HomeMy Public PortalAbout19770309CCMeeting1 42 Savannah Beach, Georgia March 9, 1977 The Regular Monthly Meeting of the Savannah Beach City Council was held this afternoon at 3:00 P.M. with Mayor Michael J. Counihan presiding and a quorum, consisting of the following councilmen present: Jerome W. Bettencourt, William C. Fleetwood, Karen Losey, Nick C. Alexander, Edward Jung, and Fred deBorde. City Attorney Lance Smith was also present. Mrs. George McDonald asked Council's permission to form a committee to work up a program to be presented to the General Assembly next January to change the name of the City of Savannah Beach back to Town of Tybee. The Mayor and Council instructed Mrs. McDonald to work something up and get back with them. A problem with the handling of the use of the American Legion Hall was presented by Mr. George Shaw. After a brief explanation Mr. Shaw stated he felt that most of the children on Tybee did not require a chaperone. He offered to work on any committee that might be necessary to get something set up. Mrs. Stella Case asked Council whether there were any plans in the near future for the grading of Miller Avenue from Sixth Avenue to Tybee Road, including all side streets. Mr. John Allgood of the Historic Fort Screven Neighbor- hood Association presented Council with a brief summary giving facts the Association feels the Mayor and Council should keep in mind during their discussions with the Corps of Engineers on the North End parking. At this time the meeting was opened for the transaction of business legally presented. The minutes of the November 10, 1976 were approved. COMMUNICATIONS: A letter from Governor George Busbee concerning the many problems, such as rest room facilities, parking, and sand dune destruction, was read by the City Clerk. The bills for the month of February, 1977 were approved_ Mayor Counihan appointed the Recreation Commission to check into the problems with the American Legion. The DPW Commission, headed by Councilman Jung, was asked to look into the problem at Miller Avenue. Mrs. George McDonald was asked to choose her own committee to work on changing the name of the City back to Town of Tybee. A 1 2 - Mr. Gregory G. Paull was called on to give Council a report on the ambulance he is offering to sell to the City of Savannah Beach for the amount of $4,200.00. Following a lengthy discussion, Mayor Counihan appointed a committee consisting of Councilmen Fred deBorde, Ed Jung and Nick Alexander to look into Mr. Paull's ambulance further. Councilman Jerome Bettencourt told Council it was now time to renew the lease on the concession stand in Jaycee Park between the City of Savannah Beach and the Savannah Beach Jaycees. He moved that the lease be renewed for another year. Councilman Fleetwood asked what sort of pro- tection the City has as far as insurance goes. Councilman Bettencourt read the section of the lease pertaining to insurance. Councilman Fleetwood stated that it still did not say anything about carrying an insurance policy. At this time the motion was seconded by Councilman Alexander and amended by Councilman Fleetwood, stating that the Jaycees must provide an insurance policy from a company doing business in Georgia, showing the City of Savannah Beach clear of all responsibility for accidents that may occur. The amendment was seconded by Councilman deBorde and unanimously approved. The lease was then turned over to the City Attorney for the addition of the amendment. Mr. Dexter Bates and Mr. Bob Williams were appointed for one year terms to the Savannah Beach Planning Commission. A Resolution was read by Councilman Alexander proposing that the City of Savannah Beach give 11.7 feet of Islar Avenue to Mr. Henry Hosti of the Triangle Drive -In in ex- change for a portion of Inlet. Avenue. The Resolution read as follows: RESOLUTION Councilman deBorde moved that the Resolution be approved as read by Councilman Alexander. The motion was seconded by Councilman Fleetwood and unanimously carried. Councilman deBorde informed Council that the Georgia ,Department of Natural Resources are in the process of drawing up plans for a proposed parking lot on the property known as the "go cart track ". He stated that when the plans were com- pleted, the Department of Natural Resources wanted to meet with the Council to discuss them. This was accepted as inform- ation. Councilwoman Losey presented three bids received for a new fire engine. The lowest bid received was from Mack in the amount of $56,333.75. Councilwoman Losey moved that the truck be ordered from Mack. The motion was seconded by Councilman Fleetwood and carried on a vote of five (5) for 43 1 3 and one (1) against. Councilman Fleetwood added that the down payment would be from Revenue Sharing. Mayor Counihan asked Councilman Fleetwood to come back before Council with a breakdown on how the truck is to be paid for. Mayor Counihan appointed a new committee to review the present Personnel Ordinance for revision. The committee consisted of Councilman Jung, Councilman Bettencourt and Councilman Alexander, with Councilman Jung as chairman. Councilman Alexander made a motion that two Beverage Licenses in the names of George Farrow and Evelyn Millan be approved for business as recommended by Chief Price. The motion was seconded by Councilman Fleetwood and unanimously carried. Council instructed Councilman Alexander to get some figures together on the purchase of a new or used hydraulic lift which is to be used by all departments. Councilman Alexander moved that Council approve a study to be made by the Municipal Association for a retirement for the City employees. The cost of the study would be $300.00 and would not obligate the City to any particular company. The motion was seconded by Councilman deBorde and unanimously carried. The Clerk was instructed to sign one Quit Claim deed from the City of Savannah Beach to Sally Barrow on Lot 86, Ward 3 and process accordingly. Councilman deBorde asked Council what procedures were taken in the past on providing water and sewer service for new houses when additional systems are required. He explained that Mr. Allen Hendrix was building several new houses behind Anderson's SOC Station and it was found that there would be quite a cost involvement because of the amount of pipe required. He moved that the contractor be required to pay for half of the costs for the water and the sewer installation. The motion was seconded by Councilman Bettencourt. Councilman Alexander questioned whether this was allowed according to the Coding Ordinances. After much discussion, Mayor Counihan stated that he would examine the Code Book to see whether the City was required to handle all costs. This was agreeable to all. I appreciate and understand your concerns regarding the provision of adequate public facilities and services by Savannah Beach. As you know, I have been very concerned about the numerous problems arising from the Tybee Beach renourishment project. Your letter has made me aware of still further difficulties that must be dealt with cooperatively by the federal, State and local interests. It is my understanding that you have been working with the Georgia Department of Natural Resources on a number of issues, particularly those that pertain to adequate public access, parking and protection of the sand dunes shoreward of the beach. it is imperative to recognize that the beach and dune systems on Tybee Island are valuable natural areas as well as important recreational and development assets. The State and federal governments have committed substantial sums of public tax dollars to the Tybee Beach project. The local assurers also have significant obligations to provide for beach access and protection. We certainly want to safeguard the investment of public funds and that each party shares a proportionate burden. I have asked Joe Tanner to look into this matter and give me a full report on the current status of the project. Please give him your full cooperation. Beach, Tybee Island, Georgia, is a Municipal Corporation Chartered under the laws of the State of Georgia, and under its Charter, acts through its mayor and council; and WHEREAS, at the present' time, Savannah Beach, Tybee Island, Georgia, is undertaking to construct a new sanitary sewer system for the public health and welfare; and, WHEREAS, in order to complete the requirements of the project, it is necessary that the City of Savannah Beach, Tybee Island, Georgia, acquire certain lands that are presently- owned by B. P. and C. J. Hosti; and WHEREAS, said B. P. and C. J. Hosti have agreed to convey the lands to the City of Savannah Beach, Tybee Island, Georgia, in exchange for any and all interest the City of Savannah Beach, Tybee Island, Georgia, may have in certain other lands. NOW THEREFORE, BE IT RESOLVED that the City Council duly assembled authorizes the Mayor of Savannah Beach, Tybee Island, Georgia, to execute any and all Quit Claim Deeds to the following property: A11 their right, title and interest in that tract of land between the western- most lot line of Lot 1, Ward 5, City of Savannah Beach, Tybee Island, Georgia, and the existing right -of -way of Inlet Avenue and between the Easternmost lot line of Lot 1, Ward.5, City of Savannah Beach, Tybee Island, Georgia, and the existing right -of -way of Butler Avenue.
