Minutes of the Committee of the Whole Workshop of the President and the Board of Trustees
Held on July 10, 2017
At Village Hall
Mayor Collins called the meeting to order at 7:00 p.m. Board Present: Mayor Collins, Trustee
O’Rourke, Trustee Wojowski, Trustee Bonuchi, Trustee Lamb, Trustee Larson. Board absent:
Trustee Newton. Others present: Brian Murphy, Administrator; Jim Harvey, Attorney; Michelle
Gibas, Village Clerk; Derek Wold, Engineer; Allen Persons, Public Works Director; Jon Proulx,
Planning Director; Richard Vogel, Attorney; Ken Goska, Building Official; and John Konopek, Chief
of Police. There were approximately 2 persons in the audience.
Trustee Lamb moved to approve the Minutes of the Special Meeting and Committee of the Whole
Workshop held on June 26, 2017. Second by Trustee Bonuchi. Voice Vote. All in favor, 0 opposed.
Motion carried.
PRESIDENTIAL COMMENTS
Mayor Collins commented on the train derailment and thanked all of the responders as well as the
Community Christian Church for providing food.
TRUSTEE COMMENTS
Trustee O’Rourke inquired about the responsibility of parkway tree trimming. Mr. Persons stated
that the Public Works Department handles that.
Trustee Lamb stated in addition to the train derailment, there was a down power line. Trustee Lamb
thanked all of the responding agencies.
Trustee Bonuchi:

WORKSHOP
1) DEVELOPMENT STRATEGIES FOR VILLAGE-OWNED PARK N RIDE
PROPERTY
Administrator Murphy stated that the Village owns a 58 acre parcel of land adjacent to the railroad
right-of-way north of Lockport Street and east of Van Dyke Road and Wood Farm Road. The
Village and PACE are moving forward with the construction of a $5.8 million Park N Ride facility on
a portion of that property. The discussion tonight will focus on options for the remainder of that
property. Administrator Murphy stated that the Village has several options including holding on to
the land, selling the raw land to a third party, or team with a private partner on developing the
property.
Mr. Derek Wold reviewed public-private partnerships including benefits, risks, misconceptions, and
examples of public-private partnerships in the area. Mr. Wold also reviewed the process including
requests for qualifications, requests for proposals, and selection of a partner and contract
negotiations. Mr. Proulx then reviewed considerations, RFQ/RFP criteria, incentives, partnership

responsibilities, and asset management. Mr. Richard Vogel reviewed defining of partner
expectations.
Trustee Bonuchi stated that the public-private partnership is an interesting idea and she supported
looking into it further. Trustee Wojowski stated that he supports looking into a public-private
partnership and expressed concern regarding financial risks. Trustee Lamb stated that he supports
looking into a public-private partnership and felt that marketing was very important. Trustee
O’Rourke stated that he was fine with public-private partnerships in general, but for this property he
would prefer to change the zoning and sell it. Trustee Larson stated that she supports moving
forward with looking into a public-private partnership.
Mayor Collins thanked everyone for the presentation and feedback.
Trustee Lamb moved to adjourn. Second by Trustee Bonuchi. Voice Vote. All in favor, 0 opposed.
Motion carried.
