HomeMy Public PortalAbout07-05-2007THE BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND, INDIANA, JULY 5, 2007 The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5:00 P.M., Thursday, July 5, 2007, in the Community Room at the Municipal Building, 50 North 5th Street, Richmond, Indiana. In attendance were Board Members Vicki Robinson, Dian Lawson and Mary Jo Flood. Also attending were Mayor Sally Hutton, Assistant City Attorney Kenyatta Cox, Captain Terry Hopkins, Street Commissioner Bill Smith, Community Development Specialist Sharon Palmer, Joyce McCarty, Shalie McCarty, Stephen Robinson and Tom Berhalter. The following business was conducted: CALL TO ORDER Robinson called the meeting to order and noted for the minutes that two board members and legal counsel were present. Board member Mary Jo Flood came after the meeting started. APPROVAL OF MINUTES Robinson made a request to the board to approve the minutes for the June 28, 2007 meeting. Assistant City Attorney Kenyatta Cox stated that there was a correction to be made in the minutes and it was under the request section letter C. Robinson abstained from the vote. Lawson made a motion to approve the amended minutes with a second by Flood. The motion was unanimously passed. CLAIMS FOR PAYMENT Robinson made a request to the board to approve the claims for payment in the amount of $221,348.71. Some of the larger items include a payment to the Wayne County Treasurer in the amount of $31,970.13 for the City's share of the 911 salaries and benefits, $39,020.00 to Studebaker Buick for a 2007 Swat Truck (GMC Savanna with a storage box), a payment of $36,091.61 payable to the City of Richmond for payment of salaries in 2007 interlocal agreement, a payment to Milestone in the amount of $16,296.92 for the Rose City Business Park Road Project and the third and final payment to I.U. East for the connector road between I.U. East and Reid Hospital. Lawson made a motion to approve with a second by Flood. The motion was unanimously passed. REQUEST A. Robinson explained that this request that was on the agenda will be tabled until Captain Hopkins has a chance to give the board a recommendation. Board of Works Minutes July 5, 2007 Page 2 of 5 B. Robinson brought to the board a request that was presented by Captain Terry Hopkins for the approval to close the intersection of Middle Drive and East Drive from 5:00 PM to 8:00 PM on Saturday, July 14, 2007 with a rain date set for July 21, 2007 for the Berry Field Edition Block Party. Lawson made a motion to approve with a second by Flood. The motion was unanimously passed. C. Robinson brought to the board a request that was presented by Captain Terry Hopkins for the approval of the closure of a portion of the 1100 Block of North "G" Street between 11th and 12th Streets on Saturday, July 7, 2007 from 2:00 PM to 11:00 PM for the Deloney Family Picnic. Flood made a motion to approve with a second by Lawson. The motion was unanimously passed. D. Robinson added an agenda item that was presented by Captain Terry Hopkins a request that was submitted by Main Street for the approval to utilize four public parking spaces in the 700 Block of East Main Street on July 11th 181 & 25th, 2007 for Wayne County & Ullery Ice Cream Sales from 8:00 AM to 6:30 PM. Lawson made a motion to approve with a second by Flood. The motion was unanimously passed. CHANGE ORDERS A. Robinson brought to the board a request that was presented by Street Commissioner Bill Smith for the approval of Change Order No. 2 to Contract No. 44 -2006 with Strawser Incorporated for Microsurfacing and Crack Sealing for 2006 in the increased amount of $6,806.76. Flood made a motion to approve with a second by Lawson. The motion was unanimously passed. BID AWARDS A. Robinson made a request to the board that was submitted by Public Works and Engineering Director Greg Stiens to award the bid for the Sanitary Sewer Project in Oak Park Hills Section 6 to Mike Delucio and Son not to exceed $3,500.00. The request is also to include the approval for the Board President to sign the contract once it has been prepared. Lawson made a motion to approve with a second by Flood. The motion was unanimously passed. B. Robinson made a request to the board that was submitted by Public Works and Engineering Director Greg Stiens to award the bid for the South 18th, ,I" and "ill Street Infrastructure Replacement project to Pro Lawn Care and Landscape not to exceed $89,910.00. The request is also to include the approval for the Board President to sign the contract once it has been prepared. Flood made a motion to approve with a second by Lawson. The motion was unanimously passed. C. Robinson brought to the board a request that was presented by Mayor Sally Hutton to award the bid for the Public Safety Training Facility to Oberle & Associates in the amount of $547,000.00 providing that the funds are available. The request is to also include the approval for the board president to sign the contract once it has been prepared. Lawson made a motion to approve with a second by Flood.
