May 25, 1977
A Special Called Meeting of the City Council of Savannah
Beach was held at 7:00 p.m. on May 25th, 1977 in the Council
Chambers at City Hall for the following purposes:
1. The Appointment of a new Councilman to
finish the unexpired term of Fred deBorde
2. To discuss the Business License Fees
3. To discuss classifications and salary
increases for the people involved.
The meeting was presided over by the Mayor, Michael J.
Counihan with a quorum consisting of the following Councilmen
present: William Fleetwood, Karen Losey, Edward Jung, Jerome
Bettencourt and Nick Alexander. City Attorney Lance Smith
was also present.
The minutes of the meetings of February 14, 1977 and
May 10, 1977 were approved as written.
The Clerk read the purpose of the meeting.
Councilman Fleetwood suggested that item number three
(3)
concerning the personnel classifications and salary increases,
be handled in executive session, immediately following this
meeting. There being no objections, this was so ordered.
The first order of business was the appointment of a new
Councilman. Mayor Counihan opened the floor for nominations.
Following a brief background description, Councilman
Fleetwood nominated Mr. Dennis Hutton.

The following nominations were also recorded: Jack Owen,
nominated by Councilman Jung; Bill Streeter, nominated by Coun-
cilwoman Losey; and Edward Fahey, nominated by Councilman
Bettencourt. There being no further nominations, the nominations
were closed.
The Mayor read the results of the election as received:
Dennis Hutton 1 vote
Bill Streeter 1 vote
Jack Owen 2 votes
Edward Fahey 1 vote
Councilman Fleetwood raised the question as to whether a
majority vote was required. Mayor Counihan instructed the City
Attorney to check the Code of Ordinances and report back later
in the meeting.
The next item of business was the changing of the Business
License Fees. Councilman Fleetwood stated that the Finance
Committee had met and reviewed all fees and presented to Council
the list of fees they recommended for adoption.
Councilman Bettencourt questioned why only the small fees
were increased rather than increasing the entire scale on a per-
centage basis.
At this time Councilman Fleetwood moved that the list of
fees be approved as recommended by the Finance Committee. The
motion was seconded by Councilman Alexander. The motion was
carried on first reading with a vote of three (3) for and two (2)
against, the two negative votes being cast by Councilwoman Losey
and Councilman Bettencourt.
The Second Reading was scheduled for the Regular Meeting
in June unless Council received much opposition.
The City Attorney read Section 31 of the Savannah Beach
Charter which read as follows:
Section 31. Plurality of votes elects.
"A candidate for municipal office shall be
elected in a general or special election by
receiving a plurality of the votes cast to
fill such public office. The candidate for
mayor receiving the highest number of lawful
votes cast shall be elected as mayor of
Savannah Beach, Tybee Island, Georgia."
Following the City Attorney's statement, Mayor Counihan
declared Jack Owen the new Councilman to finish the unexpired
term of Fred deBorde.
Councilman Bettencourt moved that all votes be cast in
favor of Mr. Owen. Upon receiving opposition from Councilman
Fleetwood, the motion was lost.
The City Attorney was instructed to swear in Mr. Owen
immediately following the meeting.
There being no further business, the meeting was adjourned
for Council to go into Executive Session for handling of the
personnel issues.
In Executive Session, Mayor Counihan officially opened
the meeting for the transaction of business formally presented.
Councilman Fleetwood discussed the first item on the
agenda which was the salary increase for Barbara B. McCoy,
City Clerk. Several suggestions were made but a final motion
was made by Councilman Jung that she receive a car expense
of $75.00 monthly. The motion was seconded by Councilman
Fleetwood and carried on a vote of five (5) to one (1) with
Councilman Alexander opposing.
Next on the agenda was the discussion of the position of
Mr. Buddy Blair, presently Water & Sewer Superintendent.
Councilman Fleetwood explained that with the problems involved
with the upkeep of the Water /Sewer Department and the Depart-
ment of Public Works, he felt that one man could not handle
the two departments. After further discussion, Council
appointed Mr. Blair Superintendent of Water /Sewer and the
Department of Public Works. It was then suggested that Mr.
Blair be given a car expense instead of a salary increase.
A motion was made by Councilman Fleetwood that Mr. Blair re-
ceive an $80.00 per month car expense. The motion was seconded
by Councilman Jung and unanimously carried.
Councilman Fleetwood moved that upon Mrs. Phyllis Cary's
new appointment to City Treasurer, she should be given a $10.00
per week increase in salary. The motion was seconded by Council-
man Owen and carried on a vote of five (5) to oneā¢(1) with
Councilman Alexander opposing.
The Mayor informed the Clerk that the preceding changes
were to be retroactive from May 11, 1977 which was the original
date of appointment.

At this time Councilman Alexander described to Council
the duties and responsibilities Kathy Youmans is presently
handling. He moved that she be appointed Meter Maid Supervisor
with a salary increase to $2.50 per hour. Councilman Fleetwood
seconded the motion which was unanimously carried.
There being no further business the meeting was adjourned
until the next regular or special called meeting.
