HomeMy Public PortalAbout06-18-2007PROCEEDINGS OF THE COMMON COUNCIL OF THE CITY OF RICHMOND, INDIANA, MONDAY, JUNE 18, 2007 The Common Council of the City of Richmond, Indiana met in regular session Monday, June 18, 2007, in the Council Chambers in said City. President Pappin presided and the following business was conducted: PLEDGE OF ALLEGIANCE PRAYER BY COUNCILOR WISSEL ROLL CALL Councilors present were Howard "Jack" Elstro, Etta Lundy, Bruce Wissel, Karl Sharp, Bing Welch, Larry Parker, Al Glover, Gil Klose and Diana Pappin. APPROVAL OF MINUTES Councilor Sharp moved to approve the minutes of the regularly scheduled meeting and the Executive Session of June 4, 2007, with a second by Councilor Parker. Upon a vote viva voce, the motion passed. PRESENTATIONS, MEMORIALS OR REMONSTRANCES, PETITIONS AND INTRODUCTIONS, MOTIONS, RESOLUTIONS None COMMUNICATION FROM THE MAYOR • All Departments are busy with summer projects. There have been many positive comments about the new sidewalks from 1 St to 5th Street on West Main Street. • The Arts Festival on June 9 was successful. The 2008 Festival will be the second Saturday of June. • The reconstruction of and around the Police Department entrance will be complete by July 2. REPORT FROM BOARD OF PUBLIC WORKS AND SAFETY Minutes of the May 31 and June 7, 2007 meetings were accepted as presented. REPORTS FROM DEPARTMENT HEADS - None REPORTS FROM STANDING COMMITTEES - None REPORTS FROM SPECIAL COMMITTEES - None REPORTS FROM ORGANIZATIONS - None MISCELLANEOUS BUSINESS Councilor Parker suggested that new parameters be determined for utility work. Mayor Hutton reported that Bill Smith of the Street Department has agreed to oversee the issuance of permits and inspections. ORDINANCES ON FIRST READING Councilor Elstro moved to suspend the rules and read Ordinance Nos. 36, 37, 38, 39 & 40 -2007 on first reading by title only with a second by Councilor Welch. Upon a vote viva voce, the motion passed. Common Council Minutes June 18, 2007 Page 2 of 3 ORDINANCE NO. 36 -2007- AN APPROPRIATION ORDINANCE AUTHORIZING THE SUBMITTAL, ACCEPTANCE, AND APPROPRIATION OF A GRANT FROM THE SOUTHERN DISTRICT OF INDIANA, U.S. DEPARTMENT OF JUSTICE The Clerk read Ordinance No. 36 -2007 on first reading by title only. This Ordinance would authorize the City of Richmond through its Police Department to submit a grant application to the Southern District of Indiana, U.S. Department of Justice to assist with the overtime pay for officers working with the Safe Neighborhoods Project and the purchase of crime - tracking software. This Ordinance would also authorize the Police Department to accept grant funding in an amount up to Twenty -Two Thousand Two Hundred Sixty Dollars and Zero Cents ($22,260.00). Councilor Wissel moved to advance Ordinance No. 36 -2007 to second reading and to suspend the rules and read by title only with a second by Councilor Sharp. Upon a vote viva voce, the motion passed. The Clerk read Ordinance No. 36 -2007 on second reading by title only. Council President Pappin declared Ordinance No. 36 -2007 on second reading and public hearing. There being no comments for or against the Ordinance, Councilor Elstro moved for engrossment of Ordinance No. 36 -2007 with a second by Councilor Parker. Upon a vote viva voce, the motion passed. Councilor Lundy moved to advance Ordinance No. 36 -2007 to third and final reading and suspend the rules and read by title only with a second by Councilor Elstro. Upon a vote viva voce, the motion passed. The Clerk read Ordinance No. 36 -2007 on third reading by title only. Ordinance No. 36 -2007 was adopted with a 9 -0 roll call vote. ORDINANCE NO. 37 -2007 — A SPECIAL ORDINANCE AUTHORIZING THE APPROVAL OF A STATEMENT OF BENEFITS FOR A PROPERTY OWNER APPLYING FOR DEDUCTIONS UNDER I.C. 6-1.1-12.1 (Bev's Threads) The Clerk read Ordinance No. 37 -2007 on first reading by title only. This Ordinance is a request by Bev's Threads Etc., LLC /Theo. Tiedermann @ Sons Inc. for a ten -year tax abatement on real estate valued at $3,000,000. Ordinance No. 37 -2007 was referred to the Tax Abatement Committee for due diligence. ORDINANCE NO. 38 -2007 — A SPECIAL ORDINANCE AUTHORIZING THE APPROVAL OF A STATEMENT OF BENEFITS FOR A PROPERTY OWNER APPLYING FOR DEDUCTIONS UNDER I.C. 6-1.1-12.1 (Bev's Threads) The Clerk read Ordinance No. 38 -2007 on first reading by title only. This Ordinance is a request by Bev's Threads Etc., LLC /Theo. Tiedermann @ Sons Inc. for a five -year tax abatement on equipment valued at $35,000.00. Ordinance No. 38 -2007 was referred to the Tax Abatement Committee for due diligence. ORDINANCE NO. 39 -2007 — A SPECIAL ORDINANCE AUTHORIZING THE APPROVAL OF A STATEMENT OF BENEFITS FOR A PROPERTY OWNER APPLYING FOR DEDUCTIONS UNDER I.C. 6-1.1-12.1 (Bev's Threads) The Clerk read Ordinance No. 39 -2007 on first reading by title only. This Ordinance is a request by Bev's Threads Etc., LLC /Theo. Tiedermann @ Sons Inc. or a ten -year tax abatement on equipment valued at $450,000.00. ORDINANCE NO. 40 -2007 — A SPECIAL ORDINANCE AUTHORIZING THE APPROVAL OF A STATEMENT OF BENEFITS FOR A PROPERTY OWNER APPLYING FOR DEDUCTIONS UNDER I.C. 6- 1.1- 12.1(Bev's Threads) The Clerk read Ordinance No. 40 -2007 on first reading by title only. This Ordinance is a request by Bev's Threads Etc., LLC /Theo. Tiedermann @ Sons Inc. for a seven -year tax abatement on equipment valued at $4,000.00. Ordinance No. 40 -2007 was referred to the Tax Abatement Committee for due diligence.
