Adjournment NOTES CITY COUNCIL ADMINISTRATION COMMITTEE MEETING MINUTES May 7,2014 ATTENDEES- Committee members present -Larry Henry,Jim Branch, Rick Mihalevich (at 8:07),Ken Hussey,and Glen Costales Staff:-Drew Hilpert, Gail Strope,Bill Lockwood, & Jeremy Cover. News Tribune-Madeleine Leroux. Meeting came to order at 8:05 a.m, the minutes were approved with a motion by Branch and seconded by Hussey.Motion passed 5-0. MEETING SCHEDULE The meeting schedule for 2014-2015 was distributed and discussed. APPOINTMENTS REVIEW: Presented by Gail Strope. The committee reviewed the recommendations by Mayor Struemph. A motion was made by Hussey to approve the recommendation to the full Council and was seconded by Branch, passed unanimously. NEW BUSINESS: Councilman Hussey brought forth a resolution to direct the City Administrator to prepare an RFP for Economic Development services with the stated purpose that this service would benefit from a competitive public selection process and discussion by the Council of their expectations. The Committee discussed the resolution at length. At the conclusion of discussion the committee voted to move this on the Council 5-0. Councilman Costales brought forth a suggestion to create a suggestion program whereby citizens could submit a suggestion as to how the City could save money. If the plan was used and resulted in savings the citizen would receive 20% of the savings up to $10,000. The Committee discussed the program and asked Staff to look for other cities which had such a program. Councilman Costales brought forth a suggestion for an ordinance that would require candidates for City Council to provide a criminal background search upon application for office. The Committee discussed the program and asked Staff to look for other cities which had such a requirement and bring the issue back to the next council meeting. PURCHASING RULES ORDINANCE Hilpert presented an ordinance to revise the purchasing rules. The committee discussed the ordinance and asked questions. The committee indicated that were satisfied with the review. PUBLIC COMMENTS:None. Meeting adjourned at 8:25 a.m.after a motion to adjourn by Branch, a second by Hussy and a 5-0 vote in favor. AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI,REQUIRING A CRIMINAL BACKGROUND CHECK FOR CANDIDATES FOR OFFICE OF CITY COUNCIL. BE IT ENACTED BY THE COUNCIL OF THE CITY OF JEFFERSON, MISSOURI, AS FOLLOWS: Section 1.Chapter 12 (Elections)is amended by adding a new section 8a (Criminal Background check to be filed by candidates for office) as follows: Sec. 12-8a. Criminal Background Check to be filed by candidates for office. The declaration of candidacy shall be accompanied by a criminal background check performed by the Missouri State Highway Patrol.This report shall be a public record available for review. Section 2.Chapter 12 (Elections) Section 9 (Opening filing date,filing deadline,receipt,verification for primary election and unopposed candidates.) subsection A is amended as follows: Sec.12-9.Opening filing date,filing deadline,receipt,verification for primary election and unopposed candidates. A.Declarations of candidacy for city offices accompanied by the required criminal background check,and petitions for the nomination of a candidate must be filed with the city clerk beginning at 8:00 a.m.,the fifteenth Tuesday prior to the primary election,and not later than 5:00 p.m.on the eleventh Tuesday prior to the primary election.The city clerk shall check each declaration of candidacy to certify that the declaration of candidacy is lawfully made.Within forty-eight (48)hours after the filing deadline (not counting weekends)the city clerk shall determine whether a city primary is needed. Section 3.This Ordinance shall be in full force and effect from and after the date of its passage and approval. Passed:Approved: Presiding Officer Mayor ATTEST:APPROVED AS TO FORM: City Clerk City Counselor RS2014- Sponsored by Councilman Hussey RESOLUTION SUPPORTING AN RFP PROCESS FOR ECONOMIC DEVELOPMENT SERVICES WHEREAS,the City’ s economic development contract with the Jefferson City Area Chamber of Commerce will expire on October 31, 2014, unless otherwise renewed. WHEREAS,it is the City’ s general policy to competitively bid for professional services and explore all options available in order to assure it has the best services available in the marketplace for the money available for said service; WHEREAS, the City has not previously sought competitive bids for this service and the Council desires to assure the maximum value for its economic development dollars by exploring all available options. NOW, THEREFORE,the City Administrator is directed to prepare and issue an RFP for Economic Development and bring to the Council any other options which would maximize the City’ s value.
