HomeMy Public PortalAbout2000-07 Adopting site plan B modified as The Village Civic Center Site Plan superseding resolution 99-57 on the same subjectRESOLUTION NO. 2000-7 A RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF KEY BISCAYNE, FLORIDA; ADOPTING SITE PLAN B MODIFIED AS "THE VILLAGE CIVIC CENTER SITE PLAN"; SUPERSEDING RESOLUTION 99-57 ON THE SAME SUBJECT; PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, The Village Civic Center comprises a Fire Station, Administration/Police Station with a parking garage, Community Center, Village Hall Chamber/Theater Building, alignment of McIntyre Street with Galen Drive, construction of Village Green Way, and related infrastructure. WHEREAS, on June 8, 1999 the Village Council adopted Resolution 99-57 approving Site Plan "B" as the official site plan for the Village Civic Center, and WHEREAS, the Village Council held a Workshop on January 18, 2000 to review the overall planning, placement and financing of the Village Civic Center Project, and WHEREAS, the Village Council has determined that Site Plan "B" should be adjusted to reflect a median between Crandon Boulevard and Village Green Way, re -location of the Fire Station to Crandon Boulevard and McIntyre Street, and the Administration/Police Building to McIntyre Street and Fernwood Road in addition to other minor site adjustments, and WHEREAS, adoption of the Civic Center Site Plan is the cornerstone to proceeding with the final design and construction of our municipal buildings. NOW, THEREFORE, BE IT RESOLVED BY THE VILLAGE COUNCIL OF THE VILLAGE OF KEY BISCAYNE, FLORIDA AS FOLLOWS: Section 1. The Civic Center Site Plan "B" Modified is adopted as "The Village Civic Center Site Plan" and shall be used for all planning, financing, development, and construction of the municipal buildings and related infrastructure (see Exhibit "A"). Section 2. That the Urban and Architectural Guidelines are adopted by the Village Council and shall be used by the architects and construction manager to insure that the Civic Center is designed in a uniform and consistent manner (see Exhibit "B"). Section 3. The Village Civic Center Master Parking Plan for Site Plan "B" Modified provides for 300 parking spaces of which 186 are located in surface parking lots and 114 are located on the upper two floors of a parking garage (see Exhibit "C"). Section 4. That the Village Manager is authorized to execute the attached Agreement with Spillis, Candela, and Partners Inc. which provides for architectural services associated with the design of the parking garage. The Village Manager is authorized to execute each phase separately for the work contained in the Agreement with a total cost of $90,000 plus reimbursables (see Exhibit Section 5. That the Village Manager and the Village Attorney are authorized to take any and all action necessary to implement this resolution. Section 6. That Resolution 99-57 is hereby superseded. Section 7. This concept recognizes that the peak parking demand for each of the uses in the Civic Center occurs at different times. As such, each use is not required to provide all of the parking spaces on site to meet the needs of each building. Rather, parking spaces will be provided throughout the Civic Center and available for each use when they are needed. (SCP) is pleased to offer the following professional services related to the new Parking Garage Facility to be located in Key Biscayne, Florida adjacent to the administrative and police facility This proposal includes an outline of Architectural and Engineering services, delivery schedules and professional fees. Based on our conversations we understand the scope of work to apply to a project having the following characteristics: • A building lot size of approximately 20,660 square feet, or approx. 1/2 acre. • A new approximately 150 car open air parking garage. Basic services to be provided by SCP will include Architectural and in-house Engineering for normal Civil, Structural, Mechanical, Plumbing, Fire Protection and Electrical for a permit set of documents. SCP will make submissions to the Client at the completion of Schematic Design, Design=Development and Construction Documents. These services and other contract issues are described in detail in State of Florida Department of Management Service Agreement Between Owner and Architect -Engineer (hereafter referred to as the Contract). This fee proposal is based on our using this contract form, provided certain language existing in the contract can be modified to mutual agreement. Services related to site ownership, environmental, traffic issues, zoning variances, hazardous materials, off -site civil engineering or construction permits are not included in this fee proposal. Reimbursable expenses related to the project will include out-of-town travel, long distance communications, reproductions, plotting, shipping, renderings, animations and models. These expenses will be invoiced at 1.1 times the actual invoice. The project schedule is a critical component of our fee quotation. Drawings, as well as construction administration, for both the Administration and Police building and the Parking Garage will be completed at the same time and submitted as one package. The following schedule has been proposed with 1 week for Owner review and approval at the end of each phase. Extensions to this schedule, not the fault of the Architect/Engineer