CITY COUNCIL BUDGET COMMITTEE – OCTOBER 9, 2014
CALL TO ORDER
The Council Budget Committee of October 9, 2014, was convened at 5:30 P.M. by
Councilman Ralph Bray, Finance Committee Chairman.
ROLL CALL
The following Budget Committee Members were present for the roll call:
Present: Branch, Bray, Costales, Graham, Henry, Hussey, Mihalevich,
Scrivner, and Ward
Absent: Prather
A quorum was declared present.
COMMITTEE DISCUSSION OF BUDGET
CHAIRMAN BRAY’S PROPOSED BUDGET
Chairman Bray presented a proposed budget and suggested it be used as a “working
document.”
ORIGINAL MOTION #1:
A motion was made by Councilman Mihalevich, seconded by Councilman Henry, to
adopt Councilman Bray’s proposed budget, with the inclusion of funding for one police
position and one fire position.
Motion 1(a) to Amend:
Councilman Scrivner made a motion to amend Motion #1 by funding a Fire
Training Officer in the amount of $89,559.80, a Human Resources Administrative
Assistant in the amount of $48,615.06, and removing funding for the internship
program in the amount of $27,558.40, and removing funding for the Historic
Grant in the amount of $15,000. The motion to amend was seconded by
Councilman Henry.
Motion 1(a)(i) to Amend Motion 1(a):

Councilman Scrivner made a motion to amend his own motion to amend
by removing funding the 4% increase for three Fire Captains, seconded by
Councilman Henry.
Motions Withdrawn
Following discussion, Councilman Scrivner withdrew Motion 1(a) to
Amend and Motion 1(a)(i) to Amend. Councilman Henry withdrew his
second to both motions.
Motion 1(a) to Amend, as re-stated:
Councilman Scrivner made a restated motion to amend Motion #1 by funding a
Fire Training Officer in the amount of $89,559.80, a Human Resources
Administrative Assistant in the amount of $48,615.06, removing funding for the
internship program in the amount of $27,558.40, removing funding for the
Historic Grant in the amount of $15,000, removing funding for the 4% increase
for three Fire Captains. The restated motion to amend was seconded by
Councilman Henry.
Motion 1(a)(ii) to Amend):
Councilman Mihalevich made a motion, seconded by Councilman Henry,
to amend Councilman Scrivner’s motion to amend by replacing the
firefighter position with a fire training officer, removing funding the 4%
increase for three Fire Captains, removing funding for the Human
Resources Administrative Assistant position, funding a Police Officer
position, funding the internship program, and funding the historic grant.
Motion 1(a)(ii) was defeated by the following roll-call vote:
Aye: Costales, Henry, Mihalevich, and Bray
Nay: Branch, Graham, Hussey, Scrivner, and Ward
Motion 1(a) to Amend was approved by the following roll-call vote:
Aye: Branch, Costales, Henry, Scrivner, and Ward
Nay: Graham, Hussey, Mihalevich, and Bray
Original Motion #1, as amended, was then read, but no vote was taken at this time.

Chairman Bray called a recess at this point in the meeting (7:00 p.m.)
RECONVENE
The meeting was reconvened at 7:07 p.m. by Chairman Bray with the following
Committee Members present:
Present: Branch, Bray, Costales, Graham, Henry, Hussey, Mihalevich,
Scrivner, and Ward
Absent: Prather

The following motions were still on the table when the meeting convened:
ORIGINAL MOTION #1, AS AMENDED AND APPROVED, THUS FAR:
Motion made by Councilman Mihalevich, seconded by Councilman Henry, to adopt
Councilman Bray’s proposed budget, with approved amendment, as follows:
Funding a Fire Training Officer in the amount of $89,559.80, a Human Resources
Administrative Assistant in the amount of $48,615.06, removing funding for the
internship program in the amount of $27,558.40, removing funding for the
Historic Grant in the amount of $15,000, removing funding for the 4% increase
for three Fire Captains.
FURTHER MOTIONS TO AMEND
Motion 1(a)(iii) to Amend
Councilman Henry made a motion, seconded by Councilman Scrivner, to
amend Motion 1(a) by removing funding for the Human Resources
Administrative Assistant, and adding funding for one Publi c Works
position.
Motion 1(a)(iii) to Amend was passed by the following roll-call vote:

