HomeMy Public PortalAbout19770720CCMeetingSavannah Beach, Georgia July 20, 1977 A regular meeting of the City Council of Savannah Beach, Georgia was held on July 20, 1977 at 3:30 P.M. in the City Hail with Mayor Pro Tem Jerome W. Bettencourt presiding in the absence of Mayor M. J. Counihan. Council members present were William C. Fleetwood, Nick C. Alexander, Karen Losey, Edward Jung and John J. Owen. Immediately preceding the regular meeting, at 3:00 P.M. on the same date, a public hearing on zoning was held. Mayor Pro Tem Bettencourt presided. Mr. Earl Anderson, chairman of the Planning ) red Commission presented the proposed am hdm6`nt to the public. After his explanation of the amendment Mr. William Alien Hendrix, a local builder, spoke in support of the amendment. There was no opposition from the public in attendance. After discussion Councilman Owen moved that the amendment be adopted and Councilman Fleetwood seconded the motion. The Council voted unanimously in favor of the amendment. AMENDMENT TO ZONING ORDINANCE After a short adjournment, the regular council meeting began with an introduction by the Mayor Pro Tem of Mr. Jerry Brownlee, Director of the Chatham Effingham Liberty Regional Library, who explained the plan of incorporating the City Library into the regional library system. After his presentation the Mayor Pro Tem called on Mrs. Virginia Lewis, a member of the local library board, who spoke in favor of the affiliation. After a short discussion Councilman Fleetwood moved that the proposal be adopted; the motion was seconded by Councilwoman Losey and unanimously carried. 20 1 1 PROPOSAL FOR C E L AFFILIATION Mrs. Joan Guyer appeared before Council to complain of flooding at Cobbs Apartments which she claims is caused by a blocked storm drain. Council agreed that this situation should be corrected if possible without violating the agreement with the Georgia Depart- ment of Natural Resources. Councilman Owen was asked to investigate the matter and to be responsible for seeing that the storm drain re- mains open in the future. The next visitor was Mr. George Spirides, a local motel owner who appeared before Council to complain about noise from the Waterslides of America, Inc. site which is near his property. This complaint was referred to Councilman Alexander for investigation.. The meeting was then opened for the transaction of business legally presented. The minutes of the special meeting of June 15, 1977 were approved as written. COMMUNICATIONS: Under communications a letter to the City Attorney from Mr. Joe Tanner, Commissioner of the Georgia Department of Natural Resources was read. Also a bid from Nettles Refrigeration Company for air conditioning of the auditorium was read, and a letter to Mr. William C. Fleetwood concerning the prospects of securing a physician for Tybee Island. LETTERS Mayor Pro Tem Bettencourt made the announcement that the Chatham County Recreation Department had awarded several trophies 21 1 1 and ribbons to the Savannah Beach Recreation Department's park group. The Recreation Director, Mrs. Frances H. Solomon, stated that her group did especially well in the arts and crafts category. The bills for the month of June, 1977 were approved by Council. These bills are attached to and form a part of these minutes. Councilman Fleetwood presented the auditor's report to the Council and a discussion of the City's financial status followed. Councilman Alexander requested that Council consider the elimination of personal checks in payment for court fines. After discussion Councilman Alexander moved that no checks be accepted for court fines unless approved by the Judge or a member of the Council. Councilwoman Losey seconded the motion and it was passed unanimously. Councilman Jung reported that regarding the permanent sand dune markers, a meeting has been scheduled for Thursday, July 21, 1977 with the Planning Commission and Dr. George Oertel. Councilman Fleetwood presented a revised plan for water/ sewer rates. There was a lengthy discussion of the revised plan, after which Councilman Jung suggested that a special meeting be called to discuss this matter at a time when the Mayor could be present. All Council members agreed with this suggestion. Councilman Fleetwood moved that a quitclaim deed be granted for the property known as the Ran -Rad property. Councilman Jung seconded the motion and the motion carried unanimously. QUITCLAIM DEED 1 Councilman Fleetwood presented a report on the North End Parking plan which was accepted as information by the Council. Councilwoman Losey presented a petition signed by a number of local business people requesting a stop sign be installed at the south end of the Fifteenth Street parking lot. This petition was accepted by the Council as information, and the petition was to be presented to the Mayor for his attention. A report on expenditures for sewer lines for Fifth Avenue was presented to the Council by Councilman Fleetwood. A copy of this report forms a part of these minutes. There being no further business, the meeting was adjourned until the next regular or special meeting. 