shall be considered additional services. Please refer to Attachment 1 for restrictions that apply to our Scope of Services. Planning • Graphics and Signage • Landscape Architecture • Three Dimensional Models • Off -Site Civil Engineering Other services typically Owner provided include: • Acoustical Consulting • Specialty Lighting • Detailed Cost Estimating • Traffic Engineering • On -site Project Representation • As-Builts on electronic media • Computer Renderings or Animations • Survey & Geo-technical Services • Environmental Services (i.e. Asbestos Abatement Report) SCP normally coordinates the services of Sub -Consultants on most projects and charges 1.1 times the amount billed to SCP for such coordination services. SCP requires each Sub -Consultant to carry it's own professional liability insurance and does not include liability coverage for those Sub -Consultants under SCP. This proposal is based on several assumptions regarding project size, budget, schedule and the requested scope of work. Adjustments to this proposal may be possible after further study or clarification of the program. The fees proposed do not include threshold inspection. If threshold inspection becomes required, services can be provided at an additional cost. Payments are due and payable 10 days from the date of invoice. Invoices unpaid 30 days from the date of invoice will accrue interest after 30 days from date of invoice and may cause work to be interrupted. The Civic Center Site Plan "B" modified is adopted as "The Village Civic Center Site Plan" and shall be used for all planning, financing, development, and construction of the municipal buildings and related infrastructure (see attached site plan). 2. The Village Civic Center comprises a Fire Station, Administration/Police Station with a parking garage, Community Center, Village Chamber/Theater Building and related infrastructure. 3. The Parking Master Plan for Site Plan "B" modified provides for 186 surface spaces and a parking garage that provides for an additional 114 spaces for a total of 300 spaces, all of which shall constitute the required parking for the Village Civic Center. 4. EXPLANATION AND ANALYSIS Village Master Plan: The Master Plan includes several references regarding the establishment of a Village Civic Center. As such, the adoption of a site plan which sets forth the location of the buildings and related facilities, is consistent with the Master Plan. Village Goals and Objectives: The planning and design of a Community Center/Village Center, Fire Station, and Administration/Police Building is listed as a Top Priority in the 1999 Village Goals and Objectives. Site Plan "B": On June 8, 1999, the Village Council reviewed 4 alternative site plans. The Council approved Site Plan "B" which included an Administration/Police Building, Fire Station, Community Center, and Village HaII/Community Theater. Since the location of the buildings was conceptual, staff advised Council that adjustments may be required Design and Construction Team: On December 15, 1999, the Village Council approved an agreement with Spillis, Candela, & Partners to prepare Schematic Plans for the Administration and Police Building. The Council also approved an agreement with James A. Cummings, Inc. as the Construction Manager to build the Village Civic Center. These firms combined with the previously approved firms of Robert G. Currie Partnership (Community Center), OBM Miami (Fire Station), and the Florida Department of Management Services, comprise our Civic Center Design and Construction Team. January 18, 2000 Workshop: Staff presented the Council with an analysis of Site Plan "B" and an explanation of why it should be modified. At the conclusion of the meeting, it appeared there was a general consensus, that: 1. Staff should move forward with Site Plan "B" Modified in the form of a resolution for consideration by Council. 2. The plans for the Community Center should include the completion of the second floor. 2 3. The Administration and Police Building should include a parking garage. This facility would provide parking for the Civic Center, the Village Green, and the Key Biscayne Community School. 4. The Village Hall would include a combined Council Chamber and Theater. There was discussion, but no consensus, on whether the theater should be a venue for Village based productions or larger regional events and the size ranging from 150-300+ seats. 5. Since the Village Hall can not be constructed until the current SUNTRUST building is demolished, it would be the last to be built. This means that the Council Chamber would be temporarily located in another meeting facility within the Civic Center. This could be in the community room in the Fire Station, in the EEOC Training Room, or another meeting room in the Administration and Police Building. 6. Parking requirements should be based on a "shared" basis as the peak demand for each building occurs at different times. Site Plan "B" Modified provides 300 parking spaces with a parking garage containing 171 spaces. 7 The Workshop package included the proposed Urban and Architectural Guidelines which establish the Florida Vernacular as the design theme for all buildings in the Civic Center. The attached Site Plan "B" Modified addresses the location of the buildings and roads. Staff will continue to refine the construction costs as the design process moves forward.
