HomeMy Public PortalAbout2022.298 (11-15-22)RESOLUTION NO. 2022.298 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD APPROVING A PROFESSIONAL SERVICES AGREEMENT WITH HUB CITIES CONSORTIUM TO PROVIDE YOUTH HIRING PROGRAM MANAGEMENT AND SUPPLEMENTARY SERVICES TO THE CITY OF LYNWOOD'S KEEP LYNWOOD CLEAN — TEEN CLEAN PROGRAM WHEREAS, the City Council of the City of Lynwood approved the Lynwood Economic & Community Enhancement Plan February 1, 2022; and WHEREAS, the City Council of the City of Lynwood approved Resolution #2022.253 that appropriated the amount of $60,000 to establish the "Teen Clean" Program; and WHEREAS, the Hub Cities Consortium's mission is to provide the community with access to an array of comprehensive employment, education, training and support services to enable job seekers and workers to achieve meaningful employment opportunities; and WHEREAS, the Hub Cities Consortium has demonstrated a successful history of managing and implementing youth job programs in its service area that includes Lynwood; and WHEREAS, staff is recommending the City Council authorize staff to negotiate, finalize and enter into the Professional Services Agreement with Hub Cities Consortium to manage the youth hiring elements of the City's "Teen Clean" Program and provide supplemental services to the program. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF LYNWOOD DOES HEREBY RESOLVE AND DETERMINE AS FOLLOWS: Section 1. The City Council of the City of Lynwood hereby finds and declares that the foregoing recitals are true and correct, and incorporates them herein as findings and as a substantive part of this Resolution. Section 2. By adoption of this resolution, the City Council approves the Proposed Program Budget Summary for the "Teen Clean" Program. 1 Teen Clean Program • City Budget Summary LINE ITEM AMOUNT NOTES Youth Salaries $45,000 • @ $16.04/hour = approx. 2,805 work hours • Approx. 28 youth can work =100hrs./ea. over two sessions of =15 youth/session. Hub Cities Program Management Services $5,000 Program hiring management services recruitment, hiring, payroll processing and record keeping, supplemental career development...) Program Equipment, Materials, Uniforms $10,000 Equipment, uniforms, etc. Total City Program Budget $60,000 • Appropriation approved via Resolution 2022.253 • Fund 1055 - $60,000 Section 3. That the City Council authorizes the City Manager, or designee, to make the necessary account adjustments to the City's financial system needed to support the "Teen Clean" Program as proposed. Section 4. That the City Council authorizes the City Manager, or designee, to negotiate, finalize and execute the proposed Professional Services Agreement with Hub Cities Consortium to provide youth hiring and support services to the "Teen Clean Program. Section 5. The City Clerk shall certify as to the adoption of this Resolution. Section 6. This resolution shall become effective immediately upon adoption.