23 SAVANNAH BEACH PLANNING COMMISSION March 8, 1977 Mayor and City Council City of Savannah Beach P. O. Box 128 Savannah Beach, Georgia 31328 Gentlemen: Your Planning Commission met at its regularly scheduled meeting of March 7, 1977. A quorum of members were present. In our February 15, 1977 letter to you it was recommended that a qualified planning organization study and review the long - range use of the R -1 area. We continue to urge this action by the City. It is recommended, however, that a revision of the R -1 zone be made, for the reasons herein stated. It is recommended that the area shown on the attached map and bounded on the north by Railroad Avenue (Tilton Avenue), on the west by the center of Chimney Creek, on the east by the Atlantic Ocean and on the South by the northern limit of the C2A zone and the existing RT and R2B zones, be rezoned RT with the following limitations and reasons: 1. Part of the western boundary area is already zoned RT. 2. Under the Master Plan areas 3A, 3B and 5A were recommended as areas for buffer zones stabilizing the limits of potential commercial areas and protecting established.residential areas. 3. This zone would be consistent with the existing RT area which is adjacent to Butler Avenue and would link two RT zones on the island. It would also avoid spot zoning. 4. It should be clearly understood that the area north of Railroad Avenue (Tilton Avenue) should continue to be considered an R -1 zone, consistent with the Master Plan, and nothing in this recommendation should be taken as endorsing an effort to change this established use of single family residents. The regional library will have the authority to discard and dispose of unusable books currently in the Savannah Beach Library. 2 All remaining books will be cataloged by the technical services department of the regional library and re- turned to the Savannah Beach Library for use in their collection. 3. The regional library will supply the Savannah Beach Library with both juvenile and adult boob; stock. New books will be supplied to the Savannah Beach Library on an equal basis with all other Chatham County branch libraries. The collection at Savannah Beach will be rotated with the collection of the Extension Depart- ment on a regular basis to ensure a continuous flow of fresh materials. 4. The regional library will supply the Savannah Beach Library with library supplies. II. Librarian. 1. The City of Savannah Beach will pay the salary of the librarian either through direct payment to the in- dividual or through payment to the Chatham County Library. 2. In the event of a resignation or vacancy in the po- sition of librarian, a new applicant will be chosen on the basis of a job description prepared by the Chatham County Library. 3. The librarian at Savannah Beach will receive at least two full days of training at the main library in Savannah before assuming duties at Savannah Beach. In r:ddition., thc librarian will close his facility to attend ;in-service training at the Main Library. The same training period would apply to anyone hired to fill thc position of librarian. 4. In the event of illness, the regional library will provide temporary assistance For not more than Five working days. After that period of time a substitute librarian would be eriployed by the City of Savannah Beach until such time as the regular librarian could resume his duties. 5. During the librarian's vacation period, the City of Savannah Beach would employ a temporary librarian. 6. The Savannah Beach librarian will submit to the head of the Chatham County extension dcpartment a brief, monthly report no later than the third working day of each month. A monthly statistical report will be submitted to the regional library on the first working day of each month. III. Facilities 1. The City of Savannah. Beach will provide a place for the library to be housed and will pay for all utilities and maintenance. 2. The City of Savannah Beach will provide regular cus- todial service to the library. 3. The City of Savannah Beach will provide a telephone . in the library for use in contacting other branches of the regional library system. The Savannah Beach library will be under the supervision of the head of the Chatham County extension department. The library will receive regular visits from extension department - staff and regular delivery service. The regional library will assist the Savannah Beach library in publicizing its activities and in conducting programs that will be of interest to the citizens of the community. The - Savannah Beach Library will adhere to all regional library rules governing fines, issuance of cards, circulation period, etc. All fines collected by the Savannah Beach library will be turned over to the regional library. A book collection of 330,700 volumes. 