A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD
TO APPROVE AN AGREEMENT WITH 316 CONSTRUCTION &
ENGINEERING, INC. FOR AN AMOUNT OF $133,475 TO REPAIR AND
REHABILITATE THE NATATORIUM POOL DRAIN AND OUTLET
PIPING; AND AUTHORIZING THE CITY MANAGER TO APPROVE UP
TO FIVE PERCENT OF THE CONTRACT PRICE FOR ADDITIONAL
SERVICES AS NEEDED
WHEREAS, during review of the current Natatorium Renovation and Emergency
Project, staff requested a CCTV of the pool drain and pipe; and
WHEREAS, the CCTV found that there are several collapsed areas around the
pool drain and throughout the outlet piping with compaction voids that make it necessary
to repair the outlet piping and infrastructure; and
WHEREAS, on March 1, 2022, the City Council by minute action approved the
recommended repairs at the Natatorium, the City's pool; and
WHEREAS, the renovations and repairs have not been completed and additional
repairs have been recommended to include the pool drain and outlet piping; and
WHEREAS, pursuant to LMC Section 6-3.7(b)(2), staff issued a Notification of a
Job Walk with a Request for Quotes to receive bids for the Natatorium pool drain and
outlet piping; and
WHEREAS, only one company arrived for the job walk, reviewed the CCTV
footage, and submitted a quote for requested services; and
WHEREAS, staff recommends that the City Council authorize the City Manager to
open and proceed with the award of the work to 316 Engineering & Construction, Inc. for
the Natatorium pool drain and outlet piping repair and rehabilitation portion of the project
to shore up the infrastructure and avoid a potential collapse of the piping.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF LYNWOOD DOES
HEREBY FIND, PROCLAIM, ORDER AND RESOLVE AS FOLLOWS:
Section 1. The City Council of the City of Lynwood hereby finds and declares that
the foregoing recitals are true and correct, and incorporates them herein as findings and
as a substantive part of this Resolution.
Section 2. That the City Council approves to award an agreement to 316
Engineering & Construction, Inc. for $133,475.00 and authorizes the Mayor to execute an
Agreement attached hereto as Exhibit A in a form approved by the City Attorney.

Section 3. That the City Council authorizes the City Manager to approve
additional services for a not to exceed amount of 10% of the contract price.
Section 4. That the City Council authorizes the City Attorney to negotiate the
final form of the Agreement.
Section 5. That this Resolution shall take effect immediately upon its adoption.
Section 6. That the City Clerk shall certify to the adoption of this Resolution.
