HomeMy Public PortalAbout20140917budgetmeeting1 CITY COUNCIL BUDGET COMMITTEE – SEPTEMBER 17, 2014 CALL TO ORDER The Council Budget Committee of September 17, 2014, was convened at 5:30 P.M. by Councilman Ralph Bray, Finance Committee Chairman. ROLL CALL The following Budget Committee Members were present for the roll call: Present: Branch, Bray, Costales, Graham, Henry, Hussey, Mihalevich, Prather, Scrivner, and Ward Absent: None A quorum was declared present. DISCUSSION AND ACTIONS TAKEN ON BUDGET ISSUES Overview of Budget Chairman Bray introduced City Administrator Steve Crowell who made opening remarks about the budget process. Mr. Crowell then asked Interim Finance Director Bill Betts to provide an overview of the budget funds and how they work together. STAFF / DEPARTMENT BUDGET PRESENTATIONS POLICE DEPARTMENT: Chief Schroeder presented the Police Department’s budget and answered questions asked by the Council. At the conclusion of Chief Schroeder’s presentation, Councilman Mihalevich asked how Chairman Bray wished the Committee Members to address the items they wished to be considered later as possible amendments to the budget. Following discussion, Chairman Bray stated if a Member wished to place an item on what has formerly been known as the “parking lot” that could be accomplished by a motion , second, and majority vote of the Committee. He stated he would not require at this time an offsetting amount from the budget to be brought forward, and reminded the Committee that i tems 2 CITY COUNCIL BUDGET COMMITTEE – SEPTEMBER 17, 2014 placed on the parking lot can be removed or changed by the Committee before th e budget is finalized. Motion #1 Councilman Mihalevich made a motion, seconded by Councilman Graham, to place the cost of hiring a police officer at the amount of $53,292 onto the parking lot. The motion was approved unanimously by the following roll-call vote: Aye: Branch, Bray, Costales, Graham, Henry, Hussey, Mihalevich, Prather, Scrivner, and Ward Nay: None RECESS Chairman Bray called for a brief recess at 6:45 P.M. RECONVENE Chairman Bray reconvened the meeting at 6:50 P.M. with the following Committee Members in attendance: Present: Branch, Bray, Costales, Graham, Henry, Hussey, Mihalevich, Prather, Scrivner, and Ward Absent: None STAFF / DEPARTMENT BUDGET PRESENTATIONS - CONTINUED FIRE DEPARTMENT: Chief Schofield distributed a handout cont aining information about the Fire Department’s budgeting needs. Following his presentation, Chief Schofield and Division Chief Jason Turner answered questions asked by the Council. 3 CITY COUNCIL BUDGET COMMITTEE – SEPTEMBER 17, 2014 Motion #2 A motion was made by Councilman Mihalevich, seconded by Counci lman Graham, to place funding for one firefighter at a cost of $57,145.33 onto the parking lot. The motion was approved unanimously by the following roll-call vote: Aye: Branch, Bray, Costales, Graham, Henry, Hussey, Mihalevich, Prather, Scrivner, and Ward Nay: None Next Budget Committee Meeting: Chairman Bray announced that at the next meeting of the Committee scheduled for Tuesday, September 23, the Committee will hear presentations made on the Public Works General Fund and Transit. ADJOURNMENT A motion for adjournment was made by Councilman Bob Scrivner, seconded by Councilman Carlos Graham, and approved unanimously 7:42 P.M.
