Motion by Nederhoff and second by Buseman to approve the minutes of the April meeting. All ayes, carried. Motion by Van Heiden second by Eilderts to approve the Treasurer’s Report for April. All ayes, carried. Motion by Buseman second by Werkman to approve the following bills for payment. All ayes, carried. Rod Stahl and Alan Fisher presented the public works report. Motion by Nederhoff second by Buseman to approve a Special Use Permit for Alliant Energy to construct a substation on the east end of 4th St. All ayes, carried. At 8:01 p.m. the Mayor declared that this was the time and place for the public hearing on the proposed sale of city property. Being there were no oral or written objections the Mayor declared the Public Hearing closed at 8:02 p.m. Motion by Buseman second by Van Heiden to approve Resolution 05-2010-1 a resolution of sale selling the property to Greg and Kirsten Riebkes. Cost of property to be $5,000 plus an additional $850.00 to cover survey and legal costs. A full legal description of the property is available at City Hall. Roll call of votes. All ayes, carried. Motion by Nederhoff second by Werkman to renew the Refuse Collection Agreement with Blythe Sanitation. Agreement shall be effect until February 28, 2016. All ayes, carried. Motion by Werkman second by Eilderts to approve Ordinance 05-2010 an Ordinance repealing Chapters 112 and 113 pertaining to a cable television franchise. Roll call of votes. All ayes, carried. Motion by Van Heiden second by Nederhoff to suspend the rules by waiving the second and third reading of the ordinance and passing upon the first reading. Roll call of votes. All ayes, carried. At 8:15 p.m. the Mayor declared this was the time and the place for the public hearing for the proposed FY 2010 budget amendment. Being there were no written or oral objections the Mayor declared the public hearing closed at 8:16 p.m. Motion by Nederhoff second by Eilderts to approve the Resolution 05-2010-2 a resolution accepting the FY 2010 budget amendment. Roll call of votes. All ayes, carried. Motion by Eilderts second by Buseman to approve a 5 year contract with Municipal Pipe and Tool for sewer cleaning services. All ayes, carried. Motion by Werkman second by Buseman to approve a contract with Central Iowa Rural Water for water and waste water services. All ayes, carried. Motion by Eilderts second by Van Heiden to approve contract with Mosquito Control of Iowa for services. All ayes, carried. Motion by Van Heiden second by Nederhoff to approve the hiring of Carmen Koch as Swimming Pool Manager for 2010. All ayes, carried. Motion by Nederhoff second by Buseman to approve an outdoor service area permit for the Wellsburg Community Club. All ayes, carried. Motion by Buseman second by Werkman to transfer the Wellsburg Community Club liquor license June 14-15 for the Wellsburg Daze celebration. All ayes, carried. Motion by Van Heiden second by Werkman to donate a family swimming pool pass to the Wellsburg Community Club for a raffle prize. All ayes, carried. Motion Eilderts second by Buseman to approve a building permit for Stanley Hippen, providing Mary Hippen provides a written statement approving the construction. All ayes, carried. Motion by Werkman second by Eilderts to approve building permits for Justin Redix, Harold Aukes and Gary James. All ayes, carried. Motion to adjourn Eilderts second by Werkman.
