December 15, 1976
The Regular Meeting of the Savannah Beach City Council
was held at 3:30 p.m. at City Hall with Mayor Michael J.
Counihan presiding, and with the following Councilmen present:
Ed Fahey, William Fleetwood, Fred deBorde, Jerome Bettencourt,
Karen Losey and Nick Alexander. City Attorney Lance Smith was
also present.
The first visitor to appear before Council was Mr.
William C. Smith, complaining that he had recently purchased
a house and found that an addition had been built on a City
water line. He requested Council to have the line moved in
order that he can build further. The matter was turned over
to Councilman deBorde of the Water /Sewer Committee.
Mrs. Stella Case asked Council to have Miller Avenue
graded.
The meeting was officially opened for the transaction
of business legally presented.
COMMUNICATIONS: Under Communications the Clerk read an
invitation from the Savannah Beach Chamber of Commerce to an
Installation Dinner for January 11, 1977 at 8:00 p.m. This was
received as information.
The minutes of the meeting of October 13, 1976 were
approved as written.
The bills for each department were approved as presented

and a copy of same are attached to and form a part of these
minutes.
At this time, Councilman deBorde moved that the resign -
ation of Mr. Earl Anderson from the position of Zoning.Adminis-
trator be accepted. The motion was seconded by Councilman
Fahey and unanimously carried.
Following a brief explanation by Councilman Fleetwood on
the present financial status of the City, he moved that Council
approve a reduction of the millage rate from 26 mills to 21
mills. The motion was seconded by Councilman deBorde. Council -.
man Alexander asked if this was the lowest the City could go,
to which Councilman Fleetwood reptied:tihat it was based on the
present income of the City. The motion was unanimously carried.
At this time the Clerk read an ordinance setting the
millage and dates for taxation. Councilman Fahey moved that
the ordinance be approved as read on the first reading. The
motion was seconded by Councilman Fleetwood and unanimously
carried. The second reading was set for the regular meeting of
January 12, 1977.
The Franchise Agreement with the Savannah Electric and
Power Company was discussed briefly. Councilman Fleetwood asked
that it be put on the Agenda for the January meeting but City
Attorney Smith felt it should be held in abeyance until a new
Clerk is hired. It was decided to discuss the matter at the
next regular meeting.
Following a reading from Section 66 -G of the Charter,
Councilman Alexander was instructed to install any stop signs
Council felt necessary at a reduced height of five feet.
The City Attorney read a contract for technical assist-
ance between the City of Savannah Beach and Mr. Dan Johnson
who was aiding the City in the Title II Public Works Grant
Applications. There being no objections, the Mayor signed
the Contract on behalf of the City.
Councilman Bettencourt gave a brief report on the
ceramics center showing that it is now self- sustaining.
There being no further business, the regular meeting
was adjourned for the Public Hearing on the Application sub-
mitted by Mr. Davis Thomas for the re- zoning of Lots 109 -132
from C -1 and R -1 to RT Zoning.
The City Attorney read the public notice of the hearing
and then defined RT Zoning according to the Savannah Beach
Zoning Ordinance.
Mayor Counihan called on Mr. Carl Collins, who was re-
presenting David Thomas, for a brief explanation of their re-
quest. Mr. Collins explained that they had chosen RT Zoning
in order to lower the square footage requirement per lot from
12,000 to 7,000. This would enable them to build more houses
at a lower price range. He estimated the price to be from
$35,000. to $40,000. each.
Mr. Jim Aliffi added that they would be houses that could
be afforded by young people.

Mr. Dennis Hutton, spokesman for the opposition, stated
that not only would the traffic increase in Fort Screven, but
the scenic value would be destroyed, as such small lots would
have to be completely cleared in order to build houses. He
then read a petition of local residents opposing the rezoning.
Mrs. Jeanne Hutton read a letter from John Hutton, who
also opposes the rezoning.
Council stressed to Mr. Thomas that the access to Naylor
Avenue will have to be kept open for City services.
Following additional conversation, Councilman Fahey moved
that the hearing be postponed to a later date until the people
who signed Mr. Hutton's petition could be present. The motion
was seconded by Councilman deBorde and carried with Councilman
Fleetwood abstaining.
Councilman Alexander stated that if they left 24 lots
that they could save the trees as well as get a bigger price
per lot. The City Attorney explained that this would mean
that very expensive houses would have to be built.
The Mayor announced that the date of the continued hearing
would be published in the Savannah News /Press.
There being no further business, the Council was adjourned
to the next Regular or Special called meeting.