Nay: Branch, Costales, Hussey, and Ward
Motion 1(a)(iv) to Amend
Councilman Costales made a motion, seconded by Councilman Graham,
to remove funding for City Council meeting security and City Council
training and education. Following discussion, Councilman Henry called the
question, seconded by Councilman Graham, and the call for the question
was approved unanimously.
Motion 1(a)(iv) to Amend was defeated by the following roll-call vote:
Aye: Costales and Graham
Nay: Branch, Bray, Henry, Hussey, Mihalevich, Scrivner, and
Ward
Motion 1(a)(v) to Amend
Councilman Scrivner made a motion, seconded by Councilman Husse y, to
replace the current revenue amount of $56,004.50 with $27,491.00.
Motion 1(a)(v) to Amend was passed by the following roll-call vote:
Aye: Branch, Bray, Graham, Henry, Hussey, Scrivner, and Ward
Nay: Costales and Mihalevich
Motion 1(a)(vi) to Amend
Councilman Graham made a motion, seconded by Councilman Ward, to
remove funding in the amount of $18,900 for GPS Equipment.
Motion 1(a)(vi) to Amend was passed by the following roll-call vote:
Aye: Branch, Bray, Costales, Graham, Henry, Hussey,
Mihalevich, Scrivner, and Ward
Nay: None
Motion 1(a)(vii) to Amend
Councilman Scrivner made a motion, seconded by Councilman Henry, to
remove funding in the amount of $108,000 from Sales Tax E budget for
Police vehicles. Following discussion, Councilman Henry called the

question, seconded by Councilman Scrivner, and the call for the question
was approved unanimously.
Motion 1(a)(vii) to Amend was approved by the following roll-call
vote:
Aye: Branch, Bray, Costales, Graham, Henry, Hussey,
Mihalevich, Scrivner, and W ard
Nay: None
MOTION #1, AS AMENDED:
Councilman Henry then called the question on Motion #1, as Amended, seconded by
Councilman Graham, and the call for the question was approved unanimously.
Motion #1, as Amended, was passed by the following roll-call vote:
Aye: Bray, Costales, Graham, Henry, Mihalevich, and Scrivner
Nay: Branch, Hussey, and Ward
FURTHER MOTIONS TO AMEND MOTION #1, AS AMENDED
Motion 1(b) to Amend
Councilman Costales made a motion, seconded by Councilwoman Ward, to
further amend Motion #1, as amended, by funding the Human Resources
Administrative Assistant.
Motion 1(b) to Amend was approved by the following roll-call vote:
Aye: Branch, Bray, Costales, Hussey, Scrivner, and Ward
Nay: Graham, Henry, and Mihalevich
Motion 1(c) to Amend
A motion was made by Councilman Scrivner, seconded by Councilman Graham,
to further amend Motion #1, as amended, by funding the following Waste Water
Fund items:
1. replacement of Woodward Subdivision sewer ($120,000);
2. replacement of pump at Westview Heights ($20,000);
3. Sharon Drive pump station elimination ($350,000);

4. replacement of blowers at Waste Water Treatment Plant ($670,000);
5. replacement of jetter truck ($250,000); and
6. replacement of security lighting at Waste Water Treatment Plant
($9,000)
Motion 1(c) to Amend was approved by the following roll-call vote:
Aye: Branch, Bray, Costales, Graham, Henry, Hussey, Mihalevich,
Scrivner, and Ward
Nay: None
Motion 1(d) to Amend
Councilman Graham made a motion to further amend Motion #1, as amended,
by removing funding for tuition reimbursement. The motion died for lack of a
second.
NO VOTE WAS TAKEN ON ORIGINAL MOTION #1, AS FURTHER AMENDED BY
MOTIONS 1(b) AND 1(c)
ADJOURNMENT
A motion for adjournment was made by Councilman Hussey, seconded by Councilman
Graham, and approved unanimously at 7:49 p.m.
