Park Street McCall, Idaho 83638 Dear Mr. Mayor and Council Members: We are writing this letter as there are a few issues regarding our business and the impending permit process, that we would like the city council to address. We have asked the question in the past but have never received an answer. Why is our business not grandfathered in to being allowed to continue to deliver our watercraft to the public at the motorized section of beach next to the launch ramp as we have done since our business opened in 1995? We have complied with the requests of the city as to where they wanted us to place our equipment and park our vehicles, etc. since we first opened our business. We have worked in good faith with the city since the inception of our business. We understand that the city is trying to control the number of businesses and number of machines operating at the location, but we are the only remaining business operating in McCall that has been here since the city decided to have the rental personal watercrafts staged at the motorized beach as a safer alternative to trailer launching from the launch ramp, a decision that was intended to also drastically reduced the congestion on the launch ramp. We are currently in our thirteenth year of operation. We have proven ourselves to be a reliable respectable business and contributor to our town. We provide a service in which there is a growing demand in our seasonal tourism based economy. We understand the need for regulations but we don't understand why we have not been grandfathered in. We do not understand why we have to go through the permit process each year. We have a huge financial investment in our equipment and it is becoming increasingly difficult for us to make business decisions and operate our business not knowing from one year to the next if we will even be allowed to deliver to our customers. We have agreed to the requests of the Park and Recreation Advisory Board in converting to all four stoke machines by next year. We began this process at great expense to our business but without the courtesy of a multi -year permit from the city. We believe a multi -year permit is a reasonable request with the history of our business as we have more experience in our industry than anyone else in town. Mailing address: P.O. The marina is a pwc rental company. They have a lease with the city in which last year they paid approximately $2700 for exclusive use of 150 feet by 14 feet of city beach on which they have a building. Last year a fee system was established by the Park and Recreation Advisory Board. This fee was a price per foot based on what the city was charging the marina, plus a per machine fee. Last year our fee was $2,731.73 for shared use of less footage for a period of May 1st through October 15th. At the city council meeting of November 30th a reference was made by a Park and Recreation Board Member as to the intent by the board to increase our fees up to 10% of gross. He stated it was their job to raise the fees to look out for the city's interest. It is our belief that such a fee would not be reasonable or fair. Why would our fee be so out of line with that of the marina who not only rents boats and pwc`s, but also rents slips and subleases for a restaurant and pays less than we do? If a fee system was established last year why would there be such a drastic difference this year? Why would one business on one side of the launch ramp with more space and exclusive use pay $2700 per year and a business who only delivers to the other side of the launch ramp pay tens of thousands of dollars for less space and shared use? We question this, as we have a hard time believing that this is the intent of the city council. It was mentioned at that same city council meeting that the advisory board was looking to also further restrict our hours of operation. Last year during the permit process we were told by members of the Park and Recreation Advisory Board that if we did not agree to the rules, regulations, fees etc. that they were putting in place that we would not get our permit. This included them reducing our hours of operation and the number of machines we were able to rent on certain days and times. Now, according to the comment made at the November 30th city council meeting, there is an intent to further restrict our operations. We again question that is this the intent of the city council? We ask that the city council address these concerns and respond to our request as soon as possible. We thank you for your time and for your continued support of the business community in our town. April 16, 2007 McCall Parks and Recreation Committee Dear Sir or Madam: I am writing this letter as my interest in volunteering for the Advisory Committee for the McCall area Department of Parks and Recreation. I have been learning more about what the Committee is up against and feel that I could add to the Team My interests here in McCall run from my past in the county and the state. My family moved to Valley County in 1992 and I followed close in 1993 as I learned more and more about how wonderful life here in Idaho was. I have lived in the Valley County area as well as Boise and Honolulu (for a warm year) over the last 14 years and have felt over the last couple years that it was the time in my life to start helping our wonderful community. That was why in 2005 I joined the Valley County Fair Board. Going into my second year on the board, I was elected Chairman of the 2006 Fair. I still sit on the Board. I also in 2006 started working more with the Valley County 4H department. I am still working with the 4H but I am looking for something here in McCall, closer to my home. I feel that this county has a lot of wonderful things going on and I hope to see the country, as a whole, grow together and take on the amazing challenges that are a head of us all. I hope that you will allow me the chance to help. I look forward to the bright future of McCall and the greater Valley County area.
