HomeMy Public PortalAbout19780208CCMeeting14 Savannah Beach, Georgia February 8, 1978 A regular meeting of the Savannah Beach City Council was held on February 8, 1978 at 3:00 p.m. at the City Hall. Mayor M. J. Counihan presided and the following members of Council were present: W. C. Fleetwood, John J. Owen, Ed Jung, Karen Losey, Jerome W. Bettencourt and Nick C. Alexander. Also present were the City Attorney, W. Lance Smith, and the City Administrator, Danny C. Johnson. Visitors present were: Mr. Jerry Brownlee and Ms. Glenda Anderson of the Chatham Effingham Liberty Regional Library and Ms. Elaine Burns, public school librarian at Tybee Elementary School. Mr. Brownlee made a report on the progress made since CEL Regional Library took over the town library. He stated that this report is the first of what he hopes will be a series of very favorable annual progress reports. Ms. Glenda Anderson, who is directly involved in supervising our local branch library, stated that 1300 titles of children's books have been added as well as 450 titles of adult books in the past four months. She also showed slides of some of the activities sponsored by the library during this time, including a puppet show and movie for the children in December, 1977 as part of the City's annual Christmas program. The library has also begun a monthly movie schedule for children to be followed for the coming year. She also thanked the City Council for the things the City has supplied to the library, such as telephone service, and having some repairs made and a light 15 2 placed at the back entrance so that the library hours could be extended. The present library hours are now 3:00 p.m. until 6:00 p.m. five days per week. She also said that Mr. Dexter Bates, librarian, is receiving training from the downtown li- brary and is doing a good job as local librarian. Ms. Anderson then introduced the librarian from Tybee Elementary School, Ms. Elaine Burns, who wished to express her appreciation for the facilities made available to her students by the branch library. After the report, Councilman Fleetwood suggested that the Mayor write a letter of appreciation to the CEL Regional Library. The City Administrator stated that such a letter had already been written. Mayor Counihan then opened the meeting for business legally presented. The minutes of the meeting of January 11, 1978 were approved as written. COMMUNICATIONS: Under Communications, the Clerk read a letter from Mayor Counihan to Commissioner Joseph Tanner of the Department of Natural Resources, dated January 27, 1978. A copy of this letter forms a part of these minutes. Bills for the month of January, 1978 were approved. A copy of these bills is attached to, and forms a part of, these minutes. The first item of business on the agenda was the possibility of getting a permanent ambulance service for the island. The Mayor made a statement concerning past efforts to institute ambulance service, then opened the floor to discussion of the issue. Councilman 16 Fleetwood suggested that the City try to coordinate their efforts with the owner of the nursing homes in the City; he suggested that the nursing home staff is capable of handling emergencies calling for first aid treatment. Councilwoman Losey stated that the City police officers have also had first aid training. This matter was referred to a committee for study and to make recommendations to the Council at a later date. Councilman Alexander brought before Council the second part of the Paul Hansen contract with regard to the building of the Public Safety /Bathhouse facility on 16th Street and the bath- house facility for the North End of the island, behind Tybee Museum. Councilman Fleetwood moved that the City accept the second part of the contract, and Councilman Alexander seconded the motion. The City Attorney stated that state funds had been awarded for this project; then the City Council unanimously voted to award the con- tract. Councilman Owen brought a contract from 4- States Construction Company for repairs at the sewer plant to the aerator and grit . separator before the Council for their approval. Councilman Owen moved that the contract be accepted; Councilman Jung seconded the motion; after discussion the motion passed unanimously. Mayor Counihan stated that the Tybee Centennial had been brought to his attention; it was decided to consult the Georgia Archives for a correct date as to the original charter of the town. Earl Anderson stated that there is an old map which shows the exact date. 17 4 Earl Anderson was named Zoning Administrator by the Mayor. This appointment became effective on February 1, 1978. OWEN In an article published in the Savannah Morning News on January 25, 1978, several statements were attributed to you that I feel were unfair and unjustified. It is my understanding now that several of these state- ments were not made by you, or were made off the record. If this was what happened, I suggest we view this as water over the dam and in a spirit of cooperation work together, rather than engage in inflammatory rhetoric that will not benefit the City of Savannah Beach or the Depart- ment of Natural Resources. •I would, though, like to address several of the issues raised in the aforementioned article in order to clear the air. First, it is beyond belief that anyone could describe the City of Savannah each as "almost a slum ". A slum, according to Webster, is a squalid residential section, and I believe you will concur with me that despite some housing deficiencies we do not meet that criterion. We have a very active housing code enforcement program at Savannah Beach, and during 1977, approximately 120 conferences with home owners were held and 30 substandard housing units were brought up to code. Also, 6 condemned structures were razed during this time. Housing inspections will con- tinue in 1978 and we anticipate an equally successful year. Secondly, the City of Savannah Beach is not "hostile" toward our visitors; in fact we cooperate fully with the Chamber of Commerce and other civic organizations in encouraging visitors. Approximately 40% of the residents, according to a Metropolitan Planning Commission survey, want to encourage tourism on Tybee Island. We do lack adequate bathhouse facilities and North End parking presently but I will address that issue later in this letter. Third, as to the number of people who viisted Tybee Island on July 4th weekend, if you check your records, you will find it rained very heavily that weekend which accounts for the relatively small number of visitors. 1 1 ^C&mmissioner Joseph Tanner January 27, 1978 Page Two of Two If the weather had been better, the number of visitors to Tybee would have been greater. Finally, the City of Savannah Beach has not refused to build parking and restroom facilities for the public. When this administration took office, the City was in debt and until recently our greatest efforts have been to reduce the indebtedness of the City without increasing the tax burden on our property owners. The financial condition of the City has improved significantly and we are currently able to implement those capital improvements necessary to comply with the beach renourish- ment contract. We contracted approximately two months ago with a local architect to design a bathhouse /public safety facility in the business district at Sixteenth Street and a bathhouse facility that will be located behind the Tybee Museum and adjacent to the North End parking facility to be constructed. This was done entirely at our expense, and until recently anticipated that the construction of the project would be funded similarly. In reference to the North End parking and access road, the City is committed to the completion of the project no later than August, 1978 although our goal is June 1978. We may have to fast track the engineer- ing to accomplish this but all efforts will be made to stay on schedule. We appreciate the efforts DNR has made in assisting us in providing adequate recreational facilities at Savannah Beach. We understand your frustrations and I hope you understand ours.