2. 438 magazine subscriptions, a large majority of which can be borrowed by the public. 3. A large, flexible, up -to -date reference collection which may be used by telephone. 4. A collection of 271 films plus filmstrips which can be borrowed by the public; films from the State Department of Education to augment this collection. 5. A fine map collection covering major cities in all fifty states as well as most foreign countries. 6. Talking books and large print books for the blind and physically handicapped. 7. Collections of U. S. government documents that would be useful to both citizens and businesses. 8. An expanding record collection featuring language records, classical and contemporary music. 9. GEORGIA 30334 (404) 656 -3500 July 13, 1977 This letter is in further response to your letter of May 9, 1977, to Attorney General, Arthur K. Bolton to which he responded on June 6, 1977. Your letter to Attorney General Bolton transmitted a request from the Mayor and City Council of Savannah Beach for financial assistance or direct State involvement for sanitation and garbage collection, police supervision, water safety measures and public restroom facil- ities on the beach at Savannah Beach. You stated that the City of Savannah Beach feels that it is grossly unfair to its taxpayers to have to provide the above - mentioned services when the beach is used by the entire population of the State of Georgia. I would like to respond by setting forth for you some of the obvious facts about the City of Savannah Beach and some facts concerning recent State assistance in the City's maintenance of the beach. In the first place, the beach is the main attraction and selling point -for the City of Savannah Beach. As reflected in its name, the beach is essential to the City of Savannah Beach and I am certain that the Mayor and City Council wish for that reason to promote, maintain, beautify and enhance the beach. The fact that the State owns the foreshore of the beach at Savannah Beach in no way obviates the responsibility of the City of Savannah Beach to provide governmental services and police protection on the beach. It was doubtless the recognition by the City of Savannah Beach of the central importance of the beach to the City which led to the City's initiation of the project to nourish and restore the beach. The State of Georgia became involved in the beach nourishment project at the request of the Corps of Engineers, to add to the financial solvency of the local sponsors of the project. As you know, a contract for the nourishment of the beach at Savannah Beach was entered into in 1973 by the Corps of Engineers, the State of Georgia and the City of Savannah AN EQUAL. Pursuant to that contract, the State of Georgia has to date spent $1,815,100.00 on the beach nourishment project. In addition, this Department has spent $3,000 for a survey of the beach area and has arranged for a $2,000 grant for a sand dune study at Savannah Beach. Thus, a total of $1,820,100.00 has been expended by the State of Georgia to assist the City of Savannah Beach in its stated desire to improve the beach. It is also significant to note that the financial obligations of the State under the beach nourishment project contract will continue for 50 years from the date of the contract. in contrast, the City of Savannah Beach has, in several critical respects, failed to live up to its obligations under the contract. For example, shortly after the contract was entered into, the City of Savannah Beach stated that it was unable to finance the acquisition of all real property required by the contract. As a result, the State paid 90 % of the costs of property acquisition. In addition, the City has failed to provide lands and facilities for parking, as required by the contract. I have informed you that this Department will, through grants from the Bureau of Outdoor Recreation of the U. S. Department of the Interior, finance one -half the costs of the construction of public restroom facilities. At the June meeting of the Board of Natural Resources, a $50,000 BOR grant was approved for the City of Savannah Beach. My staff has worked and will continue to work with you and others on efforts to resolve the parking situation. None of the above includes the vast amount of assis- tance rendered to the City of Savannah. Beach in the form of staff time and travel by this Agency. In comparison with the financial and other assistance received from the State of Georgia, the problems which the City of Savannah Beach has with litter, police supervision and lifeguard protection seem less significant. At any rate, these are matters within the authority and responsibility of the local, rather than State, government.
