TYBEE ISLAND HISTORIC PRESERVATION COMMISSION
MEETING MINUTES
September 18, 2017

CALL TO ORDER
Sue called the meeting to order at 6:09pm and welcomed the city manager, Shawn Gillen, Jackson Butler,
and Jan Will to the meeting.
PROPERTY MAINTENANCE CODE ENFORCEMENT AND HISTORIC PROPERTIES
Chantel shared that she was informed that Shawn has met with the community development director and
the city marshal regarding derelict properties. A few of these properties are listed on the Historic
Resources Surveys. Shawn reviewed his concerns with maintenance of the properties and the city code.
He expressed his appreciation for the commissioner's work on preserving Tybee and is supportive of
continuing preservation efforts to meet goals that are in agreement with the Master Plan. His goal is to
protect properties that are historic, not to tear them down and is seeking advice from the commissioners
based on their experience and knowledge. Commissioners and Shawn discussed ideas to encourage
property owners to resolve maintenance issues early so they do not worsen, how the current code is
enforced, Shawn’s consideration of implementing a blight ordinance with penalties and possible
tax abatement for non‐owner occupied properties, eminent domain, and incentives for property owners
to maintain their building.
Shawn commented that he is working with directors on the Dev'l Authority/Main Street board regarding
offering incentives to waive permit fees for owner occupied homes. Sarah inquired about demo by
neglect. Discussion ensued regarding specific properties, procedures, and steps they could suggest to
the city manager that elected officials can implement. Commissioners will send Shawn and Chantel their
suggestions. Chantel will send Commissioners new information as available.
HPC MEETING MINUTES
Motion was made by Jane, which was seconded by Sue, to approve the HPC meeting minutes of July 17,
2017. The motion passed unanimously.
REVIEW HISTORIC RESOURCES SURVEYS
Chantel reminded Commissioners that both phases of the Historic Resources Survey are available online.
Directors discussed dates to present the results of the second phase to the Mayor and City Council. All
confirmed that Sarah will present on October 26. Chantel and Sarah will work on the presentation.
Chantel presented the updated Facade Improvement Grant program that the Dev'l Authority/Main Street
Board of Directors approved. One update is that the HPC will make recommendations to the board for
approval of applications for improvements to buildings that are listed on the HRS. Applications for newer
buildings will be considered by the Design Committee. Commissioners agreed that these applications will
be reviewed by Sarah and Sue (Chairperson) for recommendation first and, if needed, will be presented to
the entire commission.

ONGOING PRESERVATION EFFORTS
Chantel confirmed that Dottie is continuing to work on the “I Remember Tybee” program. Information
will be sent as it is available
Commissioners discussed the process for proceeding with working on the design guidelines and how they
would be implemented and enforced. Chantel confirmed she is seeking assistance from the Community
Development Director as it relates to incorporating guidelines into the LDC and/or Overlay Districts similar
to other communities she has visited.
Commissioners discussed that more educational opportunities for the public need to be provided. They
suggested residents be surveyed. Sarah and Chantel confirmed they will produce a brochure that shares
information about and a map of each of the proposed districts that are distinct for the island.
HPC PERMIT REVIEW UPDATE
Sue reported that she has received two permits for review. Sarah reviewed information about a
preservation project being proposed for 15 Meddin.
