A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD
ACCEPTING THE SAN CARLOS AVE., SAN JUAN AVE., SAN LUIS AVE.,
SAN VICENTE AVE., THORSON AVE., AND ALVADA ST. STREET
IMPROVEMENT PROJECT (CDBG FUNDED PROJECT NO:4011.68.103)
AS COMPLETE; AUTHORIZING THE FILING OF THE NOTICE OF
COMPLETION WITH THE LOS ANGELES COUNTY RECORDER'S
OFFICE AND THE RELEASE OF THE 5% RETENTION 35 DAYS AFTER
THE ACCEPTANCE."
WHEREAS, on January 18, 2022, the City Council approved the FY22 Capital
Improvement Program Budget and project referred to as Alvada Street, San Carlos
Avenue, San Juan Avenue, San Luis Avenue, San Vicente Avenue and Thorson Avenue
(CIP No. 4011.68.103 Street Improvement Project); and
WHEREAS, the street segments of 1) San Carlos Avenue between Abbot Road
and North City Limit, 2) San Juan Avenue between Abbot Road and North City Limit, 3)
San Luis Avenue between Abbot Road and North City Limit, 4) San Vicente Avenue
between Abbot Road and North City Limit, 5) Thorson Avenue between South City Limit
and Harris Avenue, 6) Alvada Street between Virginia Avenue and Duncan Avenue are
included in the Priority 2 Streets list; and
WHEREAS, San Carlos Avenue, San Juan Avenue, San Luis Avenue, San Vicente
Avenue, Thorson Avenue, and Alvada Street Street Improvement Project (CDBG funded
project No: 4011.68.103) ("Project") consists of street resurfacing; ADA compliant curbs
ramps, gutters, driveway approaches; traffic signing and striping; and utility covers; and
WHEREAS, on May 17, 2022, the City awarded the contract to the lowest
responsible bidder, Hardy & Harper, Inc. in the amount of $650,000.00 for the project;
and
WHEREAS, A budget of $737,317.00 was approved by the City Council in FY 22.
The funding source approved was $376,000.00 from CDBG Fund and $361,317.00 SB1
Fund to Capital Projects Fund.; and
WHEREAS, the construction of the Project started on June 21, 2022.; and
WHEREAS, there was three (3) change orders issued and executed resulting in a
total amount of $16,649.00 in change orders. The increase to the contract amount was
due to material testing reimbursement, additional concrete work, street resurfacing and
unforeseen utility adjustments.; and
WHEREAS, the amount of $666,649.00 was the final construction cost whereas
$14,145.00 was used for the construction inspection services and $42,488.93 for the
project management tasks, resulting in total cost of this project at the amount of
$723,282.93; and

WHEREAS, the final date of construction was on July 22, 2022 for the San Carlos
Avenue, San Juan Avenue, San Luis Avenue, San Vicente Avenue, Thorson Avenue,
and Alvada Street Street Improvement Project (CDBG Funded Project No:4011.68.103);
and found that all work was completed in accordance with the project plans and
specifications.; and
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF LYNWOOD DOES
HEREBY FIND, PROCLAIM, ORDER, AND RESOLVE AS FOLLOWS:
Section 1. The City Council of the City of Lynwood herby finds and declares that the
foregoing recitals are true and correct, and incorporates them herein as findings and as
a substantive part of this Resolution.
Section 2. That the City Council of the City of Lynwood accepts the San Carlos Avenue,
San Juan Avenue, San Luis Avenue, San Vicente Avenue, Thorson Avenue, and Alvada
Street Street Improvement Project (CDBG Funded Project No:4011.68.103) ("Project") as
complete in accordance with contract documents and authorizes the Director of Public
Works or his designee to process the recordation of the Notice of Completion, and
authorizes staff to release the 5% retention 35 days after the Project acceptance.
Section 3. The City Council authorizes the Mayor to execute this Resolution for and on
behalf of the City of Lynwood.
Section 4. This resolution shall take effect immediately upon its adoption.
Section 5. The City Clerk shall certify to the adoption of this Resolution.
