HomeMy Public PortalAboutr 03:031No. 03-31 Date of Adoption January 16, 2003 AUTHORIZING AGREEMENT FOR EXTRAORDINARY, UNSPECIFIED SERVICES WHEREAS, there exists a need for Insurance Covcrage; and WHEREAS, the maximum amount of the contract in question is $32,577.00 for Excess Workman's Compensation Insurance and funds are available in an appropriations entitled Workman's Compensation Insurance and have been Certified by the Chief Finance Officer, said certification being attached; and WHEREAS, N.J.S.A. - 40A:l 1-1 et seq. requires that the Resolution authorizing the Award of Contracts for "Extraordinary, Unspecifiable Scrvices" without competitive Bids and thc Contract itself must be available for public inspection; and WHEREAS, this Resolution meets the Statute and Regulations governing the award of said contracts; NOW, THEREFORE, BE IT RESOLVED by the Council of the Borough of Carteret as follows: 1. The Mayor and Borough Clerk are Hereby Authorized and Directed to execute an agreement with G.R. Murray (Dave Balken). 2. This Contract is awarded without competitive bidding as an "Extraordinary, Unspecifiable Service" in accordance with 40A:l 1-5 (1)(a)(ii) of The Local Public Contracts Law because Insurance including the Purchase of Insurance Coverage are specifically excluded. 3. Notification of Contract Award shall be printed once in thc News Tribune. Adopted this 16th day of January, 2003 and certified as a true copy of the original on Januaryl 7, 2003. KATHLEEN M. This is to request your approval of a Resolution authorizing a contract to be executed as follows: Firm: O'Gorman & Young(Dave Balken) Cost: Excess Workman's Compensation $32,577.00 Period: Package Police 01/01/03 thru 12/31/03 Purpose: Insurance Coverage as stated above This is requested to be awarded without competitive bids as an extraordinary, unspecifiable service (N.J.S.A 40A:11-5 (1) (a) . I do hereby certify as follows: 1. 0uotations have been solicited and are as follows: This was the only quote received. This is the lowest quotation. (If not, explain why in detail) 2. Insurance coverage is specialized and qualitative in nature requiring expertise, extensive training and proven reputation. Insurance contracts have been modified over the years to conform to Borough requirements and policies. 3. This cannot be described by written specifications because: It is not reasonably possible to draft specifications to meet the Borough requirements of all the various liability coverage and administration thereof. 4. I have reviewed the rules and regulations of the Division of Local Government Services as contained in the local public contract guidelines (revised) and certify that the proposed cenLract may be considered as an extraordinary, unspecifiable service in accordance with the requirements thereof.
