employee's job or those that the employee can implement without higher-level approval. 2.Suggestions that do not include a solution or plan for improvement. 3.Suggestions that result from assigned audits, surveys, reviews or research. 4.Suggestions that concern proposals that management can document as already under active consideration. 5.Suggestions that duplicate another suggestion under consideration or for which an award previously has been granted. F.Evaluation.The Program Administrator may use the following factors in estimating the value of a suggestion: 1.Degree of improvement in operations, forms, facilities or equipment. 2.Degree of improvement in employee relations, working conditions, safety and service to customers. 3.Completeness of proposal. 4.Effort involved in developing the idea. 5.Cost of adoption. G.Cash Awards. Cash awards shall be based on savings and/or revenue actually generated in the first year of implementation of the suggestions. If all anticipated savings/revenues are generated within the first year, the calculation and award may occur at that time and before the full year has elapsed or ten thousand dollars ($10,000), whichever is less. Section 2.This Ordinance shall be in full force and effect from and after the date of its passage and approval. AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI,CREATING THE JEFFTRAN ADVISORY COMMITTEE. BE IT ENACTED BY THE COUNCIL OF THE CITY OF JEFFERSON, MISSOURI, AS FOLLOWS: Section 1.Chapter 7 (Boards and Commissions)is amended by the addition of the new Article XXII (JeffTran Advisory Committee) as follows: ARTICLE XXII. JeffTran Advisory Committee Sec. 7-740.Committee Established. There is hereby established a Jeff-Tran Advisory Committee, which shall be a public body subject to the Missouri Sunshine Law. Sec. 7-741.Membership. A.Composition. The Committee shall consist of seven (7 ) voting members chosen from the residents of Jefferson City.1 Every effort shall be made to have the Committee consist of the following persons: a.One member of the chamber of commerce [representing the business community]; b.One member who qualifies to ride handi-wheels. c.One member who has a bus pass. d.One members who is employed by a public or private school. e.Three members of the public at large. B.Term of Service. All appointments shall be four (4) year terms except that of the first appointees to the Committee, two (2) shall be appointed to a one year terms and two (2) shall be appointed to a three year terms. C.Members shall receive no compensation for their service on the committee. D.Vacancies and successors. Any vacancies shall be filled by appointment and approval in like manner for the unexpired portion of the term. All members shall continue to serve until their successors have been appointed and qualified. 1 I really don’ t favor a lot of categories such as “ riders” “ member of faith group” , those favor, those against but basically they are made up categories. Most people are probably partly in favor and partly against. Anyone can be a “ rider” . Member of a faith group is wide open as well. E.Quorum. A quorum shall be four (4) voting members. Sec. 7-742.Meetings. The Jeff-Tran Advisory Committee shall meet at such time and places as established by the Committee. Sec. 7-743. Reporting. From time to time the Jeff-Tran Advisory Committee may report to the Public Works Committee regarding its progress and findings in writing or orally as determined by the Jeff-Tran Advisory Committee. Sec. 7-744.Officers. At the first meeting of the JeffTran Advisory Committee following November 1st of each year the JeffTran Advisory Committee shall elect from among its resident members, a chairman, a vice chairman and a secretary. Such officers shall be eligible to succeed themselves at the will of the Committee. The chairman shall be eligible to vote on all matters before the Committee but shall not be eligible to make motions or second motions. Sec. 7-744.Duties generally. The Jeff-Tran Advisory Committee shall have the following duties: A.Seek partnership opportunities with local businesses for financial support of JeffTran. B.Research and explore the possibility of a sales tax to support the transit system. C.Research and explore other funding opportunities for JeffTran. D.Research and explore opportunities to expand ridership. E.Review and advise on any bills proposing to change JeffTran routes. F.Provide a forum for public discussion on the Transit system. G.Provide a forum for City Staff to discuss and receive input on new rules or policies governing JeffTran or amendments to any long term plans for JeffTran if beneficial to City Staff. H.Promote the use of JeffTran by citizens. I.If additional funding is identified, above and beyond the currently allotted amounts, make recommendations for additional services or improvements to current service. Sec. 7-755.Staff support upon request. The City Administrator may, but is not required, to provide Staff assistance to the Committee if requested by the Committee for the furtherance of its duties Section 2.This Ordinance shall be in full force and effect from and after the date of its passage and approval. AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI,PERTAINING TO THE REQUIREMENTS TO SERVE ON BOARDS AND COMMISSIONS. BE IT ENACTED BY THE COUNCIL OF THE CITY OF JEFFERSON, MISSOURI, AS FOLLOWS: Section 1.Chapter 7 (Boards and Commissions) Section 5 (Residency requirement prior to appointment) is amended as follows: Section 7-5. Residency requirement prior to appointment. Each member of a board or commission shall be a resident of the City for at least six (6) months immediately prior to his appointment and for any person appointed or reappointed after September 1, 2014,retain that residency during the term of appointment, unless a provision of the code provides otherwise as to a specific board or commission. (Ord. No. 12189, § 2, 6-5-95; Ord. No. 13563, § 2, 7-7-2003) Section 1.Chapter 7 (Boards and Commissions) Section 6 (Removal from Office) is amended as follows: Section 7-6.Removal from Office. Removal from Office.In addition to any other procedure provided in the Code of the City of Jefferson or the Charter,a Board,Commission or Committee member may be removed from office by A two-thirds vote of the council if he or she: Violates any express prohibition of the Code of the City of Jefferson; Is convicted of a felony or a misdemeanor involving moral turpitude; Is in default to the city. By the mayor for any reason with the concurrence of a two-thirds vote of the council.This section shall not apply to the Parks and Recreations Commission. Or shall automatically forfeit the office if he or she lacks at any time during his or her term in office any qualifications for the prescribed office. This provision shall not apply to the Parks and Recreations Commission. Section 2.This Ordinance shall be in full force and effect from and after the date of its passage and approval.
