HomeMy Public PortalAbout19771214CCMeeting1 Savannah Beach, Georgia December 14, 1977 A Regular Meeting of the City Council of the City of Savannah Beach, Tybee Island, Georgia was held at 3:30 p.m. on December 14, 1977, with Mayor M. J. Counihan presiding. The following Council members were present: Jerome W. Bettencourt, William C. Fleetwood, Nick C. Alexander, John J. Owen, Karen Losey and Edward Jung. Also present were the City Administrator, Danny C. Johnson and the City Attorney, W. Lance Smith, III. Mr. Ralph Tenebaum appeared as a visitor before Council to make a statement concerning a meeting of the Zoning Board of Appeals which was held at 10:30 a.m. on December 14, 1977. Mr. Tenebaum expressed concern arising from the meeting which he had attended that morning. He expressed the concern of a group of home owners who are interested in the re- zoning of an R -T area to Residential only. These citizens are also concerned with the shore protection ordinance now being considered by the Council. His remarks, and a written statement signed by his group, were accepted by the Mayor as information. The meeting was then opened for business legally presented. The minutes of the meeting of November 9, 1977 were approved as written. The bills for the month of November, 1977 were approved and a copy of same are attached to, and form apart of, these minutes. Councilman Fleetwood introduced a discussion of the water- sewer rate structure. After an explanation of the financial 1 1 2 condition of the water /sewer department, he moved that the City Attorney draw up a new ordinance to be considered at the next meeting of Council, and incorporating the figures from the latest water /sewer study which has been tentatively approved by the Environmental Protection Division. Councilman Owen seconded the motion and it was passed by a vote of four (4) to two (2), with Councilman Alexander and Bettencourt opposing. The Second Reading of the traffic ordinance was read by the City Administrator. It read as follows: ORDINANCE Councilman Alexander moved that the ordinance be adopted; Councilman Fleetwood seconded the motion; the ordinance was unanimously carried, and will become effective upon the erection of the new speed limit signs. During the discussion of the traffic ordinance Councilman Fleetwood introduced the subject of properly marked crosswalks on Butler Avenue. Chief of Police John Price supported Councilman Fleetwood's remarks, and Mayor Counihan instructed Councilman Alexander to investigate this matter. The Mayor then announced that 1978 is the 100th Anniversary of the City. At a previous meeting information was accepted from a committee of local citizens headed by Mrs. George McDonald that the name of the City of Savannah Beach be changed to the City of Tybeet During discussion, Councilman Bettencourt suggested a poll of the audience as to their reaction to the changing of the name of the City. Councilman Fleetwood moved that the City Attorney be instructed to inform our legislative delegation of the desire of the citizens to change the City's name from City of Savannah Beach to City of Tybee. Councilman Owen seconded the motion and it was carried by a vote of five (5) to one (1) with Councilwoman. Losey opposing. Councilman Fleetwood then brought up the possibility of the annexation of Little Tybee Island and Petit Chou Island into the corporate limits of the City. He then moved that the City Attorney draw up the necessary papers to bring before the Georgia General Assembly requesting the annexation. Department of Interior and the U. S. Department of Agriculture for the summer of 1978 was read by Councilman Jung. The Resolution read as follows: RESOLUTION. Councilman Jung moved the adoption of the Resolution; Councilman Fleetwood seconded the motion and it was unanimously carried. Councilman Jung read bids which had been received for three City vehicles requested by the departments of public works and water /sewer. The law bids were read and Councilman Jung moved that these bids be awarded. Councilman Owen seconded the motion and it carried unanimously. Councilman Alexander requested that the Clerk read a Resolution of Respect for Mr. Louis Masterpolis. The Resolution read as follows: RESOLUTION 8 After the reading Councilman Bettencourt moved the adoption of the Resolution. Councilman Owen seconded the motion and the Resolution was passed by unanimous vote. Councilman Alexander then requested the Clerk to read a Resolution of Respect for Thomas B. McCarroll. The Resolution read as follows: RESOLUTION After the reading Councilman Fleetwood moved its adoption and Councilman Owen seconded. The Resolution passed with no dissenting vote. Councilwoman Losey then read a Resolution for participation in the Governor's All -Star Community Program, sponsored by the Department of Community Affairs. The Resolution read as follows: RESOLUTION After the reading, Councilwoman Losey moved its adoption, Councilman Jung seconded, and the Resolution passed unanimously. Councilwoman Losey read another Resolution which involves participation in the Governor's Project Competition Program which is sponsored by the Department of Community Affairs. The Resolution read as follows: RESOLUTION After the reading, Councilwoman Losey moved the adoption of the Resolution. The motion was seconded by Councilman Jung and was carried unanimously. The Mayor then reported on the preliminary plans for Tybee Day 1978. He stated that the celebration will probably be more 5 extensive this year than ever before. He appointed Mrs. Julianne Meyers as Chairman of this year's Tybee Day committee. BE IT ordained that the following speed zones are established: STATE ROUTE 26: A speed of 35 MPH beginning at the west city limits of Savannah Beach, mile post 33.56, and extending easterly to Jones Avenue, mile post 34.15, a.distance of 0.59 mile; thence, a speed of 30 MPH from Jones Avenue to Lovell Avenue, mile post 34.23, a ''distance of 0.08 mile; thence, a speed of 20 MPH from Lovell Avenue through the curve intersection with Butler Avenue to Second Street. mile post 34.36, a distance of 0.13 mile; thence a speed of 30 MPH from Second Street to Third Street, mile post 34.47, a. distance of 0.11 mile; thence, a speed of 35 'MPH from Third Street to ' Thirteenth.
