A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD
AWARDING AN AGREEMENT TO BESST, INC. TO PROVIDE WATER
WELL CASING INSPECTION, AQUIFER FLOW TESTING, AND WATER
QUALITY PROFILING AT LYNWOOD WELLS 5, 21, AND 22 IN THE
AMOUNT OF $547,152.
WHEREAS, the City of Lynwood provides drinking water from local groundwater;
and
WHEREAS, the City must comply with various water quality requirements in order
to provide domestic potable drinking water service; and
WHEREAS, the City needs to take a pro -active approach of identifying potentials
that could put our water source at risk; and
WHEREAS, well casing inspection, aquifer flow testing, and water quality profiling
at Water Wells 5, 21, and 22 will help identify those potentials; and
WHEREAS, a Request for Proposals (RFP) was issued for proposals on June 18,
2022; and
WHEREAS, two (2) RFPs were received on August 17, 2022 from BESST, Inc.
and ENGEO; and
WHEREAS, BESST, Inc. submitted the lowest proposal for $547,152 and was
also the highest rated proposer; and
WHEREAS, recommends BESST Inc. to perform and complete the scope of work
for the water well casing inspection, aquifer flow testing, and water quality profiling at
Lynwood Wells 5, 21, and 22 for a not to exceed amount of $547,152; and
WHEREAS, staff recommends BESST Inc. to provide detailed information on the
condition of each well's casing, how much flow is coming from each of the production
aquifers, and what the water quality is being supplied by each aquifer.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF LYNWOOD DOES
HEREBY FIND, PROCLAIM, ORDER, AND RESOLVE AS FOLLOWS:
Section 1. That the City Council of the City of Lynwood authorizes the Mayor to execute
the agreement between the City of Lynwood and BESST, Inc, in a form approved by the
City Attorney for the water well casing inspection, aquifer flow testing, and water quality
profiling at Lynwood Wells 5, 21, and 22 for a not to exceed amount of $547,152.

Section 2. That the City Council approves the following estimated construction budget
and funding sources from FY23 CIP budget:

Section 3. The City Council of the City of Lynwood authorizes the City Manager under
LMC 6-3.14(d) to exceed the specific dollar amounts or percentage limitations under LMC
6-3.14(a) and authorizes the City Manager to approve consultant, vendor agreements,
modifications, change orders or agreement amendments related to the Project up to the
available Project Budget.
Section 4. This resolution shall take effect immediately upon its adoption.
Section 5. The City Clerk shall certify to the adoption of this resolution and hereafter the
same shall be in full force and effect.
