A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD
AWARDING A SOLE SOURCE AGREEMENT TO AQUA -METRIC
SALES CORPORATION TO PROVIDE THE SMALL WATER METERS
FOR THE ADVANCED METERING INFRASTRUCTURE PROJECT FOR
A NOT -TO -EXCEED AMOUNT OF $2,532,294.34
WHEREAS, the City owns standard meters citywide;
WHEREAS, most of these meters are averaging 20 years in age and are read
manually;
WHEREAS, aging meters past their service life impact accuracy on capturing
actual water usage;
WHEREAS, on December 14, 2021, the City Council authorized the sole source
agreement to Aqua -Metrics Sales Corporation to provide AMI Data Collection System
and purchase of large AMI meters to begin a city-wide meter -change out project; and
WHEREAS, staff recommends to implement replacement of the existing standard
meters with smart meters for accurate reading, lower maintenance cost, decreased cost
of manual meter reading, and replacement of old technology and
WHEREAS, LMC 6-3.12(a)(3) allows for an exception to the competitive bidding
of any kind when supplies, equipment, services or contract could only be obtained from
only one source; and
WHEREAS, Aqua -Metric Sales Co. Inc. of Riverside, California is the sole
factory authorized representative for Sensus Metering Systems, Inc. products and
services in Southern California; and
WHEREAS, there is a time -delay from order to delivery of meters due to supply
chain issues and delivery will be in small batches with approximately 280 days delay;
and
WHEREAS, the agreement will lock in the price of purchase for the meters.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF LYNWOOD DOES
HEREBY FIND, PROCLAIM, ORDER, AND RESOLVE AS FOLLOWS:
Section 1. The City Council of the City of Lynwood hereby finds and declares
that the foregoing recitals are true and correct, and incorporates them herein as findings
and as a substantive part of this Resolution.

Section 2. That the City Council authorize the Mayor to execute a Purchase
Order Agreement with Aqua -Metric Sales Corporation and in a form approved by the City
Attorney for a not to exceed amount of $2,532,294.34.
Section 3. That the purchase from Aqua -Metric Sales Corporation of the Smart
Water Meters is exempted from the formal bid purchase under the Lynwood Municipal
Code Section 6-3.12(a)(3) which allows for exception to competitive bidding of any kind
when supplies, equipment, services or contract could only be obtained from only one
source.
Section 4. Authorize the Mayor to execute the Resolution for and on behalf of
the City of Lynwood.
Section 5. This Resolution shall take effect immediately upon its adoption.
Section 6. The City Clerk shall certify as to the adoption of this City Council
Resolution.
