7:30 P.M. to conduct a special Public hearing regarding road upgrading in Medina and the
alternative methods of paying for same.
Members present: Mayor, Wayne Neddermeyer; Councilmembers, Arthur Theis, Nancy Laurent,
Willaim Reiser; Engineer Lyle Swanson

Nancy 'Laurent: I have asked the engineer to consider an assessment procedure.
Lyle Swanson: We would have to know if streets were to be blacktopped, also front footage
assessments on farms would be prohibitive. Costs would vary depending on what type of base
there was to work with.
Phil Zietlow: How was Willow Dr. paving paid for?
Wayne Neddermeyer: Traffic was so bad the road could not be kept graded.
Rex Gregor: I would object to an assessing procedure.
Neddermeyer: portion of the assessment would be based on whether you wanted curbing
and not ditches.

The Council wants ideas as to methods of paying for road improvements.
Holy Name Dr, is used as an access road to Co. Rd. 24, by many people.
If other roads were improved the traffic on Holy Name would be less.
How fast should be be moving on fixing roads?
A program should be started now.
Is there as way that roads could be upgraded without blacktop and still
properly maintained?
Maintenance would be very costly as roads become rough. Right now the city
is paying $3000 per mile to keep up the roads.
What about Hwy 101 become a city road?
The County would get Hwy. 101
Can the city bond without a referendum?
If 20% of the project were done by assessing then the city could bond
of the people. If 20% were assessed must have a public hearing.
What about funds from outside the city?
Amount received from Hennepin Co. is not large because we have less than
5000 population. HUD funds cannot be used on the roads.

The road is to far to the east.
The city does not have the right to claim property, must obtain easements.
: Should the city have a comprehensive road plan?
: I would want to know what the people want as far as road improvements.
Some of the key roads should be done.
Does the City plan indicate where population should be allowd to increase
areas could be upgraded?
Metro Council frowns on Medina expanding until Plymouth is built up.
Have a Comprehensive plan but have hired a planner to redo parts of it.
Would better roads generate more people.

Would sewer and water generate more people?
We don't want water and sewer over the entire village
What would it cost per year to pay back $500,000?
$30,000 interest before principal. If not bonding for enough then costs
If paid through taxes then deductible; if assessed then only the interest is
Laurent: We Should have the engineer do a comprhensive road plan.
Neddermeyer: First a North -South road should be established then decide if roads should
be graded and graveled or blacktopped.
Hansmann: Would you have to wait until bonding before roads are improved?
Neddermeyer: Yes

Laurent: If assessing property owners then the roads could be done immediately, if
bnnding would have to wait until next year.
1Hansmann: Which roads in Medina have the most traffic?
Laurent: This would be part of a road study, but connot be done in winter.
C.O. Dorweiler: What about conducting a survey of what the people want?
Steve Pflaum: A study would be a good investment and a referendum is the only way
to find out what people want to pay for. Also a maintenence study should be included
in the plan.
Hansmann: When. can we expect work being done on Holy Name?
Neddermeyer: Cannot promise that a road will be upgraded and then ask for a "Yes"
vote on a referendum.
Neddermeyer: It appears as if the people attending this meeting seem to prefer
bonding for road improvements rather than individual assessments.
Laurent: As this kind of a meeting is the only way the Council can find out
what the people want, I thank you all for attending.
